Everett Garrison, who owns a portion of the old street car right-of-way along the Hopkins -Edina border, requested that some action be taken by both Hopkins and Edina in resolving the problem of what is to be done with the old right-of-way property* He indi- cated that he had discussed this situation with Hopkins and that it was his understanding that Hopkins no longer regarded the Hopkins -Edina border as a possible location of a major east -west thru street, but they were interested in nlaint.aining a minor residential street in that area. Mr. Hite presented a proposed plan for such a street, based on the assumption that the street was to serve only the immediate residential area. After some discussion, a motion was made by Lewis, seconded by Wilkinson, and carried to recommend to the Council that they give serious consideration to this situation and take some action which would permit this area to develop in f a manner satisfactory to both the Village of Edina and the City of Hopkinse FINAL PLATS 1. VI - DOUBLE BUNGALOKS A. Proposed Ordinance Mr. Hite presented a proposed ordinance which would govern the location and design of two family residences. Under the proposed ordinance, two family residences would be allowed anywhere in the Open Development district by special permit obtained from the Village Council after a public hearing. In recommending the proposed ordinance to the Council for adoption, the Planning Commission urged the inclusion of the following as "Minimum Required Conditions" in the neer ordinance. (1) Each -two family dwelling shall be constructed on a lot having a minimum area of 10,000 square feet. 6-5-59 (2) Side yards shell be no less than 10 feet on each side, except in those instances where a side yard contains a driveway, in which case the Minimum side- yard shall be 15 feet on that side. All other lot, yard, driveway and ac6es;Gory building requirements shall be the same as those required in the `pen Development 0istric.t.
