THE EDINA PLANNING COMMISSION HELD
WEDNESDAY, MAY 23, 1962
at 800 P.M. IN THE
EDINA VILLAGE HALL
Members Present: T. L. Todd, Chairman; William Wilkinson, William Lewis,
Harry Gustafson, John Foley, Leonard Odell and
David Griswold.

I. The April 4, 1962 minutes were unanimously approved upon motion of
Mr. Gustafson and seconded by Mr. Lewis.

Z-62-3 Normandale Center Mr. Hite reviewed briefly the development
of the land use plan for the Normandale Center project and
surrounding areas and 'informed the Commission that the proposed
rezonings were in conformance with the provisions of that plan.
He noted that there were three rezoning and one special permit
actions to be considered and outlined them as follows:
1. Planned Industrial District Zoning on the tract
bounded on the east by Wooddale Avenue, on the south
by the Bloomington boundary; on the west by Normandale
Road; and on the north by the proposed West 77th Street
between Wooddale Avenue and Computer Avenue and a line
200 feet south of that same street between Computer
Avenue and Normandale Road.
2. Office Building District for the approximately two
acre tract lying north of the proposed W. 77th Street
west of the golf course and east of the Butler property.
Office Building District on the first 200 feet south of
West 77th Street between Computer Avenue and Normandale Road.
3. Community Store Zoning on a tract 175' x 175' on the
north east corner of Boundary Blvd. and the east service
road of Normandale Road.
4. A special permit for a Texaco gasoline service station
on the Community Store District Zoning tract.

Mr. Hite then advised the Commission of the designs that had
been developed for the proposed West 77th Street and Normandale
Road intersection by the State Highway Department. It was
noted that the facility would be an at grade intersection
until sufficient traffic was generated to warrant the construction
of the proposed half cloverleaf interchange, but that the
necessary sight -of -way for this interchange would be reserved
at this time. Mr. Gerald Rauenhorst, Mr. Don Anderson and
Mr. Egil Wefald, all representing the petitioners suggested a
number of modifications to the plan of the proposed State
Highway facility and Mr. Hite was directed to convey their
ideas to the State for consideration.
Mr. Wilkinson objected to the use of properties adjacent to the
golf course for office buildings and suggested instead that
they be used as sites for apartments. He observed that
residential development around a golf course was more in keeping
with development patterns prevalent in this area. Other
members of the Commission said they considered the proposed
office zoning adjacent to the golf course as more compatible
with the industrial zoning south of the golf course, chile at
the same time no more objectionable to the single family
development to the north, than would be apartments. Mr. Ed
Dunn, who proposes to occupy the office area under discussion
presented preliminary draw ngs of his proposed building. He
said he considered the site as very attractive for office building
use, and that his building proposal would certainly be
compatible with both the golf course and the single family
area to the north.
After some additional discussion the following recommendations
were made:
1. It was unanimously recommended that the proposed
Planned Industrial District sections of the proposal
be approved.
2. With six members voting "aye" and one "nay" (Wilkinson)
the Office Building Zoning on the tract lying between the
golf course and the Butler property and north of West 77th
Street was recommended for approval.
3. The Office Building Zoning proposal south of West 77th
Street was unanimously recommended for approval
4. The Community Store Zoning of the 175' x 175' tract
at Normandale Road and Boundary Blvd. was unanimously
approved.

5. The Special Permit for a Texaco gasoline service
station on the Community Store site was unanimously
approved.
The Commission also instructed Mr. Hite to inform both the
Council and the applicants that all recommendations were
being made with the understanding that the road pattern
along the East Service Road may change to the extent that
access to Normandale Road would be moved northward to West
77th Street and that any recipients of rezonings in this
area should have a clear understanding of this possibility.

Town Hi� ahway. Mr. Bach requested that Lot 3, Block 1,
Clifton Terrace, be rezoned from Open Development to Multiple
Family for the purpose of constructing a three unit building
on the property.
Mr. Bach appeared before the Commission and stated that the
property had side frontage on the Cross Town Highway and that
it would be undesirable for a double bungalow. He felt that
this was an ideal location for a three unit dwelling and
called to the attention of the Commission the three unit
on the corner of Valley View Road and the Cross Town Highway.
The Commission told Mr. Bach that they had assured the residents
on Brookside Avenue that nothing larger than a double would be
built on that property.
Mr. Odell moved for denial; Mr. Lewis seconded the motion
which carried unanimously.

62ndand Meat 4th,. Mr. Lindahl requested that Lot 18 except
the West 140 feet, Block 2, Peacedale Acres and Loft 1, Ahnert°s
Addition be rezoned from Open Development to Multiple Family
for the purpose of constructing an 8 unit apartment building
on the site.
Mr. Ford Lindahl appeared for his brother before the Commission
and presented the drawings and plans of the proposed colonial
style apartment building.
Ms: Hite informed the Commission that the building conformed to
all multiple family ordinance requirements, but suggested that
a building of the size suggested (8 units) would be too greatly
at variance with the low density residential development pattern

already established in the Brookview-Valley View neighborhood.
Mr. Odell noted the presence of the single family homes west
of the proposed 8 unit site, and informed Mr. Lindahl that the
Commission had previously recommended some small apartment
development in the area on lots either exposed to commercial
land use, or heavy traffic and in one case on a lot of
unusually large size, for the purpose of creating some variety
to the double bungalow pattern on Valley View Road. However,
he said it was not the intent of the Commission to change the
overall density to any great extent. He then moved that the
request be denied and after a second by Mr. Lewis, the motion
carried unanimously.

M rth Hill (See minutes 3-7-62) This matter had been tabled
at the March meeting for the purpose of further discussion
and study by the Commission. Mr. Hite again presented the
petition for permission to mine approximately 200,000 cubic
yards of material from a hill located immediately east of the
Hays Farm park area and just north of old highway #5. The
petition had been filed by W. Carl Lifson, attorney for
the Danen firm.
Mr. Danens and Mr. Lifson appeared before the Commission to
present their proposal. Mr. Lifson stated that the purpose
of this removal was to fill in other property; that this
operation would take 3 years to do and that the end result
would be an eventual residential development in the area
and that Mr. Danens would be able to use the material taken
from the hill in his business. Mr. Danens stated that the hill
would be cut to a 3-4,**' grade.
Mr. Hite suggested that Mr. Danens submit his proposed finished
topography plan along with the necessary end sections before the
next meeting and that final Planning Commission action be
tabled until that time.
Mr. Lewis so moved, Mr. Odell seconded the motion which
unanimously carried.

but did not prasent any definite plans for the development
of his property. He had prepared a survey with the building,
and pump location.

After much discussion, the Commission stated that something
should be done to use the property to better advantage and
again suggested that Mr. Swant work with Air. Hite and
Mr. Hyde to see if something workable could be developed.
It was suggested that the Tedman property be combined with
the Swant property to make a larger parcel. Calhoun Realty
is handling the Tedman property and it was suggested that
Mr. Hite, Swant, Hyde and Calhoun Realty could develop a
workable plan.
Mr. Odell moved to table the request, Mr. Lewis seconded the
motion which carried unanimously.

Mr. Jacobson requested that the house to be built on Lot 10,
Greenleaf Manor face on Johnson rather than Warden Avenue.
W. Griswold moved for approval.; Mr. Lewis seconded the
motion which carried unanimously.

and West Shore Drive. Mr. Larson requested that the house
to be constructed on Lot 15, Block 6, Woodhill Addition face
on West Shore Drive not West 70th Street. Mr. Hite stated
that there would still be enough side and rear yards to comply
with ordinance requirements.
Mr. Lewis moved for approval; Mr. Griswold seconded the
motion which carried unanimously.
IV. VARIANCES
V-62-7 John Per v. Side Yard 3705 gLowen Place. Mr. Perry requested
a 5° variance for the purpose of building a bedroom -bath
addition on to the existing structure on Lot 20 Block 49
Edina Bel -Air 5th Addition. Air. Foley moved for approval,
Mr. Lewis seconded the motion which carried unanimously.
V-62-8 National Funds Inc. 40 foot lot 3_02. BAadison. Mr. Sicora
of National Funds, Inc. requested a 40° lot at Lot 21, Block
5, best Minneapolis Heights. The house next door at 311
Madison was built in 1934 with no regard to lot lines. As a
result, this house encroaches over the lot line one foot. In
order to have the required 5° side yard for the house at 311
Madison, Lot 21 must be reduced to 40 feet.
Mr. Griswold moved for approval; Mr. Legis seconded the motion
which carried unanimously.

V-62-9 Albert Bluhm Gar age Side Yard. 5033 William. Mr. Bluhm
requested a 2 foot side yard for the purpose of constructing
a two car garage on Lot 18, Block 2, Brookside Heights.
Mr. Odell moved for acceptance; Air. Lewis seconded the motion
which carried unanimously.
V. SUBDIVISIONS
Preliminary
SP -62-A Stows Delaney Addition -,,Delaney Reolat. Mr. Griswold
moved for approval; Mr. Odell seconded the motion which
carried unanimously.

SF -62-4 Claaramar Addition. This plat was presented to the Commission
in preliminary form on April 4, 1962 as CALLAGHAN FIRST
ADDITION. W. Hite stated that the plat conforms in every
way to the approved preliminary and suggested that it he
approved subject to sewer and water utilities being provided
to each lot.
Aft. Odell moved for approval; Mr. Foley seconded the motion
which unanimously carried.
