i' PLANNING COMMISSION HELD WEDNESDAY, JULY 29
1958 AT 7x30 P.M. IN EDINA V3-LLAGE HALL.
Members Present: T. L. Todd, Chairman, 'ft. W. Lewis, Leonard Odell, A. H. Hiatt,
John Foley; C. Edward Swanson$ Director of Planning, and Marren
C. Hyde, Village Manager.
I -. Minutes of the meeting of June 4th were approved on motion, seconded and carried.
II- ZONING CHANGE REQUESTS
1. Z-57-2, PEDERSON DAIRY. Mr. Swanson presented a deed, signed by Earl Pedersan,
who owns the 70 odd acres, and Mayor Bredesen'drawn up by Village Attorney
Hasselquist and Josiah Brill, Pederson's attorney (refer to minutes of June 4).
Motion was made by Mr. Hiatt, seconded by Mr. Lewis, to recommend approval of
this request in accordance with the deed restriction. All in favor, motion
carried.
2. Z-58-160 TOWN REALTY°S EDINA TERRACE, Lot 32, Block 39 request to convert to
2 -flat. Planning Commission members had visited the property in question and
were.in accord on their recommendation. Mr. Swanson presented a petition signed
by 30 persons opposing the requested change. Motion was then made by Mr. Hiatt,
seconded by Lewis: and carried to recommend that the request be denied.
3. Z-58-171, PUMPKIN FARM, Lot 519 Auditor's Subdivision 176. Since the attorneys
have not reached an agreement on this matter as recommended at the June meeting,
this matter was tabled.
4. Z-58-159 THOMAS & HELLER (Beard property), Lots 3 and 4, Block 29 Elmwood
Terrace, request for 4 -plexor Mr. Swanson presented a petition dated June 9
signed by 21 property owners in the vicinityn opposing this. After discussion
with NVs. Beard, Messrs. Thomas and Helier, motion was made by Mr. Foley,
seconded by Odell, to deny the request. On vote, all were in favor except Mr.
Hiatt, who declined to vote. Motion carried.
5. Z-58-18, 50TH & INDIANOLAv Lot 3, Block 1, Stevens 1st Addition, request to
rezone to commercial for office building. Mr. A. E. Welter, representing the
owner of the lot, presented a plan for an office building, which members agreed
would appear to be a good use but would not agree with Village zoning 'restric-
tions. Motion was, therefore$ made by Odell, seconded by Lewis and carried,
to deny this request.
6. Z-58-199 BILTMORE MOTEL, request to extend Community Store zoning to allow
for expansion. Tabled.
7, Z-58-209 FARMER, request to build double bungalows on east side of France
Avenue just south of 62nd Street. Ralph Hays$ representing Mr. Farmer, was
present and said Mr. Farmer does not plan to build butjto sell for the purpose
of building double bungalows. After discussion, members agreed this was a good
use but wanted to see plans before permits are issued. .°or. Hays agreed that
this could be done. Motion was then made by Odell, seconded by Hiatt, and
carried to recommend approval for double bungalows subject to plans being
approved before permits are issued.
8. EDINA BEL-AIRE 4TH DIVISION, Thernell°s plan for double bungalow on Lot 6.
Approval having been given at an earlier meeting for double bungalow on this
lot, the plan itself was the only consideration at this time. Motion was made
by Odell, seconded by Lewis and carried to recommend approval of this plan for
lot 69 Edina Bel -Aire 4th, no approval to be given for lots 11, 12 or 13 until
they and re -platted by E. G. The.rnell. Motion carried,
