P-62-8 NO. Todd xepoxted that at the special
meeting called an May 28 to discu6s this proposal that he,
Mr. Gustafson, W. Grisnald, hirr. Wilkinson nag generally
agreed that the prop ozed bavzding home for the elderly to be
built in conjuaction with the Heritage Ursing Home was a
facility fox which there appanxed to he substantial need
within the comnunity and that its lacKion in a multiple family
area, next to a nursing homeg and adjacent to a considerable
expanse of highway right -&-way seemed entirely appropriate.
Eo noted, 75owaver3 that surae roservationz had been expressed
coni exning the propo6vd develupment dansaty and provision Or
Uff Weet parking.
W. Hite reported that the off-street parking proposal had been
reviewed and that although it "as difficult to forecast the podk
parking needs for a facility of this type, it would appear that
the proposed availability of one space for each 2.25 residents
would be edaquate.
Otei conzidsrab> discussionrthe pruposso development density
of 52 hoarding hww2 units and appyoximstely 110 nursing ham
had units on 1.23 acyn; of NO was accep&6 as reasonable,
although Mr. 111i-x"e! that the matter be given additional
study b0cre the Council cunduets their hearing.
It wab agreed that the Villege should insist on bame restrictlun
prohibiting the propoiad facility from ever being used as anything
Ot a WC for the elderiy. This requirement reflects the
Cumminslun's feeling that although the density and on-site
improvements proposed appear to be adequve for the housing ut
the elderly they would be clearly inadequate if the facility wer!,
to he used ns a asidcnce for younger pa _Fns.
V1. Gustafson muved Wt the Commission recommend to the Council
that the proposal to construct and uparate a boarding home for
the elderly an Lot j, Block 1, Town WIty's Edina Terrace Third
