PLANNING COP&ISSION HELD NEDNESDAY, APRIL 2,
19589 AT 7:30 P.M., IN EDINA VILLAGE HALL.
Members Present: T.L. Todd, Chairman; Wm. W. Lewis, Wm. Wilkinson, Leonard Odell,
John Foley; C. Edward Swanson, Planning Director; and Joseph
Zikan, Village Engineer.
I - Meeting called to order by Chairman Todd.
II - Minutes of meeting of March 5, 1958, were approved by motion Lewis, seconded
by Wilkinson and carried.
III - SUBDIVISIONS
PRELIMINARY APPROVAL:
1 - S-58-12. SOUTH GARDEN! ESTATES 4TH ADDITION. Preliminary re -submitted,
with Mr. Swanson's recommendation that West Shore Drive not extend to
the South and Wooddale be opened instead; that East-West street along
South edge of plat be extended past West Shore Drive to provide access
to the West. Discussion ensued as to how to accomplish opening of
Wooddale to the South, with Odell adamant against any offset in Wood -
dale South of the South East-West street. Wilkinson moved recommending
approval of plat with adjustment of frontages of Lots 1 through 6,
Block 5, to 80 feet and establishment of street right-of-way for
Wooddale Avenue, with understanding that there be no offset in
Wooddale Avenue as extended South; and subject to approval by the
Village of street names, submission of street profiles, filing of
bond for street grading, installation of sewer and watermain by the
developer at no expense to the Village, and agreement relative to
park donation. Motion seconded by Lewis, and carried. Commission
went on record as not favoring a street cut -through along sewer
easement to the area south of this plan.
FINAL APPROVAL:
1. S-58-8, BURTIS ADDITION (N. 189.72' of W. 175' of Lot 49 B1. 50 Creston
Hills). Mr. Swanson's recommendation was for approval of final as
presented. Lewis' motion for recommendation for approval of final plat

was seconded by Wilkinson and carried.
VALLEY VISTA (Subdivisior'of Lot 31, Auditor's Subd. #196). Mr. Swanson
told Commission that his recommendations are causing trouble for the
developer because they will involve the re -drafting of the plat, which
received preliminary approval in June of 1957. He recommended as fellows: +�
That developer be required to:
A. Dedicate additional seven feet on Gleason and Valley View Roads, so
that these two roads will have an eventual 80 -foot right -of -waw
B. Increase tangent from 25' to 50' at intersection of Gleason and
Valley View Roads.
C. Increase radius of cul-de-sac from 50' to 601.---
D.
0':D. Straighten rear lot lines of certain lots (along utilities easement). -
E. Insert Deed Restrictions assuring:
1 - That all lots will be graded so as to not interfere with
surface drainage.
2 That residences erected on Lot 4, Block 2, and Lots 9 and 10,
Block 11 observe a minimum setback of at least 30' from
abutting streets.
F. Increase easement on East side of plat from 5 to 10 feet.

Developer Brenner was present, ani reco.-.w:endatic,)�i 1 individually
discussed with him. He objected to dedication or additional seven -foot
right-of-way on grounds of "no need"; but it was pointed out that with
acquisition of neighboring properties for churches and schools, proposed
extension of Gleason Road to N- 70th Street, and acquisition of large
public park to the Southwest, there is a heavy traffic potential on
both Valley View and Gleason Roads. Mr. Brenner explained that he has
entered into a purchase agreement for Lot 49 Block 29 and cannot obligate
his purchasers to dedicate the required seven feet.
As to the cul-de-sac, Mr. Brenner was reminded that both Planning Commission
and Council have gone on record as requiring minimum 60 -foot radius for
cul-de-sacs.
The recommendation for making a park of Outlot 1 was opposed by Mr. Brenner,
who stated he has already agreed to donate $1,250 for park; that he does not
want school children in the heart of his plat. He stated that if this is a
natural drainage area, he would dredge pond and use dirt to improve small
tract for use by development for park purposes. Mr. Lewis stated he is not
sure that the Park Board wishes the area for parks and Mr. Swanson withdrew
his recoamendationf
During discussion on the plat, Mr. Swanson also suggested an easement for
storm drainage collection purposes be given the V llage for all of Outlot 1.
Lewis then moved for approval of Fina Y_Plat, subject to:

3. TION. a re -subdivision of Lots 4 and 5, Normandale Terrace, into
three 300' lots. Mr. Swanson's recommendation was for approval of plat
as submitted. Wilkinson's motion recommending approval of Final Plat was
seconded by Lewis and carried.
4. IsANDERSON'S HIGHWOOD II ADDITION. Mr. Swanson informed Commission that
road profiles do meet minimum requirements (although they are not quite
what Engineer Zikan would like). Mr. Zikan recommended that utilities
Basement be required between Lots 5 and 9 and Lots 6 and 7, Block 1.
Odell moved, recommending approval of Final Plat, subject to filing of a
bond of $2,000 for street improvements, park acquisition dedication of
$19450, utilities easement between Lots 5 and 9 and 6 and 70 Block 1,
change in street name from "Drive" to "Lane"; and agreement with Council
on financing of Sanitary sewer and ivatermain. Motion seconded by
Wilkinson and carried.
5. WESSE ADDITION; (South 445 feet of Block 10, Mendelssohn). Same discussion
had on this final plat, with Odell strenuously objecting to cul-de-sac and
looking for extension of street. It was pointed out that the land is blocked

on all sides by homes; that there is no possibility of a street extension
In any direction. Wilkinson moved for a recommendation for approval of
Final Plat subject to bond for street purposes and receipt of easement on
pond in N.E. corner for storm drainage. Motion seconded by Foley and
carried.
IV • ZONING REQUESTS.
1.
Mr. Swanson's recommendation, as read by Chairman Todd, was for disapproval
of request, but for rezoning to Automobile Parking District with the
restriction that there be no access from either Lot 10 or Lot 11, Block 229
to Oaklawn Avenue, that there be proper screening of the East property line
of Lot 10 and that there be a bond for performance. Lewis' motion for
recommendation to Council in accordance with Mr. Swanson's recommendation
was seconded by Wilkinson and carried.
2. 7- Peacedale Acres --Rezoning-to ti le Dwellings f Blocks -1 and 2.
Mr. Todd told the delegation present --Mr. and Mrs. Bing, Mr. Peter Dahlgren,
Mr. Volk and others --"It is the consensus of opinion of the Commission that
we are not going to rezone Blocks 1 and 2 for multiple dwellings. We feel
that there is no necessity for multiple dwellings indiscriminately in this
area inasmuch as the property lends itself to development of single family
dwellings, which we are encouraging. To allow development of multiple
dwellings indiscriminately would be contrary to policy of allowing such
zoning only where a specific purpose (such as buffer between commercial and
single-family zoning) can be fulfilled. We will give consideration to
permitting double bungalows on France Avenue, individually, as requests
are presented. Wa will not look with favor on double bungalows at this
time on Valley View Road." The delegation, led by Mrs. Bing, pleaded for
zoning along Valley View Road on grounds that they cannot secure buyers for
their properties because of the heavily traveled street and the large
special assessments. Mr. Volk presented preliminary for his property (Lots
11 and 13, Block 2), showing dedication of service road along proposed
Crosstown Highway, together with his request for double bungalows in the
plat; and Commission told him that when definite plans for the Crosstown
Highway are received the Commission will give consideration to double
bungalows on the properties abutting the Crosstown. Odell advocated
recommendation for approval of double dwellings for first two acre -lots
North of proposed Crosstown; but Mr. Todd, stating the consensus of
Commission opinion, said the Commission wishes to defer action on Lots
10011,12 and 13, Block 2, and 9 and 10, Block 1, until the effects of the
Crosstown are seen.
Wilkinson moved that Commission recommend to Council that double bungalows
be permitted on Lot 19 Block 1 Peacedale Acres on condition that they face
France Avenue; that double bungalows be permitted on Lots 2 to 89 inclusive,
Block 1; all permits to be conditioned upon approval by Commission of
specific plans. Motion seconded by Odell and carried.
Wilkinson moved for recommendation to Council that there be no rezoning
for the balance of Blocks 1 and 2, Peacedale Acres until such time as there

explained that -the, plan is to divide this tract into two 75xl90' and one
77x190' lots. He recommended approval, subject to provisions for garages,
for fifteen feet between buildings,- submission of Final Plat, and Commission's
approval of individual dwelling plans. Wilkinson's motion seconded by
Lewis and carried, being for ap-oval in accordance with Swanson's recommend-
ation. -

Planning Commission - 4/2/58
did recommend that the above five lots be given double dwelling permits;
and, after some discussion, Wilkinson moved that Commission recommend to
Council that permits for double bungalows be granted for Lots 11 to 15
inclusive, Block 21, Fairfax, subject to approval by Commission of
individual plans and providing the requirements of the Zoning Ordinance
regarding lot areas be complied with. Motion seconded by Foley.and
carried.

he is still able to build single family dwellings on the property. He
was told that the Commission looks with favor on the general layout; and
Commission suggested that developer consult with County Highway Department

V - NEW BUSINESS
c!c 3 N rmandale (SE Corner of 62nd and Ryan). Mr. Swanson explained
at this property is bordering the Crosstown -#100 interchange; that the
residence on the South has a 53 -foot setback on Ryan but owner does not
object to this request; that the setback is requested in order that
residence might be as far as possible from Highway; that he and Building
Inspector feel that the required (Ordinance) 40 -foot setback can be
reduced without undue hardship to neighboring properties. Lewis moved
for recommendation to Council for 35 -foot setback. Motion seconded by
Wilkinson and carried.
VI - OLD BUSINESS
411ev at rear of Xerxes Avenue Addition. Mr. Swanson's recommendation
was for denial of request because such dedication would reduce lot sizes
to less than minimum required depth; because garages will be situated
less than five feet from the rear property line. He recommended that the
Village accept a 20 -foot utility easement on the rear of the lots and
require a deed covenant by Southdale allowing use of the 20 -foot strip
for access purposes by residents of the addition. Messrs. Crabb and
Braddock reminded Commission that Village is desirous of securing
easement for Sanitary Sewer; that some of their lots are already sold
and that they cannot guarantee that buyers will be willing to dedicate
utilities easement; that there may be damages in case Village takes
easement; that purchasers are willing to dedicate alley. It was
brought -out that Miss Pearce, ownar of property immediately adjacent
to Xerxes Avenue Addition, may be planning some street or alley along
this boundary; that she will visit the Council on April 14. Wilkinson's
motion, that matter be tabled until after the Pearse discussion, was
seconded by Odell and carried.
JOINT MEETING POR DISCUSSION OF &NING ORDINANCE. A meeting with the
Council was tentatively scheduled for Wednesday, April 23, at 8:00 P.M.,
with Messrs. Hasselquist, Krafft, Griswold and Raugland to be invited to
attend, to discuss proposed Multiple Dwelling Ordinance.

In connection with the above request Mr. Swanson recommended that
Commission make recommendation for approval of double bungalows on
France Avenue between 54th and 64th, to reduce requests for Community
Store zoning.

for Community Store. Odell moved that matter be tabled to next regular
meeting for additional study and commitment from State relative to
Highway No. 169 relocation. Motion seconded by Lewis and carried.
6. Z-58-12. Bovd. Parcel 604 except W
Bell Teelechone go. Mr. Boyd reported that this property is approximately
300' on W.70th Street and 325' deep; that the plan is b construct a 60x200'
warehouse of block -stone or block -brick construction, to be used to house
some 40 telephone trucks, besides materials and a district office. Mr.
Swanson reconmnded that an additional street be cut through this property,
South from W.70th Street; that petitioner be required to dedicate seven
feet for the widening of ri.70th Street. Some discussion was had as to
required setback from W.70th Street, and Mr. Boyd explained that the
building can be set back as much as 85 feet but that a further setback
will mean piling for the building. Wilkinson moved for a recommendation
to the Council for approval of the request for rezoning, conditional upon
dedication of street access through the property, to the South, and
dedication of seven feet along VJ.70th Street, with building setback of
85 feet from present W.70th Street, 15 -foot side yard on the West, buffer
of trees and plantings in front of buildings, and provision for parking
of employees' vehicles on the East side of the building. Motion seconded
by Lewis and carried.

with two -foot eave overhang. He recommended approval of plan subject to
reduction of eaves on North and South sides of building to 18 inches.
