THE EDINA PLANNING COMMISSION HELD
WEDNESDAY, NOVEMBER 1, 1961
at 7:30 P.M. IN THE
EDINA VILLAGE HALL
Members Present: T. L. Todd, Chairman; William Lewis, John Foley
and David Griswold

I. The minutes of the October 4, 1961 meeting were unanimously approved
after motion by Mr. Foley and seconded by fair. Lewis.
I1. REZONING REPORTS
Z-61-11 Biltmore Motel Commun_1ty Store Zoning. Hiahwav 100
3 Eden Avenue. (See minutes October 4, 1961) Mr. Hite
reported that the State Highway Department and Biltmore
engineers had been unable to modify the proposed Highway
1.00 plan to the extent necessary to accommodate the motel
as proposed at the October 4th meeting. Mr. Lewis moved
that the public hearing scheduled by the Council for
November 13th be postponed until a revised site plan
vias submitted to the Commission for recommendation.
Motion carried unanimously after second by Mr. Foley.
Z-61-12 Summit Avenue Office Building District. Inter lachen .o
Hiahwav 169. A petition for the rezoning from Open
Development to Office Building District of the 10 lots
on thewest side of Summit Avenue from Interlachen Rd.
to Highway 169 was presented for consideration. It
contained the signatures of 9 of the 10 lot owners.
Mr. Hite reported that the lots were about 140 feet deep
and that six or seven homes now occupied the site.
Mr. Griswold suggested that the Commission would be able
to give the request greater consideration if it were
from a person or persons who had a definite development
proposal prepared. Mr. Albert Erickson, 5008 Summit
Avenge, replied that the owners of two or three of the
lots had been approached by various persons who were
interested in establishing offices on their property, but
that no one party had expressed any interest in redeveloping
the entire area for which a rezoning was now being requested.

Mr. Hite suggested that if the property were to be used
for office buildings that such development be new
construction rather than conversions of the homes now
occupying the site.
Mr. Lewis moved that the petition be accepted for
consideration and that a field trip be scheduled for a
date in advance of the December meeting. The motion
carried unanimously after second by Mr. Foley.
Z-61-13 Randolph Hippe 4 Unit Apartment Valley View & Crosstown
Mr. Hippe presented his request for Multiple Residence
Zoning on Lot 7, Nelson g IVoodhull's First Addition.
Mr. Hite reported that this same lot had been considered
for the came purpose on August 2 (Z-61-5) and October 4
(Z-61-10) and that both requests had been turned down
because the buildings proposed then were not especially
suited for •the site nor were the sites large enough to
meet the required 14,000 square feet.
Mr. Hippe said that he had added to the site area by
obtaining a part of thelot to the north. The site as
now proposed contained 14,817 square feet of area and
had a frontage of 89.8 feet. He also noted that his
proposed 4 unit building was designed to take advantage
of the site topography. The three one bedroom units and
one two bedroom unit all exceeded the multiple residence
floor area requirements, he added.
Mr. Lewis noted that the Commission had previously
considered •this site as appropriate for a 4 unit apartment,
and that Mr. Hippe's new proposal seemed to rectify some
deficiencies found in all the previous proposals
especially in lot area and building design. He then moved
that W. Hippe be instructed to present a more detailed
proposal at the December meeting. Mr. Griswold seconded
the motion which carried unanimously.
Z-61-9 Pi.ln & Dreher 9 Unit A artwnt Pi► t 50th & India ola.
(See minutes of Oct. 4, 1961) Mr. Hite reported that the
Council had approved the rezoning to Multiple Residence
District of the S.F. corner of West 50th & Indianola,
but that Mr. Pilney and W. Dreher were now asking for a
permit to construct a building somewhat different from the
one proposed at the time the zoning was being considered.

Mr. Pilney explained that the building proposed at the
rezoning meeting was more expensive to build than they
had anticipated, and that the new plan had all the
desirable features of the old plan but was less
expensive to construct due to the elimination of the
"wingwalls".
After considerable discussion, the Commission asked that
plans and elevations of the revised building be prepared
and resubmitted to them for approval.
III. SPECIAL PERMIT REQUESTS
P-61-15 & 16 Sam Schneider._ Two Family...2yP1_1ina_ York Avenue & Cross
To rte. (See minutes of Oct. 4, 1961) Mr. Schneider's
request for two two-family permits on Lot 1, Block 2 and
Lot 2, Block 1, Schneider's Addition (6120 & 6125 York
Avenue) was again presented by Mr. Hite, who noted that it
had been tabled at the October 4th meeting pending a field
inspection of the property.
Mr. Todd and [sir. Lewis indicated that they had viewed
the property and recommended that two family development
be limited to the lot on the east side of York (Lot 2,
Block 1). This lot, they indicated, was immediately
adjacent to the Xerxes Avenue access ramp while Lot 1,
Block 2 was more isolated from the Highway and had a
service drive between it and the highway. It was also
noted that Lot 1, Block 2 was bounded on three sides by
single family development.
After revLwing the plan for the double proposed for Lot 2,
the Commission asked that a new plan,more in keeping with
the architectural style prevalent in the neighborhood,
be prepared and resubmitted to them for approval.
Mr. Foley moved that Lot 2, Block 1, Schneider's Addition
(6125 York Avenue) be approved for a two family site, but
that this approval be subject to their approval of the
building plan. ?Motion carried unanimously after a second
by Ma. Lewis.
IV. PRELIMINARY PLATS
5-61-32 Scheves Park View. (See minutes of Oct. 4, 1961) This
Plat of 24 acres of land located between Prospect Hills
and the Hays Farm park area was considered once again after
having the field inspected by the Commission members on
October 11, 1961. Mr. Hite reported that the proposed
park dedication had been reviewed and accepted by the
Park Board.

Mx. Griswold suggested that the plat be accepted as a
preliminary, but that before a final plat is submitted,
the site and arrangement of Lots 7 - 12, Block 1, be
restudied. Mr. Hite noted that the aim labeled as Lot 8
was to become a part of Lots 7, 9 or Lot 6, Block 3,
Prospect Hills II Addition.
Ns. Lewis moved that the plat be given preliminary
approval subject to the study outlined by Ncr. Griswold and
that Mr. Schey be notified that before final approval would
be granted, the following conditions would have to be
satisfied:
1. Dedication of park areas.
2. A signed agreement between the Village and
owner regarding installation of Gleason Road.
3. Sanitary sewer and water main (if available)
installed in Schey Drive and Gleason Road.
4. Construction of Schey Drive and Tr glee Drive
turn -around to be completed.
5. All lot areas have surface drainage to streets.
Mr. Foley seconded the motion which carried unanimously.
V. FINAL PLATS
S-61-19Fellrnan Addit(See minutes June 7 and July 5, 1961
and reports). APs. Lewis moved for final approval of the
plat subject to the satisfaction of four stipulations:
I. All 5 lots raised to an elevation of 838
feet above 1929 Sea Level Datum or drainage
tasena nts secured to permit flooding to
that elevation.
2. Outlot One deeded to the Village or made subject
to water storage easer.ents.
3. All 5 lots to have surface drainage to either
the creek or Brook Drive.
4. The new channel constructed for Nine Mile
Creep by ,ir. Fellman is to be approved by the
Nine Mile Cseek Board of Managers.

VI. OTHER BUSINESS
Edoemoor_Aoartment,,�. Ms. Roy Peterson presented a proposal for
apartment development on Lots 3 and 4, Block 11 Stow°s Edgemoor Addition,
Block 9 Replat, (two acres of land between Mavelle Drive and Hazelton
Road and immediately east of Lynmar Lane). He noted that three buildings
containing 4, 11 and 15 units would be constructed within this two acre
area. Va . Lewis moved to approve the plan with the suggestion that the
5 foot garage rear yard set back be waived to eliminate dead space
between garages. The motion carried unani.r,�ously after a second by
Mr. Griswold.
Gleasen Road. Two -Family Dwellinq. th. Folke Vi.storsen requested that
he be permitted to build two family d:vellings along Gleasen Road near
Indian Hills Pass. He stressed his contention that Gleasen Road would
becaome a very heavily travelled road and that as such two family
housing along the right -o: -way would be warranted. Mr. Hite forecasted
that traffic volumes might possibly total 2,000 vehicles per day on
Gleasen Road when the area is developed, but that this volume would
not, in his opinion in itself, make nearby properties unsuitable for
single family development. Various members of the Commission expressed
their hesitation to permit multiple housing units to be established
indiscriminately in what is now a very fine single family neighborhood.
It was agreed that a field inspection would be schedulEd before the
December meeting.
Upon motion of Mr. Lewis and second by Mr. Griswold, the meeting was
adjourned at 9.30 p.m.
