IN THE EDINA VILLAGE HALL, Members Presents T. L. Todd, Chairman, Leonard Odell, Wm. W. Lewis, Harry Gustafson, John Foley; Bud Law, Planning Consultant; Joseph Zikan, Village Engineer and Warren C. Hyde, Manager. 1- Minutes of the meeting of January 9, 1957, were approved on motion of Mr. Lewis, seconded and carried. 2- Karl Covell presented a plan, amending the original petition of D°Arcy Leck to rezone to commercial a strip of land on the west side of France Avenue from 70th Street south. The plan shown by Mr. Covell indicated proposed usage of 40 acres. This plan had not been previously submitted for review by Village officials. Mr. Covell said this land is bounded on the south by a gravel pit, on the east by a gravel pit, on the north by other property zoned commercial. Their plan is to build office buildings on France Avenue with a 40 foot service road and 100 feet of parking space in front of the buildings, or a setback of 140 feet, the proposed development is about 600 feet long and 200 feet deep. Mr. Covell said he understood that there was a provision in the ordinance which would not permit any commercial building within two miles of Southdale. Mr. Law corrected this statement and quoted the provision in the Zoning Ordinance with relation to restric- tions, which reads: "No property located within one-half mile of any property theretofore zoned as a Regional Shopping District shall be zoned for any use other than Open Development District." Mr. Stow, who has an option on this development, explained that their plan calls for three office buildings fronting on France Avenue with a 140 ft. setback, a row of apartment buildings behind these and a double row of multiple dwellings, probably double bungalows, behind the apartment build- ings.- There would also be a park provided. After consideration, Mr. Odell made a motion to deny Mr. Stow°s request on the basis that it was unconstitutional, inasmuch as it does not comply with the ordinance. Then, at Mr. Todd's suggestion, the motion was amended to deny the plan on its merits as well* Motion seconded by Foley and carried. 3- John Bloomberg°s Preliminary Play of Idylwood III Addition was presented and Mr. Hyde said he and Mr. Bloomberg had met and discussed it and had come to an agreement of $1440 to be donated for park purposes, or the equivalent in land in another part of the Village owned by Mr* Bloomberg. Mr* Man was asked if he had studied the road pattern and he said he had discussed it with Mr. Bloomberg and Mr. Bloomberg had agreed that if, after a surveyor had studied it and presented profiles, there was still some question on the part of the Village Engineering Department, he would make whatever corrections are necessary before presenting the Final plat. 4- Roger Holt°s request for rezoning to commercial 7200 Normandale for purposes of an oil station and nursery sales lot was considered and Mr* Hyde called attention to the fact that this was the same piece of land which Mr* Holt had presented in preliminary form for use as residential some time ago, but was held tip pending highway development* Motion made by Lewis, seconded and carried to hold this request in abeyance also. Planning Commission Minutes of 2-6-57 page 2 5- Final Plat of Mirror Lakes Meadow Wood II Addition to Edina Highlands was presented and found in conformance with the preliminary. Motion made by Lewis, seconded by Odell and carried to recommend approval of this Final Plat. 6- Final Plat of Theo. Nelson's Addition, a subdivision of Lot 34, Warden Acres, into four lots was presented. Mr. Hyde explained that the lots were larger than the surrounding lots and that one of them is a lot that the Village wants for a well. Motion made by Odell, seconded by Lewis and carried to recommend approval of this plat. 7- Preliminary plat of Super Homes of land on Valley View Road, Whiting Street to the Railroad, known as Tract B, Reg. Land Survey No. 5190 was considered. Mr. Hyde said that this property is now being considered as .highway and therefore could not be platted into lots. It was suggested that the developers, Mro Greg Super and Mr. Mike Pribula make an appoint- ment to come in and talk over terms for the purchase of the right of way with Mr. Hyde. 8- Pearson Brothers' request to build double bungalows on Lots 139 140 15 and 160 Richmond Hills III Addition, was reviewed. Individual members had looked at the property and were prepared to vote on the question. It was suggested that single homes would be more acceptable in this neighborhood. Motion made by Gustafson, seconded by Foley, to deny the request to build double bungalows. All in favor, motion carried. 9- Final Plat of Luce's Highwood Addition, which conforms with the prelim- inary, was recommended for approval on motion made by Odell, seconded and carried. 10- Mr. Hyde pentioned that Mr. Pewowaruk had requested a hearing before the Planning Commission to build another double bungalow on France Avenue. Mr. Hyde was informed to invite Mr. Pewowaruk to come in with his request. 11- Mr. Hyde presented a plan which he had just received of a proposed Medical Center within the Southdale project, in preliminary form. No action taken at this time. 12- Mr. Law presented a proposed Zoning Ordinance to replace our current Zoning Ordinance, for study by the members. He suggested that members study it in sections, make notes for discussion at future meetings, and after being satisfied that it was in good order, act on it. 13- The Gardner report and Mr. Law's report on Industrial Parks were considered and Mr. Law said he thought it was for the best interests of the Village to have a modern commercial area. It was moved by Lewis, seconded by Gustafson, that Planning Commission recommend, after serious consideration of the various arguments and recommendations, presented for and against the proposed Industrial Park, that the petition of Roy Peterson, Robert Hanson, et al, for rezoning land described as follows: 1. Nelson Farm All that part of Government Lot One (1)9 Section 16, Township 1169 Range 210 described as follows: Commencing at the Northwest corner of said Government Lot One (1), thence East along the North line of said Government Lot One (1), Three Hundred Seventy-seven (377.0) feet, thence South at right angles to the center line of State Highway No. 5, Planning Commission Minutes of 2-6-57 page 3 13 cont°d - thence Northwesterly along the center line of said Highway to the West line of said Government Lot One (1), thence North along the West line of said Government Lot One (1) to the point of beginning, and Government Lots Three (3) and Four (4) in Section 90 Town- ship 116, Range 21, and the East One-half (E*) of the Southeast Quarter (SEJ) of Section 8, Township 1169 Range 219 except the right of way of Minneapolis, Northfield 8 Southern Railway, and EXCEPT State Highways No. 5 and 100 and County Road No. 28, and EXCEPTA tract of land as selected by Seller from the fore- going containing not pore than sixteen and one-half (16*) acres. Said tract shall contain the land upon which the residence of B. B. Nelson is now located. Motion carried by vote of Foley, Lewis, Odell and Gustafson, with the chair- man abstaining from voting. It was moved by Lewis, seconded by Gustafson, that Planning Commission Planning ,Commission Minutes of 2=6=57 page 4 would look with favor on rezoning all of the area between Cahill Road and Normandale Road from approximately 70th Street to the Village limits, subject to proper buffer strips, deed restrictions and general conformity with modern industrial park planning principles.
