Z-70--2 Johnson Brothers. R-1 Residential District to R-4 Mu1S ple
Residence District. N. W. corner Gleason Road and Crosstown Highway.
Nor. Hoisington introduced Mr. Johnson and his consultant Mr. Sam Poppleton
of Midwest Planning and Research who indicated that the Western Edina Plan
calls for medium density multiple on this site. Mr. Poppleton gave an
explanation of the proposed project. He explaned the amenities the tenants
would have in these prestigious apartment type dwellings. The present R-1
zoning is requested to be changed to R-4 with R-3 density. Mr. Poppleton
said that the site is 7.1 acres iii size and is located in the N W qua0rant
of Gleason Road and crosstown Hwy. The basic proposal is for 84 units,
which could best be described as a rental townhouse. The density is
basically R-3 at 11.1 units per acre. The reason for the R-4 request is
that all units will be in one structure. The building has been designed
to fit the contour of the land. A frontage road is proposed along the
crosstown highway, in as much as possible, within the existing right--of-tray
A part will be dedicated by the owner. Nothing can be done in the way of
final design until the grade of the frontage road can be determined. The
building would be two stories high on the west end and three stories high
on the east end. More than two parking spaces per unit will be provided.
After some discussion regarding parking, motion was made by Hughes and
seconded by Nugent to accept the proposal for study. All Voted Aye.
Motion carried. `
IV. LOT DIVISIONfS

Nig•. Hoisington recalled for the Commission that this matter hsa been
discussed at the February greeting and, tb,at it iras dontinued until -the
site had been viL'•i7ed by he Commission members. He indicated further
that it was the reco=er:dation of the Staff that the division be
granted to create an additional lot at the south end of Scandia Road
and Nordic Drive.
Mr. Hughes indicated his opposition to the division after ha�yiug seen
the site, and moved that: the division be denied for the follgwing reka3ons:
1) The people cvho purchased properties in the area did so in
reliance that existing platting would not change.
2) The new lot would not conform in terms of shape and utility
to other lots In the area.
3) The back yard of the new lot would actually be within the back
yard of the existing houses to the east and west.
