Mr. gioisi.ngton reported that the site is located on Parklaum
Avenue immediately gest of the Pitney Bones building and South of the Oscar
Roberts property. The property is approximately two acres in size and
would accommodate 45 F-4 units if rezoned. Existing zoning in the area
consists of RI 3 to the west, R-1 to '.he north and 0-1 both to the south
and east. The moratorium on apartment rezonings has been extended to
October 1, 1969, which means Council could not act on this matter until
that time. The staff recommends approval of the rezoning for the reasons
stated in the staff report.
Mr. Ruel.:ater moved that the Ccmmisasion recommend approval of
the proposed R--4 ?oning for the following reasons,
1. Sai'6 rezoning is crsr:si.st.cnt with the plan for the
Roberts property which calls for R-6 and office
zoning north of the site its quess:i.tn.
2. Said rezoning i.a with our recent
recommendation to rezone”: the adjacent Rauenhorst
property from R--3 to R-4.

Mr. Hoisington also noted that the staff is of the opinion
ti:at the proposed use is good for the site. It has good exposure and will
provide: a needed service in the Grandview area. It does not threaten
creeping, commercialism since it is well contained by Highway 100 and
existing office, commercial and industrial developments in the area. The
staff recommends approval of the proposed rezoning for the reasons stated
in the staff report.
After some discussion, Mr. Huelster moved that the Commission
recommend approval of the proposed rezoning for the following reasons:
1. The requested rezoning is a logical extension of
existing C-2 zoning to the northwest.
2. A restaurant is an appropriate use for the site in
question and is generally in keeping with the more
commercial character of existing development in the area.

lir. Hoisington reported that the proponents are requesting a
zoning change to permit the construction of 16 to uliouse units on property
located on West 44th Street at the end oT Wast 45th Street. The property is
presently zoned R-1 cs are all surrounding properties. The parcel is
substantially crooded and is a desirable residential property. The proposed
snits are two stories in height and range from 2,000 to 3,0100 square feet
of floor area. All access will be from West 44th Street.
The requested R-3 ronin` wo"ld permit 28 units and would permit
zptartments to be cons�:ructed on the site, however, it might be wise to
impose additional t-asta:ic :i.o:as if the zoning is to be approved. The staff is
of the opinion L!U t the proposed 16 toa;nf Ouse units are highly desirable
for the site and is mar-. appropriate the present R-1 zoning. The staff
recorr.mands that the R-3 zoning by approved subject to the conditions stated

Mr. Fredt:ikeen is proposing to divide the east 120 feet fp:oii
his lot in order to create another lot on West 70th Street. The Planning
Caamf.ss .or., in November, 1968, indicated thea if the surrounding property
�•;nure indicated that they would not oppose thc division, the Commission
sao=old recommend its approval. Mr. Fredri.ksen has the approval of the
surrounding property owners and requests that action be taken on his
proposed lot division.

Mr. Hoisington reported that mr. Gue€.zkow would like to
divide his property Into two pnrcels. one lot would be 55 by 140 and the
other 60' by 1.051 deep at. €:he ;street, 50' at the rear and several variances
would be neceusary to make the rear property a buildable lot and it thus
would not be the moct appropriate division in the area. The staff recomcaends
denial of the proposed division.
