P.M. IN THE ELINA VILLAGE HALL.
Members Present: T. L. Todd, Chairman, A. H. Hiatt, Leonard Odell, Wm. W. Lewis,
Harry Gustafson, John Foley, and 'Win. Wilkinson; Bud Law, Planning
Consultant and Warren C. Hyde, Village Manager.
1- Miinutes of the meeting of December 5, 1956, were approved on motion and carried.
2- Pearson Brothers' request to allow double bungalows on Lots 13, 14, 15 and 16,
Richmond Hills IIT Addition (55th and Hanson Road), was discussed and recommenda-
tion to deny their request noted. Mr. Pearson stated that in 1949 they had been
given permission to construct and did build six double bungalows in Richmond Hills
II Addition. Mir. Odell made a motion to deny the _request to allow double bungalows.
There was no soE c id to this motion. Mr. Vv'ilk:inson then moved that this matter be
laid over until thea next meeting in order to give members a chance to look at the
property in question first. Motion seconded and carried.
Real Properties, Inc., Mr. Marr, developer, p-osented a preliminary of a Subdivision
of Lot 12, Block 1, Code's Highviel-v Park. Recommendation was made to approve one
additional lot, rather than two', as proposed, in order to meet minimum depth and
area. After discussion, motion was made by Mr. Lewis, seconded and carried to
recommend approval on this basis and subject to dedication of 30 feet for future
street purposes.
4- Mr. Edward J. Lynch"s proposed re -plat of Lots 3, 4 and parts of Lots 1, 2 and 5.
Garden Park, was presented with a recommendation for approval subject to dedication
for park purposes and satisfactory street grade and drainage.
Mr. Odell moved that the plat be recommended for approval subject to dedication for
part: purposes, street dedication, satisfactory street grade and drainage, also that
the Village should not be held responsible for putting up any sort of cyclone fence
on the edge of the p<:rk property. It was recommended that this stipulation should
also be included in the deed and fair. Lynch agreed to do this.- Motion was seconded
and carried.
5- Preliminary Plat of Luce°s Highwood Addition to Edina Highlands was presented with
recommendation for approval. Motion made, seconded and carried to recommend approval
of this plat.
6- D*Arcy Leck°s petition to rezone to commercial at 70th and France was again consid-
ered and after discussion; Lewis moved to postpone decision on this petition until
after the Gardner report an:? reco,:,.rnendation has been acted upon by Council. Motion
seconded and carried.
7- Carl Gardner's report was reviewed and Mr. Todd said it was the desire of the members
of the Planning Commission to discuss the Gardner report and review the recommenda-
tions that have been made by Mr. Gardner as well as the suggestions made by Mr. Law
at length and asked it -.h^re was anyone in the audience that wanted to be heard at
this time. Roy Peterson asked to file a letter in regard to the Industrial Park
from Kenneth M� Clark, P#inneapoli.s, Consulting Engineer, who has read the Gardner
report and gave his opinion. M-,, Paterson asked Planning Commission to give con-
sideration to their request for rezoning after study of this report. Mr. Bob Hanson
presented a letter from J. N. Clark., Commissioner of the Department of Business
Development of Minnesota, which Mr. Todd read and asked that copies be made for
each member of the Planning Commission and Council to study. Mr. Odell then moved
for adjournment, motion seconded and carried.
