He objected strenuously to the re - or' t% Village :COS 'inished lot, gr -,dos' indicating that this Boas I T I - ubdivision Approval A. Preliminary 9. cont°d. was a highly irregular request. Upon questioning, he stated that he did anticipate removing a large quantity (about 400,000 yards) of fill material from the property, but that the Village should know that they have an ordinance requiring a developer to keep finished lot grades 18" above street grades and that he intended to do just that. He stated that he was willing to incorporate easements for the proposed Cornelia storm sewer into his plat with the stipulation that no water is to be added to the lake from this storm sewer until adequate outfall facilities were provided to Nine mile Creek. Mr. Hite stated tI:at once the plat was approved, the Village had no control over finished lot grades until a building permit was issued, at which time the builder agrees that his finished lawn grade at the front of the house is to be 18" above street grade. There is no further control over side or near lot grades once approval is given to a plat. Mr. Petersen of the County Highway Department stated that, due to increased storm sewer flows into Nine Mile Creek in Hopkins and Edina, that it may be necessary for Nine Mile Creek to be improved before additional floes could be added. This improvement would, he said, be financed by assessing the Tillages comprising the watershed of Nine Rile Creek. Air. Todd asked Mr. Stow if he could be willing to improve by filling the proposed park area and Mr. Stow said that he would consider doing some such work up to a cost of $5,000. Mx. Lewis moved that the street and lot layouts be approved and that the Planning Commission again consider the plat for preliminary approval after the engineering plans requested by the Village were checked and the Park Board. Mr. Hiatt seconded and the motion passed unanimously. 10. PEACEDALE ACRES, BING°S ADDITION. This is a replat of the east half of Lots lis and the South half of 15, Block 2, Peacedale Acres. The property is zoned for double bungalows. Mr. Lewis moved that the plat as submitted receive preliminary approval. Seconded by Foley and carried. B. FINAL PLATS 1. S-59-9, INTERLACHEN VIEW. ri41TE INVESTMENT COMPANY. Final conforms to preliminary, has had Engineering approval, and since it is a two lot plat, no park dedic".cion is required. SIMPLE DIVISIONS As no final plat had been received, no 1. 5-58-44, NOItANDALE COURT, Lot,6. B oc 1, THOMAS M. BYRNES. This corner lot was platted in 1953 and contains in excess of 20,000 square feet, with street frontages of 144 and 192 feet. Although one of the two proposed lots has an average depth of only 115 feet, approval subject to possible deed restrictions, was recommended on motion of Hiatt, second- ed by Lewis.. and carried. 4`°lir._yew 5 IV - DOUBLE BUNGALOW FLANS 4-S-59 A. NELSON-ViIOODHULL ADDITION. Plans for Lots 19 29 39 4 and 71, Peacedale Acres, on Valley View Road, were submitted. W. Todd told the representa- tives the Planning Commission inspected the doubles already approved on Valley View Road last Saturday and werevvery disappointed in them. He also told them that unless they came up with a variation in design and better construction, plans would not be approved. Motion was then made by Hiatt, seconded by Lewis and carried, to postpone recommendation until further study could be given to methods needed to assure that doubles built in Edina be in keeping with the character of the community. B. PEACEDALE ACRES, ROBERT MIKKELSON. South 75 feet of West * of Lot 6. Since this house is one that was moved to this location on Valley View Road with approval of the Building Inspector and then remodeled into a double dwelling because the land was zoned for such, there was not much the Planning Commission could do at this time. However, Mr. Todd told Mr. Mikkelson he felt it was a very poor job of house planning and very poorly constructed. Mr. Mikkelson agreed with this statement. He said that the house was ap- praised for loan purposes at between $299000 and $359000. He admitted that no one gave him permission to build a double house, but that since the land was zoned for doubles, he just assumed it was allright and went ahead. Motion was then made by Hiatt, seconded by Foley, and carried to recommend approval (with regrets). vV - OLD BUSINESS A. MRS. VIRGINIA BEARD again asked permission to sell her lots on France Avenue for the purpose of building.double bungalows, or a four-plex. Mr. Todd told Mrs. Beard that the Planning Commission would consider carefully any request she might make for the use of this property, but that if double bungalows were to be approved, they would have to be of such design and construction that they could be incorporated into the neighborhood of fine homes adjacent to her property. In general, he said, the Planning Commis- sion would not like to see the extension of multiple residence zoning any further south on France Avenue than the four-plex proposed next to the Service Station at 54th.
