Mr. West indicated that the properties in question are locnbd in th., southwest
quadvant of West 70th Street along Highi--.-ay 100. It wa:3 reca.11!2d thair Mr. Bill Larson
of Midwest Planning and Research was present at the Septembe:f, 1970, Plannin.c.,
Commission meeting with an introductory proposal fo-.-- the area. Mr. West voted that
Davis & Associates are now requesting approval of a --i-Laquest '!or rezo-nine from R-1
Residential District, 0-1 Office Building District, and Planned Induitrial District
to 0-2 Office Building District, and have more detailed development plans at this
time. He added that they have come up with a scheme that they feel �JLs the best way
to accomplish the routing of traffic cut of the office building complex onto Highway
100 and West 70th Street, which is the biggest concern. at the present time.
In reply to Mr. Lewis, Mr. West indicntcd that the rezoiiixag request from R-1 to 0-2
Office BL.�ilding District for the properf.-,=owned by the Edina Evangelical Free Church
was withdrawn earl.-JIsr that day. He add,,. -d that it was his uudersta.nding that the
withdrawl is permanent, and thet the church has dec1.ded to .3' -ay in its preserit location.,
Mr. Howard Dahlgren of Midwest Planning and Rasearch -,jaL; pret;ent and recalled that ':he
properties in question total 47.2 acres, for -,,ihich Davis & k3sociates is requesting
0-2 Office Building District zoning to allow for a plaaried o?'fice dev�!lopmeni. He
indicated that the entire 47.2 acres isfi-wrned. by a sir -le co�.-porat'on which is a
partnership of the Davis firm and Tor: Be-rnnrdi.
Mr,, Dahlgren stated that a great deal devends on the qilestion of appropriate access,
and noted that they have been working w:fi:h tb3 Highway 1)epar1'-_manZ:, the N.,ine Mile Creek
Watershed District, variou ne ghborhocd groups, and tie Ediv,_ Evangelical Free Church
for over a year on. the proposal-. Ile stated that the basic p_-oposal with respf�ct to the

Office Building zoning instead of because lif they can build higher, they will be

Mr. Dahlgren stated that they have been working for over a year with i:he Metro U,S,,

to spend $1,750,000 over a three year period for utilities, streets, grading, digging
and landscaping of the pond (which will be completed before any bu.'J.dings are built),
etc, Mr, Dahlgren stated that there has been citzellent cooperation from e-veryone
involved, includivg tha neigabors, and added that. 'Chey have taker, a close look at how,
the heights of the buildings will relate to the surrou%ading area.
Mr,, Rianyan indicated that lie would concur with many of the points that Hr. Dahlgrer.
has n,,ade as far as the use of- the land and the open -,pace, but he added that the nu-I.n
problem is the satuxation of the area with autcmobilt. zraffic. Mr. Dahlgren agreed
and indicated that one reason that the problem is so serious is because all of the
traffic Is being handled by crossings w1hich were set up as an interum solution only
when the industrial park was first designed in 1961, Tle added that the situation vill
be alleviated to a. large a-.ctent after three '_Ihings occur: 1. when the 77th Street
interchange in constructed, the capacity to hnndle tral'fic movements �wiil be ten times
greater than it is new as a grade crosping; 2. w1ricn, 1:ho inerchangat, 70th S�reet is
constructed .,, which is prog-am-med for 1973, and 3. tl-la_� ultlmate construction of a third

Mr. Nest indicated that: the en,gineering firm :responsible for the construction of the
building has assured the Village that the structure being built is capable o:
supporting the addition^1 fifth floor.
'fr. Dick 1Sochi.nski of Rembrandt Constructors was present and stated that they have
explored the additional parking area. fie stated however that since the building has been
under cot: struction, they hz ve used half of than exist .nr parking belonging to Heritage
Manor, which has only been half full since co,zstruction began in August. fie added that
they feel from past experience that additional spaces are not needed, and noted that
they have not had any problem at the Manor. Mr., Mochins'ki indicated that they have added
one space per unit because they expect some car ownership with the addition of the
larger units, but added that the greater part of the traffic is generated by visitors.
1,1r. flit€cyan asked why the building will not have its own parking drive, instead of being,
serviced through the adjacent Manor parking lot. i`Sr. Mochinski 'replied that the struc
tures are under the same ownership, and added that; by using a comanon drive they feel
they can preserve more open space.
i1r. Sherman asked how tr.,e extent of the tnunicapal need for the additional six units
satisfies the extent of tie variances that will be necessary to approve the additional
floor Mr. Mochinski stated that the demand they have received for :larger and additional
units has brought about the request. 'qtr. Ihaelster asked if the variances that will be
necessary would replace the existing variances, and Nr. West replied that they are
actually the same variacces, however they will be granted for an R-5 district instead of
for an R-4 district.
Mr:. fluelster moved that the rezoning be approved subject to the granting of the
necessary variances by the Board of Appeals and Adjustments. MI.r. C. Johnson seconded the
