WEDNESDAY, DECEMBER 4, 1963
EDINA VILLAGE HALL
Members Present: T. L. Todd, Chairman; David Griswold, George Nugent,
William Lewis and Harry Gustafson
Staff Present: George C. Hite, 'Warren C. Hyde, Karen Voss
I. moved by Mr. Lewis and seconded by Mr. Griswold that the November 13, 1953
Planning Commission Minutes be approved as written. All voted Aye.
Motion carried unanimously.
Resionation of Leonard C Ode_
Mr. Todd offered the following resolution for acceptances
RESOLUTION'
LEONARD C. ODELL
!'WHEREAS, Leonard C. Odell on his appointment to the Planning
Coimission of the Village of Edina on .Pune 11, 1945, became one of
the original members of the Commission when it was first created by
the Council of the Village or" Edina, State of Minnesota, and
WHEREAS, Leonard C. Odell has served continuously as a member of
the Planning Commission since his appointment, and has been one of
its most dedicated members, loyally devoted to the duties and the
responsibilities of the Commission, and to the progress and welfare
of the Village of Edina, and
WHEREAS, Leonard C. Odell has served well and with distinction,
and has always given generously of his time, talents and experience,
and has brought to bear upon the deliberations of the Planning Commission
the benefit of his fair and impartial judgment, and has been
continuously a well informed student and vigorous advocate of all
matters before the Commission w;)ich would best serve the Village; and
by his service on the Commission daring the greatest growth of the
Village has Contributed substantially and lastingly to the orderly
planning and development of the Village in which he and many members
of his family have long rade theix homes, and
WHEREAS, Leonard C. Odell, by his devotion to and in the fulfillment
or his obligations as a ;tembor of the Planning Commission has deservedly
won the high .respect and sincere gratitude of all who from time to time,
weer many years, have t:.eyved with him on the COnmmission, and of the
members of each succeeding Council of the Villager and of all citizens
of the Village:

NOWp THEREFORE, to
LEONARD C. ODELL
who has served as a member of the Planning Commission for more than
eighteen years, and therefore longer and more continuously than any
other member, and who has elected to resign from the Commission to
devote himself to other tasks now demanding heavily of his time and
ability, we, the members of the Edina Planning Commission, by this
Resolution, express our sincere personal regret that other pressing
responsibilities noiv prevent him from continuing as a fellow member
of the Commission; and by this means we also proudly remind
LEONARD C. ODELL
that the magnitude of his work and the quality of his influence and
direction while serving on the planning Commission are best evidenced
by the Village of Edina itself, of which he has been and will continue
to be recognized as a distinguished citizen and humble servant.
RESOLVED FURTHER, that this Resolution be submitted to the Council
of the Village of Edina with recoriumendation that it be spread upon
the minutes of the p_oceedings of the Council and that a copy thereof
be presented to Leonard C. Odell.
N!oved, seconded and unanimously carried that the foregoing Resolution
be, and the same hereby is, adopted this 4th day of December, 1963.

Avenue. (See minutes 11-1.3-63). Mir. Uldis Treibergs presented
additional photographs of the property and briefly reviewed the
site and building plans.
Mr. Hite briefly reviewed the surrounding zoning uses and stated
that the project density was within the limitations of the R-5
Zoning District. He noted that variances would be required for
the proposed Valley View and 1='ooddale Avenue setbacks.

Chairman Todd inquired of the applicants as to what their
plans were for the improvement of the pond area south of
their proposed building. Mr. Rebik replied that the applicants
considered the pond as an important and integral part of their
proposal and that they would certainly propose to make some
improvement to the pond area, but they could not at this time
indicate the nature or extent of these proposals. He added
that they could guarantee the full development of the
total pond area if the apartment building height could be
increased by one story and added that this additional story
would be required to off set the additional costs in
developing the pond area. The Commission members all agreed
that under no circumstances would an additional story on the
building be justified and that the applicants should be able
to acco�,amodate some pond improvement work as part of the
80 unit proposal. lifter some additional discussion, it was
agreed that the matter of the pond improvement would be
considered again at the time the building permit was being
requested providing the zoning was approved by the Council.

Z-63-28 Andahaxv School 2f Classical Ba, pt. Old St. Patrick's Church.
(See minutes 11-13-53), tllhis proposal had been referred to
the Village Mlanager for action. Mr. Hyde reported that
St. Patrick'-- Church had given Mr. Andahazy permission to use
the church for the purpose of a ballet school on a temporary
basis; that no time limit had been set; and no rent was to be
paid. The residents, in the immediate area raised no objection
to this use of the property. The officials of St. Patrick's
had also agreed that the temporary permission granted in this
case in no way affected the current zoning of the site.
Mr. Griswold complimented Mr. Hyde on his handling of the matter.

office building on the parcel of land immediately behind or
south of Donovan°s FuLniture Store at the southwest corner of
T.H. 100 and West 50th Street. He then presented a series of
maps and drawings indicating the nature of the site and the
types of surrounding land uses. He indicated that the building

would be approximately 4 stories in height and would have a
gross floor area of about 450000 square feet. He noted that
definite site and building plans could not be prepared at the
present time because of the current unavailability of definite
plans for the T.H. 100 and West 50th Street interchange. He
noted, however, that all of the plans for this interchange
prepared to date had little or no conflict with the proposed
office building site. He recommended that the rezoning of
the tract to Office Building District be approved and that
the Planning Commission reserve the right to review the
building and site plans before a building permit could be
issued.

Mr. Gustafson abstained from discussing or voting on this
application because of his interests in the property.

Mr. KatKatter requested that he be permitted to construct a
double bungalow on Lot 2, Blocs: 1, Katter°s Addition, which
lot is located at the northwest corner of Beard Place and the
Cross Town north service road. fir. Katter explained that such
a structure would serve as a buffer between the highway to the
south and the single family homes to the north and that he had
been unable to sell the lot as a single family homesite.
:yr. Todd advised EUr. Katter or" the Planning Commission's policy
for double bungalow construction along the Cross Town highway,
which policy did not permit double bungalows on a site which is
separated from the Cross Town by a, frontage road. He noted that
the Planning Comimission had considered the same type of
request for the end lots on York and Zenith and that in both
cases they had been denied.
Mr. Hite noted that Mr. Katter°s lot was the last vacant lot
along the north side of the Cross Town between France and Xerxes.

wetbac�� Vir. .Jacobson requested permission to locate his
proposed double bungalow 22 feet from the street because of the
love, marshy land to the rear of the lot and the existence of a
22 foot setback on the house to the east. He also requested
two side yard variances, one on the northeast corner at
8 feet and a 7.4 foot side yard on the southwest corner. He
said the neighbors to the east had approved both the front
setback and the side yard setbacks.

approval upon motion by Mr. Nugent and seconded by Mr. Gustafson.
M_. Hite mentioned that there was a home located on Lot 3 and
that M;,. Winson was dedicating 48 feet for road purposes.
All voted Aye. Motion carried.

was located north of Interlachen Blvd. on the crest side of
Cooper Avenue. He also stated that the lots would be serviced
by seviea and wale: and that they met all ordinance requirements.

SP -63-24 Y-n-adowbrookOaks Addition. Mr. Gunnar Johnson and Mr. Guy
LaLone presented their five lot plat of the property lying
north of the old street car right-of-way at the northerly end
of Circle West in'Hilldale. Pyr. Todd said that the Planning
Com -mission had viewed this site on the previous Saturday.
W. Hite asked Mr. Johnson what their plans were for Outlot 1,
and after lir. Johnson had indicated that they had no plans
for this area, Mr. Hite inquired as to whether they would be
willing to deed this outlot to the Village to be used as
part of a proposed lake. ter. Johnson indicated that they
would be willing to do so.

south of Ker -Mil Heights was presented by Mr. Rusic. After
some discussion about the development of County Rd. 18 and the
development of the Overholt property to the east, Mr. i.ewis
moved to acreat the olat for study, and also moved that the road
ocation as shovfn on the plat be given Dzeliminary _approval.

Pyr. Hite advised Mi. Rusic that any road work done with only
preliminary Planning Commission approval would be done at
his own risk.
V. OTHIR BUSINESS

A special meeting on December 14, 1963 at 10:00 A.M. was set to discuss
the Commercial District Zoning Ordinance.

Mr. Todd stated that he planned to attend the joint suburban land use
meeting with Bloomington and Eden Prairie on December 12 and invited
