Bud Law, Planning Consultant; Warren C. Hyde, Village Manager, and
Joseph Likan, Village Engineer.
1. Minutes of the meeting of February 6th, 1957, were approved on motion, seconded and
carried.
THERNELL BROTHERS` REQUEST TO BUILD DOUBLE BUNGALOWS ON FRANCE AVENUE. Harry Thernell
was present and again requested permission to build doable bungalows on 9 lots on the
east side of France Avenue between 60th and 62nd. The lots are large enough, being
approximately 100 feet wide and 133 feet deep, and Mr. Thernell presented a sketch
and plans of the homes they propose to build, each home being a little different from
the other and being in the $30 to $35,000 price.range. After discussion, Mr. Todd
stated that Planning Commission would like to review the proposal and make their
recommendation at the next regular meeting. This was agreeable to b.r. Thernell.
G. A. CARLSON REQUEST TO VACATE TYLER AVENUE NORTH OF BELNiORE LANE. Mr. Carlson was
present and Planning Commission studied this request and then suggested that Mr. Carlson
bring in a petition signed by all residents and owners of property on Harrison, and on
Tyler between Belmore Lane and the North Village limits, in which the owners on Tyler
would.agree to pay all costs of opening, widening and filling the alley in question.
N:.r. Hyde told Mr. Carlson that if he would call for an appointment, he would help him
to work out the form of such a petition.
,i N+R. V. B. ED1NARDS' PRELIMINARY PLAT ON HIGHWAY 169. Noir. Edwards and his surveyor, Mr.
Halvorsen, presented a preliminary plat to subdivide Tract B, Reg. Land Survey 9590
and the South 375 feet of Tract A, Reg. Land Survey #249, on highway 169. Since the
new highway might take some of this land, it was recommended no action be taken until
the centerline of proposed relocation of highway 169 is shown on the plat.
!/ CARL HANSEW S FINAL PLAT OF PARKt`;OOD KNOLLS VI ADDITION was presented and compared
with the Preliminary, an overall plan. Motion was made, seconded and carried to
recommend approval of this Final subject to storm sewer drainage being worked out,
agreement on park dedication and an engineering check. Petr. Hansen indicated he was
agreeable to dedicating b or 9 acres of park.
a/ PRELIMINARY PLAT OF SOUTHDALE IV ADDITION was presented and discussion had in regard
to its relation to 66th Street. Mr. Likan said something would have to be provided
as an outlet for Lake Cornelia before any platting could be considered or there would
be drainage trouble. The question of Park Board desires concerning some or all of
this area was raised. Motion was made, seconded and carried to table this plat, with
the objective of conferring with the Council on the disposition of 66th Street and
utility easements.
NIR. EDWARD J. LYNCH°S REVISED PRELIW.1NARY, a proposed replat of Lots 3, 4 and parts
of Lot 1, 2 and 5, Garden Park, was studied. Disposition of Outlot A was considered
and V -.r. Lynch requested that this be zoned commercial. Planning Commission did not
look with favor on commercial zoning of this area, however. Natotion was made, second—
ed and carried to recommend approval of this Preliminary, subject to confirmation
from State Highway Department as to 169 relocation.
I:,R. BORI5_ PEWOWARUK' REQUEST TO BUILD DOUBLE BUNIGALOW ON FRANCE AVENUE. Previous
requests having been denied, Mr. Pewowaruk again requested permission to build a
double bungalow on his lots on the west side of France Avenue next to the Church at
about 53rd Street. Mr. Hyde explained that 11r. Pewowaruk was originally granted
permission to build a double bungalow on the lot next to the one in question but
that he is now renting to four parties. Mr. Pewowaruk admitted this and explained

that he finds it hard to rent such a large apartment to two families and feels that
it is better to rent to adults than to people with children because of the hazard
of traffic on France Avenue. He was also asked how many people live in his own home
and stated that there are five, since he rents the upstairs to two working girls and
his son lives with him and wife wife and has a shop in the basement. After further
questioning, Mr. Pewowaruk said he would like to have permission to build a four
apartment building on the lot next to the Church and was told by members of the
Planning,Commislion to straighten out the present status of his double bungalow
with for. Hyde first, then come in with a plan for a building. Mr. Hyde was directed
to take court action against the present violation.
14R. HOWARD NORDBY'S PRELIh51NARY PLAT, A REPLAT OF LOT 7, BLOCK 1, CODES HIGHVIEVV
PARK, was presented and approval recommended on motion, seconded and carried.
EXTENSION OF SPRUCE ROAD WEST OF BLAKE. Mr. Hyde explained that Hopkins was willing
to go along with Edina on a 50-50 cost basis on the extension of Spruce Road west of
Blake. It was felt that residents along the road should be assessed a normal or
moderate part of the cost and that Edina and Hopkins would absorb the balance. Motion
was made, seconded and carried to recommend that Mr. Hyde proceed with negotiations
with Hopkins on the most favorable procedure possible. Mr. G. A. Carlson had indicated
earlier he and several neighbors were in favor of this development.
MISCELLANEOUS RECOMMENDATIONS ON REZONING IN CARL GAHDNER's REPORT
I- REQUEST OF S. B. STENSON and H. A. BING for COPiMERCIAL REZONING of Lots 11, .12,
13, 14.and 15, Block 21, Fairfax Addition. Motion made, seconded and carried
to concur in Gardner's recommendation that these requests be denied.
2- REQUEST OF S. L. STRAND, J. L. SHULDHIESS AND S. WOLD for C=b.ERCIAL REZONING
at 4405, 4409, and 4417 Valley View Road. 14otion made, seconded and carried
to concur in Gardner's recommendation that these requests be denied.
3- REQUEST OF RESOP REALTORS, INC., for COI;I,':ERCIAL REZONING of part of vacated
streetcar right-of-way on Brookside Avenue just north of Motor Street.
14otion made, seconded and carried to concur in Gardner's recommendation that
this request be denied.
4- REQUESTS IN VICINITY OF GRANDVI_E_W SHOPPING AREA TO REDONE TO COUVERCIAL
Lots 1, 2 and 3, Block 1, Grandview Heights, Lots 8, 9, 10 and 11, Brookside
Addition, and Lot A, Registered Land Survey til. Notion made, seconded and
carried to recommend that these requests be reconsidered and action withheld
pending further requests, if any.
5- REQUEST OF tgINNEAPOLIS HONE BUILDERS ASSOCIATION to REZONE TO Coh%UNITY STORE
Lots 3, 4, 5, 6, 9, 10, 11 and 12, Block 4, Tingdale Brothers Brookside Add'n,
Notion made, seconded and carried to hold in abeyance any recommendation,
pending further requests.
6- REQUEST OF E. 0. SWANSON to REZONE TO C01 iERCIHL, Lots 15 and 16, Block 1,
Brookside Heights Addition. Motion made, seconded and carried to concur in
Gardner's recommendation that this request be denied.
7- REQUEST OF W. J. BOLDUC TO REZONE TO CONA1UNITY STORE, Lots 18 and 19, Block 1,
Brookside Heights Addition. Motion made, seconded and carried to ;concur in
Gardner's recommendation that this request be denied.
E- REQUEST OF G. P. LUNDBLAD and S. G. PEARSON to REZONE TO COMA,ERCIAL, property
on Highway 169 south of Nest 53rd Street. 14otion made, seconded and carried
to concur in Gardner's recommendation that this request be denied.

PROPOSED REVISED ZONING ORDINANCE, prepared by Nx. Law and presented at the last
Planning Commission meeting, was discussed briefly and Mir. Wilkinson said he had
studied it and thought it was well prepared.
There being no further business, meeting adjourned at 10 PJ -1.
