HomeMy WebLinkAbout1962 03-07 Planning Commission Meeting Minutes RegularMINUTES OF THE REGULAR MEETING OF THE EDINA PLANNING COMMISSION HELD WEDNESDAY, MARCH 79, 1962 at 8:00 P.M. IN THE EDINA VILLAGE HALL Members Present: T. L. Todd, Chairman, Harry Gustafson, David Griswold, William Lewis and Leonard Odell. Staff Present: George C. Hite, Planning Director; Warren C. Hyde, Village Manager; Karen Voss, Secretary. I. Mr. Gustafson moved that the January 2, 1962 minutes be approved. Mr. Griswold seconded the motion. Mr. Gustafson moved that the February 7, 1962 minutes be approved with the following changes: that the word "never" in the fourth parWaph regarding Folke Victorsenes two family dwellings be changed to "ever"; and that the objection to the Southdale Plaza Second Addition was raised by Mr. Wilkinson not Mr. Foley. Mr. Griswold seconded the motion subject to the above corrections. Both motions carried unanimously. II. Planned, Ind DistxIgA Ama t to Zo ini Mr. Todd stated that the Commission had recently received a number of communications from persons and organizations to whom the proposed amendment had been submitted for review and that based upon the content of those replys, the Cormission members present felt that a special meting entirely devoted to this subject should preceed final action by the Commission on the amendment. Mr. Lewis moved that the Planning Commission, the Village Attorney and the Planning Director meet at 7:30 P.N., Monday, Larch 12th to discuss the proposed amendmant, and that as soon as feasible thereafter, the Planning Commission schedule a public meeting on the amendment and that such public maeting be held prior to the March 26th Council meeting. Motion received unanimous approval after a second by Mr. Griswold. III. ZONING_ Z-62-3 Nord Cant �r�Red Igdgstria� District. Since this proposal is.related to the proposed Planned Industrial District Amendarant, Mr. Legis moved that the matter be tabled until the Commission completed its work on the amendment Kenneth presented his proposal to construct a 17 unit apartment building of his oven design on one acre of vacant Edina Planning Commission Minutes -2- March 7, 1962 property located on the south side of Valley View Road between Brookview Avenue and Oaklawn Avenue extended. Mr. Hite reported that Mr. Kenneth's proposed apartment building contained 6 two bedroom units and 11 one bedroom units and that all of the units had floor areas greatly exceeding the minimums required by the Multiple Family District Ordinance. He added that lir. Kenneth had incorporated many features into his design that would add to its general attractiveness and liveability. He cited the masonry structural system and double gall partition used to reduce sound transmission, the spaciousness of halls and entrys, the good circulation patterns in the apartments, and the attractive exterior appearance of the building. Mr. Kenneth coaamented on the considerations involved in developing the site plan and stressed that every effort had been made toisolate the proposal as much as possible from the residential development on Brookview Avenue to the east, and to more closely relate the building to the commercial development to the west. He said that the proposed garage locations would serve to separate the multiple family use from the Brookview Avenue single family development. W. Hite expressed concern about locating a 17 unit apartment building in an area which heretofore the Commission had considered as a low density mixture of single family homes, double bungalows and small apartments containing 4 or 5 units. He noted also that the site was in close proximity to the Brookview Avenue single family development and that the relative elevations of the proposed apartment site and the nearby residential properties placed the apartment site in a rather dominating position. He suggested that consideration be given to a division of the one acre site into two parcels; the one on the east being about acre and used for a double bungalow, and the 2/3 acre site on the west used as a site for a six or eight unit apartment building. A majority of the Commission members present indicated that they thought War. Kenneth's proposal had a lot of merit, but expressed concern about certain specifics of the plan, such as garage layout. The close proximity of the property to the Valley View conmercial area was noted and it was generally felt that multiple family zoning on the property would be entirely reasonable. Mr. Gustafson moved that the proposal be accepted for study and that a field trip of the property be held as soon as possible. Mr. Odell seconded the motion which carried unanimously. This 75 X 165' lot is located near the Valley View - Cross Town interchange, but is separated from that interchange by the service road connecting Brookview Avenue and Valley View Road. The area of the lot is 12,350 sq. ft. The adjacent properties to the north and west are double bungalow lots. Mr. Oslund presented his proposal for constructing a three -unit apartment on the site and requested the necessary 1kiltiple Residence Zoning. He displayed his proposed building floor plan, front elevation and site plan. It was noted that the proposal involved three two-bedroom units constructed side by side and all facing the service road along the south side of the lot. Each of the units was a walkout to the front with a garage and recreation roots on the lower level and the bedrooms, living 3oom kitchen and bath on the upper level. The upper level of each unit has a floor area of approximately 900 sq. ft. Mr. Hite said he felt that the lot was ideally located for use as a triplex site and that Mr. Oslund's proposed units were well planned and very attractive, but that the lot in question was just too small for three units. He noted that the lot area was sufficient to meet the ordinance minimum of 12,000 sq. ft., but that the 75 foot north - south dimension of the lot made it necessary to do a lot of squeezing to place the apartment on the site. He cited the proposed 13 foot rear yard set back as evidence of this tight squeeze. Mr. Griswold noted that the overall density of the development would actually be less than that to be found on the 4 unit development across Valley View Road and suggested that the rear set back could be increased by permitting the building to be placed closer to the service road property line. It was noted that the boulevard width along the service drive could be greater than the 15 feet normally used and that the distance between the front of the building and the service drive curb would be the usual 45 feet even if the building had only a 20 foot set back. from the south property line of the lot. Mr. Griswold moved that the request be approved subject to the building being more centrally located on the lot. Pyr. Gustafson seconded the motion which carried unanimously. Edina Planning Commission Minutes -4- March 7, 1962 IV. SPECIAL PERMITS P-62-4 TTxaco. Inc. This matter is related to the Normandale Center project; hence, Mr. Lewis moved that the request be tabled. The notion passed after a second by Mr. Griswold. P-62-3 J._ A. Danens 8 Son, Inc. TgmQorary Examation District and Permit. Martha Hill. Mr. Hite presented this request for permission to mine approximately 2009000 cubic yards of material from a hill located immediately east of the Hays Farm park area and just north of old highway #6. The petition, he observed, had been filed by Mr. Carl Lifson, an attorney representing the Danens firm. Mr. Hite reminded the Commission that substantially the same petition had been denied by the Commission on April 12, 1961. The members of the Commission after noting that the application stated that it might take as long as 5 years to complete this mining operation expressed their concern that a mining operation of the scope involved in the Danens request, conducted over a long period of time might possibly have an adverse affect on the residential development of nearby properties. Mr. Griswold moved that Mr. Danens be asked to appear at the next regular meeting of the Commission. Motion seconded by Mr. Odell and carried. V. Mr. Hite presented Mr. Van Valkenburg's request for a variance permitting a garage side yard of 3 feet rather than the required 5 feet at 5505 Kellogg Avenue South. ter. Hite stated that the garage would be located behind the residence, but because there is not an alley, the drive would have to run along the south side of the house and out to Kellogg Avenue. He noted that there was a large tree in the back yard which could be saved if the garage were kept as close to the residence as possible, but to do so and still be able to maintain enough space between the garage and residence to be able to maneuver into the left stall, it would be necessary to crowd the right or south lot line; hence, the request for the 3 rather than 5 foot side yard. Mr. Lewis moved that the request be granted provided the clear distance between the Van Valkenburg garage and the existing garage at 5509 Kellogg Avenue be not less than ten feet. V-62-5 Terry Lammmn, Garagg Side Y. *d -5900 Xxg Avenue S. This request was tabled upon the motion of Mr. Lewis as there was not sufficient information available. Mr. Odell seconded the motion which passed. VI. SUBDIVISIONS SP -62-7 La Buena Vista, Powers Resat ty .. This matter had been tabled at the February sleeting pending field study and additional staff consideration. Mr. Hite reported that the replat was prompted by the extreme difference in elevation between the rear and front. -of the lots and the inability to provide access to the high rear lot area from the street without extensive grading. To defray this cost, he stated that the developers were proposing the creation of the extra lot. He observed that if lots 16 and 17 were replatted into three lots, the resulting lots would be quite small especially when the topography of the area was considered. Lot depths would all be less than 90 feet. The existing lots, he conjectured, were purposefully platted large to compensate for the topography. W. Griswold moved for denial of the replatting. Mr. Odell seconded the motion which carried unanimously. SF -62-8 ,P„xlvaooc KnolL Eleven h Addition? W. Hansen's preliminary plat of Parkwood Knolls 11th Addition was approved by the Commission on January 3, 1962, subject to a number of conditions outlined at that time. Mr. Hansen's final plat incorporates all of the changes suggested for road and lot layouts. Mr. Lewis moved for approval of the plat subject to final utility engineering and bonding requirements. The motion carried after a second by Mr. Griswold. SF -62-6 Marden Acre Lot 49 Rte. This two lot replat was granted preliminary approval on February 7, 1962. All conditions have been fulfilled. Mr. Lewis moved for approval, Mr. Odell seconded the motion which carried. r Edina Planning Commission Minutes -6- March 79 1962 SF -62-9 LdinaL Parklands Rep-lat. The final plat of Edina Parklands contained a surveying error which can only be corrected through a replat. Lot 12, Block 2 was labeled 75 feet in width but was actually 80 feet. Mr. Griswold moved for approval. The motion carried after a second by Ms. Lewis. SF -62-10 Mendelssohn. Sorenson Renlat. Mr. Sorenson's plat consists of a two lot replat of the east of the south * of Block 229 Mendelssohn. Each lot is 82.5 x 305. An additional five feet of Waterman Avenue was being dedicated. Approval was unanimously given after W. Odell°s motion and Yx. Griswold°s second. VII. S feet N,me Chang, A petition was received from the homeowners on Warden Avenue. They feel that there is some confusion between Warden, Warren Avenue and Gate Park Road and wished to have the name changed to Gate Park Road. The Commission deferred action pending further study.
