Planning Commission Minutes - 2 September 14, 1960
Z-60-10. Elenor Chaplin. Mrs. Chaplines request for the rezoning of
Lots 10, 11, 12 and 13, Block 4, Brookline First Addition (5713 France
Avenue) from Open Development District to Multiple Residence District
was discussed by the Planning Commission. It was felt that this pro-
perty was properly zoned for single-family purposes and that it should
not be rezoned for multiple use. Mr. Lewis moved to recommend denial of
the request, seconded by Mr. Foley and carried.
III. SPECIAL PERMIT REQUESTS
P-60-4. Wayne Field. The request for a Special Permit to construct a
nursing home on the Ogdahl property south of the Cross -Town Highway be-
tween France Avenue and Xerxes Avenue was presented for consideration.
Mr. Hite presented a plan for a proposed road system to serve the area
South of the Cross -Town and north of the Southdale and Pearce properties
and stated that, before a special pexmit could be considered, it would
be necessary to .reach some agreement about the road layout. Miss Kather-
ine Pearce questioned whether the proposed streets would have access to
the Cross Town Highway. It was explained that they would have access to
a service drive, but that it would be necessary to travel to either
France Avenue or Xerxes Avenue to enter the highway. Following some dis-
cussion, all parties present consented to the proposed road system as
presented. Mr. Lewis then moved to recommend to the Council that the
neral road layout be approved, and that it be used to replace the ex-
isting Beard, Abbott and Zenith Avenues. Motion seconded by Mr. Foley
and carried.
Following the action in regard to the road system, Mr. Field and Mr. Og-
dahl presented their plans for the proposed nursing home. Mr. Field ex-
plained that the building would require about two acres of land and that
it would be a One-story unit with 72 beds. He also stated that plans
were such that it could possibly be expanded to 120 beds at sometime in
the future. Mr. Lewis questioned whether parking area would be adequate
at such time as it would be expanded. Mr. Hite stated that there should
be at least one parking Space per employee plus an allowance for visitor
parking and that, in hip: opinion, the parking being provided was adequate.
It was felt by the Commission that the location of the home was favorable
and that the Special Permit should be recommended for approval, condit-
ioned upon a check by the Planning Commission of the final site plan to
assure provision for adequate parking facilities. Mr. Griswold so moved,
seconded by Mr. Lew.s and carried.
P-60-5. E. E. Wil(.;*. r . (See minutes of 8-3860 and 8-18-60). The re-
?uest of Mr. E. E. PJilcken for permi:�sion to erect two double bungalows
facing Interlachen) on his property on the north side of Interlachen
Boulevvard at Hankerson Avenue was presented by Mr. Hosmer Brown, Mr.
Wilcken°s Attornoy. He stated that, fr,xm Mr. Wilcken°s point of view, a
single family reA dente on the property would be highly impractical for
several reasons, namely, that it would require a tremendous amount of ex-
pensive fill, that there was much heavy traffic in this arep, that it was

No located as to catch the full force of car headlights, and that be-
cause of the topography, storm drainage would be a problem. He also
stared •chat Mr. Cramer Lyon, tine neighbor immediately adjacent, was
not opposed to the proposed double bungalows. Mr. Brown told the Com-
mission that Mr. Wilcken would be happy to conform to any measure which
the Engineering Department deemed necessary for proper drainage and
that he would grant an easement for storm sewer purposes.
At this point, a Mr. Krio1 of 5237 Interlachen introduced himself.
He stated that he was opposed to Pyr. Wilcken°s proposal, and asked that
the petition be re -circulated. Mr. Hite stated that the petition had
been for three double bungalows in the interior of the property so that
this petition would mean very little at this time. A Mr. Kloster, who
said he lived immediately north of the property, also introduced him-
self and stated that he felt if drainage problems could be adequately
solved, there would not be any objection from most of the neighbors.
Mr. Lewis stated that he felt this was probably the proper use of the
property and moved that they recommend approval subject to a check of
the building and �;ite plans. Motion seconded by Mr. Foley and carried.
IV. ZONING VARIANCE REQUESTS
V-60-24. Robert A. Huelster„ Mr. Hite presented Mr. Huel:ter°s re-
que,t for a 9 inch variance of the eave overhang on his home at 4521
Claremore Court (Lot 7, Block 8, South Garden E8tates Third Addition).
It was explained that the home had already been constructed and that
the excessive overhang had been a mistake on the part of the contractor.
After a brief discussions Mr. Griswold moved to approve the request,
seconded by Ma. Lewis and carried.
V-60-25. Hippe Construction Company. The request of the Hippe Con
structiun Company to be allowed to construct a double bungalow at 6208
France Avenue South (Lot 39 Block 1, Hippe',s France Avenue Second Addi-
tion) with side yards of 8 feet was discussed by the Commission. Mr.
Hite stated that this lot was quite small for a double bungalow, and than
before the sideyard regpzirements had been increased, it had been zoned
for this purpose. Air. Lewis moved to approve the request, seconded by
Mr. Foley and carried.
V-60-26. Mr. Granger. This request was for permission to plat a 45
foot lot on the Southeast corner of T. H. 169 and Johnson Drive. Mr.
Granger's proposal was to keep 75 feet of the present lot (on which his
house is located) and to have the remaining 45 feet approved as a single
lot. Following discussion, the consen3u5 of opinion was that the lot
should rather be split the other gray, making two lots which would face
Johnson Drive. Mr. Griawold moved to deny the request, seconded by Mr.
Foley and carried.

V-60-27. ElMer A, Soder era. Mr. Walter Gustafson, attorney, appear-
ing on behalf of Mr. Soderberg, explained that, due to some discrepen-
sies in survey date, the final plat of Brookside Terrace - Soderberg Re -
plat could not be recorded. He, therefore, requested permission to sub-
divide without platting. Mr. Lewis so moved. Motion seconded by Mr. Gris-
wold and carried- +
V. PRELIMINARY PLATS
S-60-27. McCauley -Heights - Ha la Replat. Mr. Selmer E. Halla°s three
lot replat of Lot 4, McCauley Heights 6720 Indian Hills Road) was pre-
sented for consideration. Since it was in conformance with all ordinance
requirements, a motion was made by Mr. Foley to recommend approval, sec-
onded by Mr. Lewis and carried.
S-60-28. Mar Barry Addition. This is a fourteen lot plat along the
north side of West 62nd Street between Tracy Avenue and Olinger Road. It
was the opinion of the Planning Commission that it fitted with the develop-
ment scheme of the surrounding property, therefore, Mr. Lewis moved to re-
commend approval subject to a park dedication, seconded by Mr. Foley and
carried.
S-60-30. N_e son Farm Addition. Mr. Al Godward presented a site plan of
Mr. Stow°s proposed 199 lot pia# c=f4 the Nelson Farm Property and outlined
for the Commission the proposed grades and suggested zoning of the proper-
ty. Mr. Hite and members of the Commission stated they felt that, accord-
ing to the proposal, the property was to be flattened more than necessary.
It was also felt that a plat of this size would require a considerable a-
mount of consideration. Mr. Lewis moved to accept the plat for study,
seconded by Mr. Foley and carried.
S-60-33. Kohlridge IIAddition. (See minutes of 7-6-60). This plat was
a combination of a portion of the previously approved preliminary plat
of Kohlridge Addition and the Olson property located just to the south of
that plat. Motion was made by Mr. rAwie seconded by Mr. Foley and car-
ried to recommend approval of the plat.
S-60-32. Bach'Add;L%I,Qn. Mr. Hite presented a four lot plat of a por-
tion of the Bach property on Valley View Road and explained that the north
434 feet were being platted as an outlot due to the uncertainty of the
specific amount of right-of-way required for for the Cross Town Highway.
Following discussion, Mr. LeWls moved to approve the plat in preliminary
form, seconded by Mr. Foley and carried.
VI. FINAL PLATS
S-60-31. Cherokee Hill:: Second Addition. (See minutes of 6-3-59). Since
this plat conformed in all respects to the previously approved preliminary

S-60-26. Pp1kw-od Knolls Ninth Addition. (See minutes of 8-8-60)„
A final plat of Pa_rkwood Knolls Ninth Addition was presented for con-
sideration. A brief discussion was held regarding the road placement.
Mr. Hite stated that it perhaps was not the best type of arrangement,
but than it was the best possible in this case. Motion was made by Mr.
Leivis, 6econded by Mr. Griswold and carried to recommend approval of the
plat.
S-60-22. Broadmorq Addition - Elia,on R,elg at. (Preliminary Plat ap-
proved at meeting of 7-6-60). Motion to approve final plat was made
by Mr. Foley, seconded by Mr. Lewis and carried.
U11. OTHER BUSINESS
Go -Cart Track. A request was made by Mr. .John Phillips and Mr. Don
Schaefer for permission to establish a Go -Cart track which would be locat-
ed south of 69th Street, east of France Avenue and just to the west of
Gabberts. qtr. Phillips stated that the biggest objections to this type
of enterprise were the noise and safety factors and informed the Planning
Commnigsion that the cart; were equipped with governors which lessened
both the speed and raise considerably. He stated that they also planned
to establish an age limit of 15 years or more. Since some members of the
Planning Coffmission were not familiar with this type of -things the matter
was tabled until s,U:h time as a Field trip could be made fcr the purpose
of investigntio a,

Planning Commission to request that they be granted a side yard variance
on an already constructed bathhcuse. Mr. McNulty stated that Mr. Thomp-
son had, through an oversight, neglected to obtain a permit for this con-
structien and had built right tap to the property.line. Since this was a
self-imposed hardship, the Planning Commission, in accordance with ordi-
nance -requirements, tock no action.
The meeting was adjourned at IW45 P. M. on motion by Mr. Fraley, seconded
by Mr. Gri3wold and carried.
