all spoke in opposition to the piaposed apaitments. Principal

Mi. Todd acknowledged receipt of a letter from Mi. Harold
Janstium an this mattux and said that the members of the
Commission would consider its content cage idly.
2. Todd concluded the "hearing" and after expressing the
Commission's appieciation to all those who had both presented
and considered the Arisen Farm proposal he asked for comments
or motions by the members of the Commission.
Mr. Griswold commentod that although he had not been charged
with any spscific responsibility when first given the opportunity
to seyve on the Commission 3 yeais ago, he had naverthelees
aseumed this responsibility to consist of asAting, encouraging
and guiding the orderly planning and development of the
co.m.irtunity End that the actions of the Commission to date seemed
directed to that end. He advised that the Commission should not
be overly influenced by any developer or promoter or gyoups of
individual pyopexty ownays and ehould seek out and consider the
planning meAts or demviits of each pyoposal brought before it
and make its decision on that basis. He abseived that the

Mi. Gustafson agrecd that the proposal was extremely well
planned and added that he felt theiz was a very definite
need within Edina foa this type A project. He then seconded
Mi. Griswold's motion.
Mr. Odell said that during the many years he has been a member

the Commission had avey paymitted a piece of property to be
devaluatuibecauze of a use an adjacent property. He said that
he wan opposed to the Ancan Farm plan because the multiple
residence units contained thexein would constitute an island

Mr. Hite briefly cutlinad the proposal end its Yelationship
with neighboAng properties. He noted that the site had a

and an area of 25.903 square feet. He pointed out the single

Ma. Stow' s proposal for establishing a neighborhood shopping
facility including a gas station on three of four acres located
at the S.E. coiner of West 70th Street and Cahill Road, was
briefly explained by Mnr. Hite. He co invented on the present
uses on nearby properties and added that his preliminary studies
indicated that the proposed center would have a primary trade
area of approximately 1300 horses. He suggested that if the
project Vlore to be approved, that the lccation of the proposed
gas station might be reconsidered with the idea that in a
neighborhood center of this type it may not be necessary to
place the station right on the corner. He also suggested that
a comprehensive market analysis prepared by a recognized and
independent maxket analyst might be in order to substantiate
the need and justification for the establishment of a coimexcial
zone in a primarily residential area.
Ma. Stow outlined the proposal in detail and assured the Com. fission
that it would be developed in accordance with the plans prepared
for him by Midwest Planning. Fie said that he had a number of
tenants lined up but was unable to disclose their names at
this time
Mir. R. H. Swanson, a resident of Chapel Hills, said he felt there
was a need for sone cot-miercial uses in the Cahill area as having
to travel to Southdale, Grandview or 501:1) Stxeet for day to day
needs was inconvenient.
Mir. Jim Schumacher, ro-yesenting the residents along Limerick
Lane to the north said that they we_f e opposed to any commercial
development in the area as it v.as psimorily residential and
that the approval of this request e,-iould constitute poor
planning. Ho said the proposed uses would be noisy, dirty,
over lighted> a traffic hazard and generally a nuisance to
the neighborhood.

This request for double uungalow zoning (P-2) on approximately
15 lots located on 'West. 70th Street acres from NSP and on
Ridgeview Drive from Duggan Plaza to Abercrombie Drive was
presented by Wa. Hite wdhlo noted that almost all the lots
either faced West 70th Street or backed to the S. Railroad.
