Members Present: T. L. Todd, Chairman: William Lewis, Harry Gustafson and
William Wilkinson.
Staff Presents George C. Hite, Planning Director, Warren Hyde, Village Manager;
and Karen Voss, Secretary.
I. The June 6, 1962 minutes were unanimously approved upon motion by Mr. Lewis
and seconded by 1h. Wilkinson.
Ii. ZONING

Wx. Hite reported that Mr. Wilske had asked that the Planning
Commission consider the possibility of multiple family zoning
on the ten acre parcel lying south of Wast 52nd Street between
Gxandview Lane and Edina Highlands. (Parcel 800, Section 28,
Township 1.17, Range 21). It was noted that the subject parcel
vias bordei-ed on the north and r-r2st by single family homes,
cn the east by double bungalo-vis and on the south by 6 to 7
acres of very dense woods. The topography of the area was
also
Mr. Wilske was not present, but Y1r. George Assad, 6901 Hillcrest
Lane, Edina, the owner of the property, spoke in favor of
apa.-trrent construction on the property, stressing the close
-relationship the property had with the nearby Grandview
Shopping area.
The Commission accepted the proposal fto.-c study and asked that
a fic1d tiip be scheduled to vievi both M,T. Assad's property
and the 6 to 7 afore Orad-. to i--'L-s south.

standards. The poor beearing capacities of the soils' on much
of the property was also noted.

Mr. Hite common led that the property could not be provided with
sanitary sewer service unless a propo sed trunk sewer extension
now being considered by the Village Council was approved, and
advised the applicants to lend their support to this project.
He also advised the Commission that the proposed site plan did
not in any :say conform to the street extension plan previously
approved for the area to the east of the proposed apartment
site, and that adjustments to both systems would seem to be
necessary if multiple family zoning were approved.
Wr. Kenne-th stated that he has access to market analysis
and report.� indicating that this type of development is
feasible at the proposed location. The Commission asked that
they be furnished with this information and Mr. Kenneth
agreed to do so.
Asir. Kenneth, after indicating that the tract could accorrssodate
about: 1000 apartmeant emits under Edina density requirements,
said that the entire proposal mould not be developed at one
time, but in stages geared to demand. Rent scales would be
approximarely $140 for one bedroom aparti:ents and $165 for
tt,.o bedroom units.
The C;o:mnission accepted the proposal for study.

An overall deve!e.lopm ent plan for the 200 acre tract o: land
lying in the north `rest quadrant of T.H. 100 and Interstate
494,com.rtionly described as the Nelson Farm property, was
presented foo ties; Commission's consideration. The plan teas
prepared by fir. Al odward, civil engin€ger, and dated July 1, 1962.
Arte. Godward t-jas present and explained the plan on behalf of the
de<,;elo; n= s, T hA .s tea Corporation. He meted that the plan
provided for approximately 50 acres of bingile family use, 8
acres of apazi:mrenks., 9 acres of office use and 85 acres of
light industrial use. The rest of the area was devoted to
streats ponding areas, planting strips, eta,.
The Commission acknowledged that the plan generally conformed to
the land use patterns previously projected by the Commission for
this area of Edina, and suggested that 'the Council schedule
the necessary .1ezoning hearings as soon as possible.
Mr. Hite xecorrm2.nded that the Commission consider the following
item's, before giving final aP prava1 to the plan;
1. The Godard plan indlica-tes a Nine Mile Creek
flood s -&Qa of 620 'ccet., whereas the Rine Mile Creek
Watershed Board has rec,ommgnded a flood stack of 823
feet. This diicrepancy to be resolved.

2. Details on mine File Creek channel
design to be app oved by the 1.11atershed Board.
3. Proposed "recreation" area to either be accepted
by the Parr Board or privately owned and maintained.
in either case, the property should be raised to an
elevation at least one foot above normal creek level.
4. Details on proposed planting strip supporting,
residential and industrial area to ba submitted and
approved by the Commission.
5. Read linking residential area to the Industrial
Blvd. should be either Eliminated or moved westerly
to relieve congastion at interchange.
6. Viest 74th Stzeet to be moved entirely within
the nelson Fara property or necessary easements be
obtained oder that portion of the property to the
noth proposed to be included within the right-of-way.
7. Tract "A" to be zoned Office Building District
instead of Planned Industrial as proposed. Building
setbacks from Cahill Rd. to be 150 feet.
8. Preliminary plans and profiles for streets, sanitary
se%:ers, storm severs and watermains be submitted and
a ppr ove-d .
,:w. Wilkinson moved that the plan he given preliminary approval
and that final approval be subject- to the satisfaction of the
G items suggested by Wk. Hite. Vr. Lewis seconded the motion
tejhich carried unani:;ous.ly.
Z-62-12 Teen Center. 70th end Ploxmandale.
Mr. Newell W. Farley and R. E. Moore of Dickinson, North Dakota,
appeared before the Commission to present their proposal to
construct and operate a teen center on the R. E. Olson property
at the SW corner of West 70th Street and Normandale Rd. Situated
on 20 acres of land the project would include a par 3 golf course,
tennis courts, archery range, indoor -outdoor 50 meter swimming
pool, bowling alley, skating rink, gymnasium, ballroom, theatre,
restaurant, club rooms and various small shops. Teen agers
(junior and senior high students) could become members by paying
an annual fee ($60). The maximum membership would be about 4,000.

Considerable discussion developed regarding the operation of
the proposed facility. upon questioning, Air. Farley indicated
that neither he nor Mr. Moore had any experience in operating
facilities for teen agers, but it was their intent to staff
the center with personnel trained and experienced in this work.
None of these people have been hired as yet, he added.
Mr. Hite reviewed the existing and proposed land use in the
area around the proposed site, and stressed the importance of
providing direct access from such a use to a major traffic
artery. The proper zoning classification for the proposed
facility had not yet been determined, he added.
Mr. Todd said that regardless of the merits of the Teen Center
idea, he had serious doubts that the proposed location, citing
its close proximity to single family neighborhoods.
Mr. Lewis moved that the matter be tabled for additional study,
but that it not be reconsidered until the applicants could
make available to the Commission the persons who were actually
going to manage the Center. After a second by Mr. Gustafson,
the motion passed unanimously.
Z-62-3 Normandale Center. Mr. Hite explained to the Commission that
the metes and bounds description of the Normandale Center
Zoning had now been incorporated into Registered Lane Survey
#1050 and that the following were the accepted descriptions
for the Zoning Districts:
Office District: Tracts E, F, S
Planned Industrial: Tracts B,C,G,H,I,J,K,L,M,N,O,P
Community Stores Tract D with special permit for
service station.
Mr. Gustafson moved that the existing mates and bounds
description be corrected as presented. Mr. Wilkinson seconded
the motion which carried unanimously.
III SPECIAL PERMITS
P-62-9 W. E. Anderson. -o -Farm , Die lin 5400 Xer Avg

Mr. Mite reviewed the history of Mr. Anderson's request for a
two family permit at 5400 Xerxes Avenue S. He explained that
the property had been occupied by two families for some time,
but not long enough to be considered as a non -conforming use.
About a year ago, he added, Mr. Anderson had been instructed
to either secure a two family use permit or revert to single
family occupancy. The Planning Commission turned him down at
that time.

Mr. James H. Hennessy, attorney, appeared in behalf of
Mr. Anderson and said that fir. Anderson had made a number of
improvements to the property in the past year, and that he was
willing to make many more if the requested permit was granted.
He said that he had requested the Village tD have the property
inspected by the Building Inspector, Sanitarian and Fire
Marshall and that his client was %Of ling to make all the
corrections specified in their inspection report as well as
those corrections necessary to have the structure meet the
living unit area requirements of the two family dwelling
ordinance.
Mfr. Hite recommended that the permit be granted providing all
of the necessary corrections were made. He noted the Xerxes
Avenue location of the property and the fact that Xerxes Avenue
is a major arterial in the southwestern Minneapolis street
system. Much of the property along Xerxes was already devoted
to two family occupancy, he said, and that this type of use
along this traffic artery seemed reasonable.
Mr. Wilkinson said that permitting a single family home to be
converted to two family occupancy in this neighborhood would
be setting a dangerous precedent and moved that the request be
denied. The motion died for lack of a second.
Mr. Gustafson moved that the request be tabled for further study
and suggested that the members of the Commission view the
property and neighborhood before the next meeting. His motion
was seconded by Mr. Lewis and carried unanimously.
IV VARIANCE
V-62-13 1 rgnceBroom (See minutes 7-6-60, 8-3-60 and 8-18-60)
Far. Broom's request for a three foot garage side yard on lot
7, block 3, Harriet Lawn Addition (5621 Abbott Avenue S.)
was presented by kir. Hite for consideration.
Mr. and Mrs. Broom appeared and stated to the Commission that
if the garage were to be built the required five feet from
the lot line, it mould be difficult to enter and exit and
would require the removal of a large tree. Mr. Broom also
stated that adjoining neighbors did not object.
Mr. Jawis moved for approval of the variance; Mr. Gustafson
seconded the motion which carried unanimously.

Mr. Thernell asks that the east (rear) side yard be 9 feet from
the lot line and that the rear west side yard be reduced to
8 feet from the lot line rather than the 10 feet required by
ordinance. Mr. Hite noted that the homes in this subdivision
were all constructed to conform to the 7.5 foot side yard
required by deed restriction., All neighbors have expressed
their approval.
Mr. Lewis moved for approval; Mr. Wilkinson seconded the motion
which carried unanimously.
V. OTHER BUSINESS
Plan AD®royAJ$ - Normandale Centex Mr. Hite presented the proposed
building and site plans for the following two buildings in Normandale Center:
1. Dunn 8 Curry Office - Tract S, R.L.S. 1050
2. Zoo Ran Co. - Tract I, R.L.S. 1050
Both plans were approved subject to the Planning Director's approval of
parking lot screening plans. The Z eo Ran Co. parking lot layout of
32 spaces rather than the 52 required by Ordinance was accepted on a
temporary basis with the promise that the additional 20 spaces would be
required if the present number of spaces proved inadequate.
Downing S reet - Grandview Industria Area Air. Hite informed the
Commission that the Council had.tabled a proposal to open Downing Street
from Sherwood Rd. easterly to the west line of the manner Addition pending
Planning Commission consideration of the implications of this opening.
He presented maps and drawings showing the proposed alignment of the
street, the existing development on properties in the area, and the
existing zoning patterns. Mr. Hite said that Downing Street had been
platted for many years, but had never been opened for travel. The
proposed opening, he indicated, would permit the development of some
property zoned "commercial" which was presently land locked. This same
property, it was noted, is adjacent to the Richmond Hills and Edenmoor
residential areas. Downing Street itself would be adjacent to a
neighborhood playground.
After much discussion the following recommendation to the Council was
approved unanimously after a motion by Mr. Lewis and seconded by
Mr. Wilkinson.
I. Downing Street be opened subject to the following conditions:
a. No truck traffic (over 3%4 ton) be permitted:
b. Lot 3, Block 1, tanner Addition be rezoned
to either Office Building District or Planned
Industrial District.

c. A platting strip approved by the Village be placed
within the westerly and southerly 30 feet of Lot 3,
Block 1. This strip should be at least 8 feet high and
as opaque as possible.
The Planning Commission also recommended to the Council that:
1. The portion of Village property lying north of Downing
Street be zoned Industrial and sold (preferably to.Ken
Harvey, who owns the adjacent property). A planting strip
10 feet wide similiar to that suggested for Lot 3, Block 1
be developed along the north right-of-way limit.
2. The zoning regulations applying to the rest of the
Grandview Industrial area be amended to require off street
parking and loading as well as screened outside storage.
Johor,on Poultry Farm. Mr. Hite reported that for the past 16 years,
Mssrs. Norman and Dale Johnson have been operating a poultry processing
business at 6212 Maloney Avenue. He indicated he had advised the operators
that their use of the property was in violation of the Zoning Ordinance
and that they would either have to secure a rezoning or discontinue
their opertion.
Mssrs. Norman and Dale Johnson appeared and stated to the Commission that
they were aware of their zoning problem and had decided to move their
operation out of Edina. They felt that they should be given a reasonable
time to complete their move and suggested that a date of January 1, 1963
be set.
Mr. Wilkinson moved that the Johnson's complete the moving of their
operation from the site at 6212 Maloney Avenue no later than January 1,
1963. Mr. Lewis seconded the motion which carried unanimously.
