IN THE EDINA VILLAGE HALL Member„ Present: T. L. Todd, Chairman, William Lewis, Leonard Well, John Foley, David Griswold; Gorge Hite, Manning Director The meeting was opened by T. L. Todd, Chairman. I. The minutes of the meeting of November 2, 19609 were approved on motion by Mr. Foley, seconded by Mr. Griswold and carried. II. ZONING CHANGE REQUESTS Z-60-5. Edward C. 5to_u, Tgmr osary Excavation D i�.gj. Mr. Al God - ward presented Mr. Stows request for an extension and enlargement of the excavating permit granted to Mr. Stow on •-Tiny 112 1960. The present permit expites on January 12, 1960, and is limited in quantity to X009000 cubic yards of material. Mr. Godward indicated that approxi- mately 150,000 tons of material have been removed to date. The members of the Corumission agreed that they would recommend in favor of the requested extension and enlargement provided the following con- ditions are met: 1. Permit shall expire no later than September 15, 1961. 2. In those places where natural ground slopes are exceeding 10%, the finished ground slopes after grading stall not be less than 10%. 3. The area included in the Temporary Excavation District establish- ed on July 11, 1960, shall not be changed. 4. A finished topography plan incorporating the requirements set forth above shall be prepared and the applicant shall secure to the Village a $10,000 bond guaranteeing compliance with this plan. 5. The applicant shall be required to submit to the Village monthly reports setting forth the amount of material removed from the confines of`gae District. during that month. 6. At the time the permit expires, the applicant shall be required to submit to the Village a topography map of the property pre- pared by a registered engineer or land surveyor showing the topography as it enists at that time. This plan will be com- pared with the plan described in item 4 to determine if appli- cant has complied with the terms of the permit. Mr. Hugh MacMillan, Edina's member of the Nine Mile Creek Watershed Board, and Air. Doug Barr, the Board's Con- sulting Engineer, appeared before the Commission to briefly explain to them the purpose of the Watershed Board and to report on their progress to date. A preliminary plan, prepared by Mr. Barr's office for the -de- velopment of Nine Dile Creek was explained to the Commission, with par- ticular emphasis given to the proposal to establish a major storage area just south of Highway #169. Air. MacMillan said that the Board was quite anxious to work closely with the various Village Planning Commissions in time development of the pian. Mr. Hite suggested that the .'Planning Com - mi ,ion give serious consideration to including many of the features of the: Board's plan in their own proponed land use plan.
