THE EDINA PLANNING CQ4+MISSION HELD
WEDNESDAY, OCTOBER 4, 1961
at 7:00 P.M. IN THE
EDINA VILLAGE HALL
Members Present: T. L. Todd, Chairman, Leonard Odell, David Griswold,
John Foley, William Lewis, and Harry Gustafson.
Staff Present: George Hite, Planning Director7 .Jim Knight, Planning

I. The minutes of the September 13, 1961 meeting were unanimously
approved after motion by Mr. Odell and seconded by Mi. Griswold.
II. ZONING CHANCE REQUESTS

change from Open Development to Multiple Residence Zoning
on Lot 3 and the vest 60 feet of Loi: 2, Block 1, Steven's
First AdditRn. (Southeast corner, W. 50th Street &
Indianola Avenue). The property has a frontage of 140 feet
along A 50th Street and a depth of 125 feet along Indianola
Avenue. A helve foot alley is along the rear lot line.
The proposed apartment building contains eight rental units
and one caretaker unit. All of the rental units are two
bedroom and have a floor area of 975 feet. The caretaker
unit and six garages are in the walkout basement. Three
additional garages are in a separate building.
Mr. Udell noted that the Coamlission has considered the
zoning of this property on many occasions and that they
had Previously recommended multiple residence zoning. fair.
Hite indicated that the Commission's Previous recommendation
had limited the number of apartment units on the property
to eight, but suggested that a ninth unit for a resident
caretaker would be to the best interests of all concerned.
"-Elite also recommended that the overall height: of the
Proposed building be lowered by lessening the amount of
rise in the hip roof and that at least three off street
spaces be provided for guest parking.
Mr. Odell moved that the proposal be recommended to the
Council for approval. Subject to Mr. Hite's recommendation.
A. Lewis seconded the motion which carried unanimously.

proposal for a four unit apartment building on Lot 7,
Block 1, Nelson & Woodhull -V's First Addition (Northeast
corner of Valley View Road and Cross -Town Highway) was
denied upon notion by IMr. Odell who noted that the very
same request had Leen denied at the August 2, 19151 meeting
(See Z-61-5) after considerable deliLeration on -the question
by the Commission. I -Ar. Griswold seconded the motion which
cazried unanimously.

presented the request of the Biltmore Motel for Community
Store zoning on "tracts A, B. and C, Registered Land
Survey 7 and Lots 5,6,7, & 3, Block 1, Grand View Heights.
This property is on the northwest corner of Highway 100 and
'Eden Avenue. The parcel ivould be used for a new motel
to be called "The Biltmore Fast". A site plan and south
building elevation prepared by Ekberg-Petti, Architects,
was prevented.
Thr. Hite noted that ;Mans presently being developed by -the
State Hightway Department for Highway 100 would possibly
involve some of the property under consideration and that
these plans removed direct access from the highway to -the
proper Highway traf�ic wanting to enter the property
would have to leave the highway via the W. 50th Street
interchange, go viest on 11. 50th Street and then :south on
Arcadia Avenue.

on this tract might establish a pattern of commercial
Land use along Hiqh:uay :_00, a pattern which the Commission
has been trying to avoid. It vias generally conceded,
however, that motel, were in a cortin sense a type of
residential land use and that thcy could and 1iere being used
effectively as transition land use at the edge o;; commercial
arep?s.
Mr. Odell moved that the Cormthission recowmend to the Council
that -the property in question be used as a motel site and
that the Council schedule a public hearing on the request,
which hearing should not be held, however, until the
Commission had prepared a recommendation on the final site
and building plans.. Mr. Lewis seconded the motion. Voting
for: Todd, Odell, Griswuld, Foley and Lewis. Abstaining:
Gustafson. Motion carried.

Mr. Martin J. Scbey,a proposed subdivision
of 24 acres of land lying between Prospect Hills and the
Bays Farm was presented for consideration.
Mr. Rite explained that the principal north, south road
in the plat was to be a part of the proposed Gleason Road
extension and 'that it would also be a Hays Paon Park
boundary road. The lots within -41-he proposed plat varied in
size from I/3 to l -J acres with the larger Iota in the higher
azcas adjacent to 9rmapect Hills.
'This arrangement, be
indicated, provided a transition in lot alne from the large
lots in Prospect Hills 'to the smaller size lots now being
platted in new subdivisions. No new dead end icadx more being
developed in the proposed plat although the street
arzangement was such that an axistina dead end /Tralge
Dz1ve\ in PrnSpeot Hills would be maintained.
A large delegation of Prospect Hills residents were
present who indicated that the subdivision had been
explained to them and that they weza in favor with it as
it was now propmsnd" Miz. Subey indicated that he, tom, was
happy with it.
Nb. Bite rioted that it mould need Park Board approval as it

Mix. Odell questioned the advinibiIity of maintaining the
Pruspect 81lls dead end (Iralws Drive) and suggested it be
extandod into -the Sohey property. Considerable discussion
developed~
