IN THE EDINA VILLAGE HALL Members Present: T. L. Todd, Chairman; William Lewis, David Griswold, and Leonard Odell. Staff Present: George C. Hite, Planning Director; Karen Voss, Secretary. I. The Minutes of the June 27, July 5 and August 2 meetins were approved on motion of Mr. Odell, seconded by Thr. Griswold and carried. II. ZONING CHANCE REQUESTS Z-61-7 Rando-1f Hippe. Mul_ti_ple Residence. P acpdalecLps. Nx Hippe's request for multiple residence zoning of the westerly 200 feet or Lot 4, Block 2, Peacedale Acres (4240 Valley View Road) was once again considered by the Commission after being tabled at the August 2nd meeting pending submission of building plans. Mr. Hippe presented his plans for the Commission's consideration and explained that the building would contain four two --bedroom units each containing approximately 1000 square feet of floor area. He stressed that the 115 ft. width and 200 ft. depth of the lot made it the largest lot in the area and in his opinion excessively large for either a single or two-family building site. He assured the Co:rimission that both design characteristics and duality of construction would be comparable to that found in the 5 -unit building recently completed at the corner of West 62nd Street and Brookview Avenue. Mr. Hite presented to the Commission a map of the area around fear. Hippe's proposed building site which indicated that all of the frontage along Valley View Road fror, llpc+ 62nd Street south to the Cross Town Highway was either vacant or used for double bungalows (13) except that used for the 5 -unit building at Viest 62nd Street. He suggested that some variation in the building pattern along this stretch of road might be desirable and commented that the quality of the units within both the existing 5-plex and Mi. I-Iippe`s proposed 4--plex Either equalled or exceeded that found in the double bungalows on Valley View Road. He stressed, however, that every effort should be made to maintain the 101w density multiple family character of the area. The members of the Commission c0i'miented that the 5 -unit building recently completed had done much to enhance the appearance of tlae area and noted that new residences built adjacent to the new 5-plex were a great improvement over those built previously. They saw no evidence to indicate that permitting 4 or unit buildings in the area 1�ould. in any way interfere with its best development. Planning Commission Minutes -2 September 13, 1961 Pair. Mr. Hite reported that Mr. Gregers.on had recently inquired about the zoning of his nursery property along Highway x`169 near Sur:cmit Avenue. He expects to sell his property to Kroger Stores and would like to have it all zoned either Community Store or Com.excial. xiti. Hite suggested that all of the parcels now zoned Open Development and located within the triangle bounded by Highway x;1169, Eden Avenue and Brookside Avenue be rezoned,and presented a -,ketch containing his recommendation for zoning. He pointed out that the recommended zoning for the most part merely recognized existing land use patterns. Mr. Odell moved that the following zoning changes be recommended to the Village Councils I. From Open Cevelolynent to Community Stores Lots 3 and 19-23, Block 3, Grandview Heights. 2. From Open Development to Camsrercial s Lots 9-14, Block 3, Grand View Heights, Parcel 610 (School Garage) and 520 (Village Garage), Section 28, Twp. 117, R. 21. After a second by Mgr. The side Yard required by ordinance would be 15 feet. He e:splained that he wished to save a large oak tree at the east side of the lot, but to do so and still have roo;n fo,- his proposed house, he would need the varianco. He said he had discussed this with many of the adjacent lot owners and that they had no objection. lir. Odell said he thought that the granting of the alar iance would in no way impair the visability along the side street or seriously diminish the amount of open space provided and suggested that the saving of tile oak tree would enhance the appearance of the neighborhood. Zahalka's request for a variance permitting the erection of a tool shed one foot from his rear lot line rather than the five feet required by ordinance. He explailed that Dr. Zahalka had erected a 62 foot high solid fence along his rear lot line and that he wished to locate the shed as close as possible to the fence to eliminate "dead space". Mr Odell, noting that the five-foot rear yard set back was intended to provide space for utility installation and maintenance as well as to maintain adequate space between adjacent accessory buildings to deter the spread of fires, moved that the request be denied. Mr. Grisriold seconded the motion which carried unanimously. V-61-10 Loan. Front Yard_ Set back 53�Ou V1- 70th Street. Pas. Loan presented her request for a ~,variance permitting them to extend their garage 11 feet into the front yard set back. for. Todd suggested that the Comn?ission look at the property before taking action. No act -ion taken. V-61-11 Stan Sv_erCaen. _ Side Yard 4i.0 , hl. _6?nd Street Mr. Sivertsen prevented his proposal for building, a house on Lot 2, Block 2, Pamela Addition, with side yardsof 7.5 feet. He explained that this was the last remaining lot in a tier of lots having houses with side yards of less than 10 feet, the amount now squired by ordinance. He said he had the consent of the adjacent property owners to his proposal. Mr. Giswold moved that the variance be recommended to the Council for approval. After a second by Mair. Hite presented this requestr for a special permit to face a house on Lot 20, Block 10, South Harriet Park, towards W. Stith Street father then Wooddale Avenue as required by o2:d'4nance. Planning Commission Minutes - 4 September 13, 1961 PRELIMINARY PLATS S-61-27 Engelhart Addition. A three lot replat of the Engelhart property, Ewing Avanue, was presented for consideration. Two of the proposed lots each 82.5 feet wide and 120 feet deep would face France Avenue within the double bungalow area between 60th and 63rd. The third lot would be the site for the existing Engelhart home and would face Ewing Avenue. Mr. Lewis moved for approval and upon second by Mir. Odell, motion carried unanimously. FINAL PLATS 5-61-28 Brookview Heiahts 4th Addition. Approved in preliminary form on December 79 1960, this 23 lot plat is located immediately east of The Heights Addition between W. 66th and W. 68th Street. his-. Hite said that all required improvements were either installed or bonded and that Outiot 1, a 100 foot strip along Nine Mile Creek was being deeded to the Village for public use. Approved unanimously oy motion by Mr. Lewis and seconded by Mr. Ode11. S-61-31 Born's Addition. This two lot replat of a parcel located adjacent to the northeast quadrant of the Cross -Town Highway and Normandale Road was considered. Fir. Hite said that a house presently located on Lot 1, but that Lot 2 could not be occupied until served by a Village sewer. Mr. Odell moved for approval. Mr. Griswold seconded and the motion carried. S-61-30 I_dylwood Fourth Add_ition� Mr. John Bloomberg's 9 lot addition to the Idylivood area was a pact of a preliminary plat approved May 11, 1959. It is located east of Blake Road and north of Pine Grove Road. Mi. Lewis moved to approve the plot subject to the following stipulations: 1. Lots 4 and 5, Block 19 are not to be filled or develope=d in any manner until adequately served by a storm sewer system approved by the Village Engineer. 2. Easements for public road purposes are to be made available over the easterly 30 feet of Lot 2 and the westerly 30 feet of Lot 7. This will permit a possible future extension of Highwood Drive. 3.
