Hyde, Village Manager and Joseph Zik; n, Village Engineer. 1- Minutes of the r7eeting of April R, 1957, were approved on motion, seconded and carried. 2- COFF1,AAN REAITY°S SOUTH GARDEN ESTATES, a Preliiinary, was presented and Mr. Hyde i ald mewrcber s of Planning Corraission that park dedication had been made and purchase satisfactorily concluded. Motion to approve the overall Preliminary was made by Le ri;:, seconded bkr Odell, and carried. 3- Al_ DAYTON°S PRELIMINARY OF LORI'-: MANOR, a subdiviGion of Reg. Land Survey No. 3, in o three lots 100 feet wide by approximately 200 feet deep, fronting on Brittany Road, was considered and it was noted that Tract F, which is 30 feet deep, is to be vacated. Mr. Payton was not present at the meeting but was contacted by phone and stated that he was unable to purchase the West 75 feet directly behind the three lots. Sfnce it is not known what is planned for this 75 foot strip and the large lot between this and State Highway No. 100, motion was made, seconded and carried to table this matter until the next meeting. 4- OLIVER ANDERSON'S FINAL PLAT OF- ANDERSON'S EDINA TERRACE _, a replat of one lot at the corner of 52nd and Zenith, was presented with recommendation for approval. Motion was made, seconded and carried to recommend approval of this plat. 5- PRELIMINARY PLAT OF LHAD.L a Dahl-Thernell replat of one lot on Ewing Avenue at 62nd Street, was reviewed. Mrs. Engelhart and Mr. Dahl were present, as was Gordon Thernell, and these people were all in accord on the method of development, with a 100 foot turnaround at the south end of Ewing and a 30 foot dedication for street, making a total of 60 feet to the turnaround. Motion was made by Wilkinson, second- ed by Gustafson, to recommend approval of this as a Preliminary, all in favor and carried. 6- PETER DAHLGREN°S PRELIMINARY RE -PLAT of the West i of Lots 7 to 11, Block 2, Peacedale, and request for rezoning to multiple dwellings (double bungalows) was considered. These lots would front on Vr-lley View extended, where traffic is heavy now but will be decreased when the Crosstoum highway is built. Motion was made, seconded and carried to rerormnend denial of this request. 7- MRS. NORELLIS PRELIMINARY PLAT of the West -J of Lots 5 and 6. Block 4, Code®s Highview Park, was presented and studied. Mrs. Norell°s daughter was present and explained that there are houses on the East of these lois already. Motion made, seconded and carried to recommend approval of this plat. 8- .JOHN BLOOMBERG'S FINAL PLAT OF IDYLWDOD III ADDITION was presented and Mr. Bloomberg was present and agreed to donate $1400 to $1500 in lieu of park dedication. Mr. Zikan mentioned that the County Surveyor had called him during the day and was making a correction on the plat. Motion was made, seconded and carried to recommend approval of this plat subject to County Surveyor's signature. PIZ! .mill 2 5-8-57 9- ROBERT WALLING"S FINAL, a RE -PLAT OF LOT 7, ROLLING GREEN, was presented and letter from Rolling Green Association, approving this plat, was placed on file. Motion made, :seconded and carried to recommend approval of this plat. 10- H. H. HARDACKER°S PROPOSED RE -PLAT OF LOTS 1 THRU 89 BLOCK 7, NORMANDALE ADDI'N was studied and discussed with Pyr. Hardacker. Since the proposal is to make the lots 60 feet wide, whichh is less than the minimum required, Nor. Hardacker withdrew his request and asked only that the corner lot be reduced from 86.35 to 75 feet. Mr. Hardacker said he was sure he could build on this lot and keep within the requirements as to setbacks, etc. Motion was made, seconded and carried to recommend that this corner lot be reduced from 86.35 to 75 feet. 11- MR,. E. A. ROTHE'S REQUEST TO BUILD DOUBLE BUNGALOWS ON FRANCE AVENUE, held over from the AprSI meeting, was tabled due to no plans having been received as re- quested. 12- MR. A _MARTIN PETERSON ° § REQUEST TO BUILD DOUBLE BUNGALOWS IN THE 5800 BLOCK ON XERXES AVENUE, held over from the April meeting, was again discussed. Since this is in a neighborhood of relatively good houses, especially across the street, denial of this request was recommended. Motion to deny carried. 13- SOUTHDALE IV AEDITION, a PRELIMINARY PLAT OF PROPERTY ON NEST 66TH STREET, was again presented and Lrir. Hyde suggested that commitment be made subject to non- residential use of this property developing, and this was satisfactory to Messrs. Braddock and Crabb, who were present. Motion was made by Lewis, second- ed and carried, to recommend approval of this as a Preliminary Plat subject to other land use developments. 14- C. WALTER JARNBERG°S REQUEST TO BUILD DOUBLE BUNGALOWS ON LOTS 3, 4, 5, 6 and 9j-102 11 and 12, BLOCK 4, TINGDALE BROS. BROOKSIDE ADDITION, was presented tabled until the next regular meeting pending Highway Department plans. 15- STOW COMPANY°S PROPOSED PLAN FOR 70TH AND FRANCE was again studied and changes on this noted. The plan now calls for Community Store rezoning at the corner of 70th and France for a gasoline filling station and one other service develop- ment which Mro Stow said he would .rather not divulge at this time but which would come ;under Cofinewnity Store zoning as defined in Village Ordinances. Mr. Stow said the filling station would be approximately 1500 x 2000 with a setback of approximately 100 feet. He said he also plans to have a barber shop, a beauty shop, or maybe a laundry and dry cleaning pick-up service in the basement of the apartment building. He would have a small grocery and perhaps a, coffee shop to serve the tenants. He said the apartment building would be built according to FHA specifications. He also said he would with- draw his request to build double bungalows on all except the four lots on 70th and on 72nd Streets. Mr. Wilkinson said that basically he feels this is not a bad plan at all. After consideration, "Planning Comfnission on motion, seconded and carried, recommend the followings That the land usage of Block 1 be approved, the North half for a Service Station and the South half for Community Store. That the East 190 feet of Block 2 be zoned Community Store, subject to approval of Council as to land use, the West 131 feet to be zoned for double bungalows. That Blocks 3, 41 59 6 and 7 be accepted for single family dwellings only, subject to review if and when there is a material change in the community which would invite reconsideration to other land uses. That Block 8 be set aside for a church site. That Block 9 be approved for apmrtment courts. A e + Planning Commission Minutes - page 3 5-8-57 15 (Cont°d) - STOW COMPANY That Service Station, which would be placed on the North * of Block 1, be set back not less than 75 feet and preferably 100. feet from France Avenue and a reasonable distance from West 70th Street. That the land area in Block 79 which is North of Lots 1 and b, which is indicated on the Preliminary Plat as a privately owned and maintained recreation area and storm sewer basin, constituting approximately 2 acres, be reserved for that use. 16- MRS. VIRGINIA BEARD°S REQUEST TO BUILD DOUBLE BUNGALOWS ON FRANCE AVENUE, was tabled ;until the next regular meeting. There being no further business, meeting adjourned at 11 P.M.
