H. Hiatt, Sam Hughes, George Nugent and Cliff Johnson Staff Present: Fred Roisingtcn, Tom Loucks, Karen Sorensen 1. Appravalo of August 6,, 1969 Comission Minutes Mr. Hughes moved that the August 6, 1969 Comission Minutes be approved as submitted. Mr. Hiatt seconded the motion. Motion Carried. 11. LOT DIVISIONS 1. 4708 Golf Terrace. Lot -1 Block 2. Golf Terrace Heights Mr. Roisington reported that this division occurred,several years ago and a question hag come up about its legality. The proponent wishes that the easterly 135 feet of the property be legally divided from the westerly portion of the property. The staff recommends approval of the division. Mr. Hiatt moved that the lot divIsion be. approved. Mr. Nugent secondedthe viotion. All Voted Ave. Motion Carried. Ili. SUBDIVIS"t".'ONS SF -69-10 McPherson Additio-a. 'This three lot plat is located east of Olinger Road and ifest and north of Amy Dr: ie. The Councf.1 granted preliminary approval on July 7, 1969. The plat meets ell ordinance requizements and the staff recomme-nds filial approval. Mr. 13u -ht -s mvq,7ed that the Commission recomend final 0 approval of the plat. Mr. Johnson seconded the motion. All Voted Aye. Hot -Lon Carried. S"L-69-18 Andersi-n R. L. S. This two tract plate is located on the west side of Olinger Road southerly of VeKnon Axcn;e. The tract is 185 feet wide and 438 feet deep p. A ho:ise czxists an prapoaed Tract A and tho plat meets ordinance reqlAremeats. Tract A is 85 -'eet by 193 feet. The westarly end of the entire tract abuts the Edwards property. Edina Plaitairg Commission 1inutes -2- September 3, 1969 After considerable discussion about the size of the two tracts and how the southerly tract could be developed and the problems which could develop, Y1r. HuSbes moved that the Commission deny the requested registered land survey because of the peculiar shape of the proposed tracts and the uncertainty about how they will be used in the future. IV. SOU MEAST F.=`DXNA HEARING If Hoisington introduced Don Brauer of Brauer and Associates who gave a slide presentatioa on the Southeast Edina Plan Study. He noted that there are 45 land owners in the area and that 55 acres will be used for streets and access points; 89 acres for recreation and parks and open space, so 45% of space will not be developed. The remaining 55% will be divided into Regional Commercial; Service Commercial; Industrial, Low, Na['c:# = and High Deus3ity Multiples and Office. Mr. Hoisington noted that the Planniag Commissions of Edina and Bloomington had met a feet weeks ago and as a result of that meeting, the Edina Council had authorized the Planning Dapartment to submit plans and information to the Metro Council for their evaluation of Interstate 494 from 35W to County Road 18. `this effort is to be undertaken jointly by Richfield, Edina and Bloomington. There were many questions from Edina and Richfield residents about projected traffic, zoning, roadways and the type of development expected in th .s area. Cha.•s rcaau Griswold told the audience that the Village ordinances really control the type of development that can happen and that development is not anticipated for two to three gears on much of the property. Kc. Hughes noted that we can't do tsao sumach developing until the roadway system is takera care of. Perhaps we should urge that development not take place until the roadway system is done. If the highway department will riot build any roa?d3, maybe the nrea should remain R-1. tax. Hoisington then stated that the area will not, in any event, remain R-1 in character and that the plan must be adopted so that we will have a means to get necessary action from the highway departments said the Metro Council.
