MINUTES OF THE REGULAR MEETING
OF THE EDINA PLANNING COMMISSION
HELD WEDNESDAY, SEPTEMBER 4, 1957
AT 7:30 P.M. IN EDINA VILLAGE HALL.
Members Present: T. L. Todd, Chairman, Wm. W. Lewis, Harry Gustafson, John Foley,
Wm. Wilkinson; Bud Law, Planning Consultant; Joseph Zikan, Village
Engineer and C. Edward Swanson, Planning Engineer.
1 -,Minutes of the meeting of,August 7, 1957,. were approved on motion, seconded and
carried.
2- Pederson Dairy®s request to expand operation was tabled on motion, seconded and
carried, to allow further study by Village Planners.
3- PRELIMINARY PLAT OF MIRROR LAKE VIEW, a part of Block 271, Mendelssohn, being
developed by Eberhardt Company, was again considered. A study of the new pre-
liminary had been made by the Village Planners and it was felt that the existing
residence should be shown on this. Since there is an existing 40 foot right-of-
way for street on Waterman Avenue, and the minimum now required is 50 feet, they
also felt that another 10 feet should be dedicated for street purposes. After
discussion with Mr. Kenneth Young of the Eberhardt Company and also with Mr.
D. B. Fralick, who lives in the house, Planning Commission felt it would be
more reasonable to require another 5 feet from this plat and when property on
the other side of Waterman Avenue is developed, that the additional 5 feet be
acquired. Motion was then made, seconded and carried to recommend approval of
this as a Preliminary subject to the dedication of 5 feet for street purposes
and that the depth of lots 1, 2 and 3 be maintained at 120 feet exclusive of
this 5 foot strip.
4- AL PAYTON°S PRELIMINARY OF TWO LOTS ON BRITTANY ROAD, also 7 lots across Brittany
Road between 66th Street and 67th Street, was accepted for study.
5- HAROLD HERMANN. 6417 Normandale Road, was present and withdrew his request to
divide Lot 3, Block 15, Normandale Addition into two lots. He stated that when
he submitted this he was not aware that the Highway Department planned to acquire
his property.
6- STOW'S EDGEMOOR, FINAL PLAT, SOUTH OF WEST 70TH STREET and West of France Avenue,
was presented and discussion had regarding the land usage. After a lengthy dis-
course, it was decided that the final plat agreed with the preliminary which had
been approved by Planning Commission and Council and motion was made, seconded
and carried to recommend approval of the Final Plat.
7- PRELIMINARY PLAT OF WALNUT RIDGE II ADDITION, between #169-212 and 60th Street,
Sime Construction Company's development, was accepted for further study by
Planning Commission.
8- WOODY HERMAN'S PRELIMINARY PLAT OF PARCEL 1800 (R. Nelson) Sec. 339 T.1179 R.219
at about 5205 West 56th Street, was accepted as such. Mr. Hermanes request to
divide by Registered Land Survey was not approved. He also requested permission
to set house back 20 feet instead of 30, when it is built, and was advised that
this could not be done since the ordinance requires a minimum of 30 feet.
9- N. C. OLMSTEAD°S PRELIMINARY PLAT on West side of Olinger Road, South of T.H.169,
was studied and Mr. Olmstead and Mr. Cipers were present to discuss it. Approval
was recommended subject to the inclusion of remaining 3 lots in plat. Mr. Law
pointed out that the lots must face a public street, however. Motion was made,
seconded and carried to recommend approval subject to the inclusion of these 3 lots.

10- PRELIMINARY PLAT OF HERMAN HERMANSONIS property South of Belmore Lane and East
of Steiner & Koppelman°s First Addition, was presented. Mr. Lampe, builder,
and Mr. Hermanson, owner, were present and asked for time to restudy before sub-
mitting a new preliminary and topography to Planning Commission.
11- STANLEY ORAZEM°S REQUEST TO BUILD A DOUBLE BUNGALOW ON LOT 3s BLOCK 5, WESTCHESTER
KNOLLS, was studied and Mr. Orazem was advised that there would have to be a hear-
ing. Approval was recommended subject to the submission of plans showing the
relation of the house on the lot and the presentation of plans for a double bungalow.
12- FINAL PLAT OF WYMAN°S SOUTHVIEW III, was presented and since it agrees with the
Preliminary, motion was made, seconded and carried to recommend approval.
13- WM. STREETER°S PROPOSED PLAT OF SCOTLAND HEIGHTS, NEJ of SWJ of Sec. 5, Twp. 1169
R. 116, was presented and motion made, seconded and carried to recommend approval.
14- MORELL AND NICHOLS statement in the amount of $2,193.60 for services rendered
from December 1, 1956 to July 1, 1957, was approved on motion, seconded and carried.
15- Mr. Todd read trio communications from Mr. Stow regarding the exchange of property
between Mr. Stow and the Calvary of Cahill Lutheran Church. Mr. Stow is offering
to exchange Block 4 of the Lake Edina Addition, on the Northwest corner of 70th
Street and Normandale for Block 8 of Brookview Heights 2nd Addition, provided
Block 8 of Brookview Heights 2nd Addition is rezoned for community store use.
After considerable discussion, Mr. Stow was advised that Planning Commission
would accept this for further study, inasmuch as they felt that this was not
the proper location for community store use.
16- ROY PETERSON'S RBQUEST TO BUILD DOUBLE BUNGALOWS on Lots 1 through 5, Roy Peter-
son's Second Addition, on the corner of 62nd Street and Halifax Avenue, was
discussed and motion made, seconded and carried to deny.
17- Mr. Todd read a communication from Country Club Floral Company, Elizabeth Docken,
asking permission to build a flower shop on her present location, 5505 France
Avenue. After study, motion was made, seconded and carried to oppose the rezoning
of this property for the purpose of building a flower shop.
Planning Commission also wishes to go on record as favoring continuance of OPEN
DEVELOPMENT on the West side of France Avenue from 51st to 64th Street, and on
the East side of France Avenue from 54th to 64th Street, and opposing any commer-
cial development in this area.
Miss Docken also requested permission to change the present store which she owns
at 4380 Brookside into residential quarters. Planning Commission felt that this
would be an improvement to the neighborhood but suggested that Miss Docken be
warned that once it is changed to residential, it.cannot be changed back to
community store at a future date.
Mr. Todd suggested that Planning Commission meet and go out and study Mr. Sime°s
preliminary plans for Walnut Ridge II Addition, between 169-212 and 60th Street,
but no time was set.
There being no further business, meeting adjourned at 10:30 P.M.
