II - Zoning Change Requests
A. Z-59-1, RAYMOND G. LFIERSDN, JR. _ LOT 11 BLOCK 1, PAUL WIND -CHRISTOPHER 2ND
ADDITION (5640 Vioodda? a ). Mr. Emersen requested to be allowed to erect a double
bungalow on this lot, for personal reasons. Denial of the request was recomer_d-

F. Z-59-6, EDINA-MORNINGS ME SCHOOL BOARD, PUBLIC SCHOOL SITE ON SOUTHEAST CORNER
OF 70TH STREET AND CAHILL ROAD. Request was made through Mr. Swanson for
Community Store zoning. After discussion, motion to table for further study
vias made by Lewis, seconded by Odell, and carried.
G. Z-58-32' W- E. ANDERSON, PARTS OF LOTS I AND 29 BLOCK 1, SE£LY'S ADDITIQN
(5400 Xerxes). Air. Anderson again requested permission to erect an enclosed
outside stairway on the front of this house to serve the upper apartment in
this non -conforming duplex. W. Swanson read to the Planning Commission a
letter from Mr. Hage, former building inspector, concerning the condition of
the building, end he further pointed out that the present garage extends be-
yond the building line in the block. After brief discussion, motion to deny
this request was made by Wilkinson, seconded by Odell, and carried.
III - Subdivision Approval
A. PRELIMINARY PLATS
1. S-59-11 JENSEN PROPERTY ON EAST SIDE OF VALLEY VIEW ROAD BETYMN THE HEIGHTS
AND NORMANDALE THIRD ADDITION. For lack of sufficient information on this plat,
motion was made by Lewis, secondedby Wilkinson and carried, to refer it back
to Planning Director and Park Board for further study and consideration.
2. S-59-29 NELSON-PVOODHULL 1ST ADDITION, THE WEST PORTION OF LOTS 7 THRU 11,
. BLOCK 29 PEACEDALE ACRES. Plat was filed in accordance with Planning Commission's
recommendation that double bungalows be allowed on this property, and approval
recommended on motion of Wilkinson, seconded by Lewis and carried.
3. S-59-4, PAYTON COURT SECOND ADDITION, THE WEST PORTION OF PARCEL 50009 Section
305 the East 200 feet of which received approval as Payton Court. This plat does
not conform to the Village requirements as to proposed street size and there is
a utility easement across the property which is not shown. Motion was made by
Lewis, secon ded by Wilkinson and carried to recommend that action on this plat
be deferred until a Preliminary plat is prepared'by a surveyor, showing the pro-
posal in greater detail and accuracy.
4. S-59-6, BROADMORE REPLAT OF LOTS 11 29 3 and 4. BLOCK 2. This replat was
presented in an effort to make the best use of the land in vlew of the proposed
plans for Highway 169. Approval was recommended LVbjeot to a drainage easement
over the Southwest comer of lot 4, on motion of Lewis, second by Odell and carried.

5. S-59-8, BROON90 HEIGHTS 4TH ADDITION (Mr. Stow). W. Swanson brought to the
attention of Planning Commission a plat of Mr. Stow's proposal between The Heights
and Nine Mile Creek, which had been presented to the Engineering Department for
street profile approval, and pointed out that it needed some changes in order to
comply with Village requirements. Mr. Stow said he would approve a 60 foot street
and indicated that he had considered dedicating for park purposes, that portion of
land between Nine Mile Creek and the Railroad tracks consisting of approximately
20 acres. No action was taken and plat was tabled for further study on motion of
Odell, seconded by Wilkinson, and carried.
6. S-58-9, PARKWOOD KNOLLS 8TH, CARL HANS;N. Park dedication on this plat was
further studied and since there was .nothing definite as to what Park Board wanted,
this plat was referred Lack to planning Director and Park Board for further study
and edvice a!; to ghat they want. Flo•i.ion was made by Odell, seconded and carried
to tabu Zox further study. Wilkinson then moved to recommend approval of blocks

7. S-58-10, FRIDLUND'S ADDITION; MESI SIDE OF TRACY BETWEEN GROVE STREET AND
WARDEN AVENUE. This plat was re -submitted for preliminary approval because
developer -requests that the east 15 feet of the Village Lift Station site be
deeded to him in return for his dedicating the property between the remainder
of the Lift Station site and Marden Avenue. Approval was recommended on motion
of Wilkinson, seconded by Leivis and carried, subjgci to Engineering Department
check of possible future use for the east 15 feet of this Lift Station site.
B. FINAL APPROVAL
1. S-59-31 WOMHULL ADDITION, LOT 5 AND NORTH 40 FEET OF LOT 6, BLOCK 2, PEACE -
DALE. This plat conforms to the Preliminary and approval was recommended on
motion o7 Odell, seconded by Lewis and carried.
2. S-59-5, HIRSCH BROS. FIRST, R£PLAT OF LOTS 1 THRU 89 BLOCK 179 NORMANDALE II.
This plat increases the size of lots from 50 to 80 feet and approval of both
Preliminary and Final plats was recommended on motion by Odell, seconded by
Wilkinson, and carried.
3. S-59-73. J. E. DANIELSON'S ADDITION, A REPLAT OF LOT 7, BLOCK 1, BROADMORE
?ADDITION. This plat was submi*tted for approval as a Preliminary and Final and
is a subdivision of one large lot into two normal sized lots. Approval was
recommended on motion by Wilkinson, seconded by Lewis and carried.
u 4. S-58-281 HANSON'S THIRD, MALONEY AND TYLER STREET. This plat conforms to
,\ the Freliminary approved at the December meeting and approval recommended on
motion of Lewis, seconded by Odell and carried, subiegi to receipt of bond
covering cost of grading and graveling and installation of sanitary sewer in
Tyler Street and in Waterman Avenue.
5. S-58-391 LYLE THIRD ADDITION, 13MON a TRACY AND BENTON a JOHNSON DRIVE.
This plat conforms to the Preliminary and approval was recommended on motion
of Wilkinson, seconded by Lewis and carried, sckject to agreement from develop-
er that no building permits will be requested for lots within the right-of-way
of U.S. Highway 169, and bond to cover cost of installing utilities.
6. S-58-400 DORIS ADDITION (Ostmun Addition). This plat conforms to the
Preliminary and approval was recommended on motion of Odell, seconded by
Lewis, and carried.
IV - New Business
A. Plans for double bungalows on the two lots in Woodhull Addition fronting on
Valley View Road were presented and studied. No garages were sheen on the
plan, but 17 foot side yards were shown, On question, developer said this
building would be of Stucco and brick construction and would cost approximate—
ly $27,000. After discussion, motion was made by 'Wilkinson, seconded by Odell
and carried, to recommend approval subject to presentation of plans to the
Building Inspector including garages for each unit.
B. Oscar Haney requested permission to face residence on St. Johns Avenue between
Tower and Woodland (Lots 7 and 81 Block 1, Christopher Addition). The residence
across St. Johns from Lot 7 faces St. Johns and the shape of Lot 8 precludes
facing a house on Woodland and still having a reasonable setback. Approval of
this request was recommended on motion of 'Wilkinson, seconded by Lewis, and
carried.

C. Mr. and Mrs. Randolph Grohnke, 4617 W. 62nd Street, (second house from corner of
62nd and Concord) asked Planning Commission if something could not be done
about the house on the corner directly west of them. They implied that, because
of the side yard adjacent, which is only 5 feet, they have lost the use of their
patio and the value of their house has depreciated. Mr. Hyde explained that
this new house complies with all of the building ordinance and zoning require -
meets and there was nothing that could be done about changing the side yard
requirements now. He suggested civil action.
D. Las Anderson's Highwood 2nd Addition was discussed in relation to park dedication.
Mr. Hyde explained that the have had five cash donations for park purposes, all
of them being about 5% of the assessed value, or purchase price, of the raw land.
A $750 donation for park acquisition in the area was recommended as a more reason-
able amount, based on previous five similar dedications. (When this plat was
originally submitted and approved on April 14, 1958s. Council required $1450 as
recommended by Planning Commission; however, Mr. Anderson requested a reduction
because he felt this was out of line). On motion of Odell, seconded by Wilkinson
and carried, Planning Commission recommends that Les Anderson be assessed $750
for park purposes. It is further recommended that in the matter of future park
dedication, it be based on a per lot fee in order to be more equitable and
Planning Commission asked that Park Board, Planning Director and Manager bring
to the Planning Commission a recommendation for future park acquisition dedication.
V - Old Business.
A. Gasoline Service Station Ordinance. The ordinance has been revised and was
discussed with representatives of the Pe•Lroleum industry. It was their recom-
mendation that a Variance clause be added to the ordinance and the Planning
Commission moved, seconded and unanimously approved a recommendation that the
Village Attorney be instructed to prepare a Variance clause which might be used
to waive certain requirements, such as setbacks, frontages, and areas upon
unanimous consent of the Planning Commission and Council. This is to be brought
back to the February meeting for consideration at that time.
B. Lot Area Requirements per Dwelling Unit in Multiple Dwelling Ordinance.
The schedule of lot area requirements as submitted by Mr. Swanson was discussed
and Planning Commission agreed -that this was a more reasonable method of deter-
mining densities and therefore, it was moved by Wilkinson, seconded by Lewis and
carried to recommend to the Council that this amendment to the ordinance be sdopted4
In areas zoned for Multiple Residence District the following lot areas shall
be required:
(a) For a two family dwelling, 10,000 square feet of buildable lot area.
(b) For a three family dwelling, 12,000 square feet of buildable lot area.
(c) For a four family dwelling, 149000 square feet of buildable lot area.
(d) For any dwelling structure containing five (5) or more dwelling units
the required number of square feet of buildable lot area per unit shall
be as follows:

C. Fro Edw.ird C. Sto-w pointed out to Planning Conxaission his belief that the two
story double dwelling being erected on the corner of hievelle Drive and Lynmar Lane
appears to ;him to be a potential 4 -plea, at least. Mr. Hyde noted that the plans
had been discussed with the a.-ners and they had specifically been informed that
the building could not be used for anything except a two family dwelling. He fur -

this ;particular building, under suxveillance so that no violation of the building
oxdinance -would be allowed.
