provided along the eastern property line, bermed and landscaped, and the townhouses
will surround a two story recreation building and outdoor pool. He reviewed the
preliminary layout and elevation view of each unit type and indicated the materials
will mainly be wood of a natural color and design. The proposal is for 100 units
(48 two bedroom and 52 three bedroom units), with 2 enclosed and .5 exposed parking
spaces to be provided per unit. Mr. Cooperman stated the units will sell for about
$45,000.
Mr. Frank Berman, 6152 Arctic Way, questioned the traffic generation and
pattern proposed for the entire area, and stated that this property must be con-
sidered
onsidered with the additional multiple rezoning requests pending. Mr. Dunn reviewed
the existing and proposed road patterns in the area, and indicated that there would
probably be no better place in the Village to handle more automobiles, as Vernon
Avenue is in a condition in that area to handle the traffic proposed and Olinger Road,
which is part of the state -aid system, is proposed to be extended. Mr. Luce
explained that Olinger Road and Vernon Avenue are state -aid roads which are designed
to carry a great deal of traffic, in this case eventually to the Crosstown Highway..
In reply to Mr. Berman, Mr. Dunn stated that Olinger, Boulevard improved is 36 feet
wide and Vernon Avenue as it is being improved will be 44 .feet wide.
Air. Hughes stated that the plan proposed will preserve the hill more than if
it were developed in apartments or single family homes, however., the density should
perhaps be reduced further. Regarding the traffic, he stated that a professional
traffic study should be conducted in this area to provide the answers necessary. Mr.
Hughes moved that the rezoning request be continued and that the Counission request
the Council hire a professional traffic firm to make a study incorporating the
increased traffic according to the projections in the area. Mr. Lewis agreed but
added that this should include all areas where proposals for multiple rezoning are
pending in the Village.
Mr, Robert Chance of 5804 Olinger goad, stated that a greater buffer should
be provided between the dwellings proposed and the existing single family zone. He
presented an alternative proposal indicating the pattern of development he would
prefer and stated that although it allows the development of a large portion of the
site in medium density dwellings, it would retain a lower density buffer immediately
adjacent to the single family area and preserve: the topography of the site. He
expressed concern that multiple rezoning would eventually be extended to the south
and east and surround his property on three sides.
Mro Luce stated that the Western Edina Plan does exist and should be appreciated
in that multiple development will not spread outside those areas presently designated
as such. Also, the developer has included the staff's suggestions that the site be
developed as one property and the units be designed for indiv:';dual ownership. Fie
stated that although the proposal presented by Mr, Chance could be considered an
appropriate use of the land, is would not lend itself to ownership on the entire
property.
Mr. Tom Lang, 5816 Olinger Road, requested that the minutes reflect the
concern expressed by the residents regarding the eventual increase of multiple zoning
beyond those areas presently proposed as such in the Western. is-dina Plan.
Mr. Huelster .veconded the motion made by Mr,. Hughes to continue the request
until such time as action is taken on the proposal made by the Edina Homeowners
Coalition and to recommend a professional village -wide traffic: study be conducted.
All Voted Ayes; Motion Carried.

III. IAT DIVISIONS:
LD=71 14 Lots 2 and -3. Onear Roberts First Addition„
Mr., Lure stated that the property is located in the Oscar Roberts area,
west of France Avenue, and is zoned OBD office Building District., tie stated the
request is to divide 41 feet from Lot 3 and add it to Lot 2, as the proposed
building for Lot 3 does not require the amount of property provi.red4, lie indicated
that several questions should be considered; namely, Hennepin Cour:ty will not
permit additional curb cuts on France Avenue and does not approve of jointly owned
curb cuts, an agreement was reached with the residentsthat two office buildings only
would be constructed on France Avenue, and the proposed division could permit a
further division of the northerly parcel, thereby creating three: lots zoned OBD
on France. Mr. Luce recommended that the division be approved as requested, however,
the Planning Commission should indicate that the parcel remaining to the north
cannot be further divided unless the access for all future office parcels is to
Gallagher Drive,
Mr. Fluelster moved that the requested division be approved with the under-
standing that the northern parcel remaining will not be further divided nor granted
additional curb cuts onto France Avenue. fir. C. Johnson seconded tree motion. All

Mr. Luce stated that the property in question is located south of the north
Village limits at the end of the Ann&jay Drive cul-de-sac;, He. indicated that the
proposed division would not create an additional buildable lots, but would divide
the easterly 21 feet of Lot 3 and add it to Lot 4, thus providi.rg better placement
for the new construction on Lot 4.
Mr. Ruelster moved that the requested division be approvcd,, -Aad Mr. C.
Johnson seconded the motion. All Voted Aye. Motion Carried.
IV, SUBDIVISIONS:
SF -71®9 Griffith Replat. (Griffith Addition.)
Mr. Luce stated that the property is located at the end of Wexford Road, and
indicated that the final plat is in accordance with the prelinir.:,ary plat approved
by the Commission and Council, He stated that Staz:f would recommend final plat
approval and also that fees in lieu of parkland dedication be accepted to .fulfill
the subdivision requirements.
Mr,. Huelster moved that the "Griffith Repla?-�" be granted final plat approval,
in accordance with the staff recommendation, and Mr. C. Jahnsan seconded the motion„

Mro Luce stated that both plats are located in the Edina Interchange Center
area; the Atwood Station Subdivision is located west of the MinYrespolis, Northfield',

and Southern Railroad, east of Cahill Road, and north of West 78th Street, and
the Metro U. S. Construction Subdivision is located east of the railroad, north of
Dewey Hill Road, and west of hush Lake Road.
Regarding the Atwood Station Subdivision, Mro Luce stated that the question,
of access has been resolved and is provided on the plat, as requested by the
Commission. He added that both final plats proposed are in conformance with the
preliminary plats approved.
Mro Hughes moved that the plats entitled "Atwood Station Subdivision" and
"Metro U. S. Construction Subdivision" be granted final approval, and Mr. Huelster
seconded the motion, All Voted Aye. Motion Carried.
SP -71-14 Londonderry.
Mr, Luce recalled that the proposed plat is for the Kremer townhouse proposal
located north of Fabri-Tek and east of Nine Mile Creek. He stated that the staff would
recommend final plat approval provided the dedication of Londonderry and Lincoln
Drives is received and indicated on the plat, and also that the Village receive
Lots B and D, and that which we need of Lot C.
In response to Mr. Frank Berman, 6152 Arctic Way, Mr. Luce explained that the
Londonderry Drive as proposed in this plat will not connect to the existing London-
derry Drive located to the east, and the creek will be bridged. Ile clarified that
PRD zoning has been approved for the site, and the owner is now requesting final
plat approval to implement the zoning.
Mr, C. Johnson moved that "Londonderry" be ;ranted fir..al plat approval,
subject to the necessary engineering specifications and the dedications required,
Mr, Iiuelster seconded the motion, All Voted Aye. Motion Carried,

Mr. Luce stated that the property is generally at the southeast corner of
West 66th Street and York Avenue, and is the result of further development and sale
of Outlot A, Southdale York Addition for a McDonalds Restaurant and a Firestone T.B.A.
Mr. Huelster moved that the proposed replat receive preliminary approval, and
Mr. C. Johnson seconded the motion. All Voted Aye, Motion Carried.
V, OTHER BUSINESS:
1. Windwood artments Lipihtine Plan,
Mr. Luce recalled that overall development plan approval for the Windwood
Apartments was granted, subject to receipt and approval of an exterior lighting
plan, Ile stated that a reasonable plan for overhead and walkway lights has been
received, and top lighting is being proposed in the center of the development to
accentuate certain trees.
Mr. Hughes stated that the lighting of the project could make: a great deal
of difference and he would like to see further detail of the lighting fixtures, etc.
Following further discussion, he moved that the matter be continued until further
detailed plans are provided. Mr. C. Johnson seconded the motion.. All Voted Aye.

Mr,, Lewis stated that this also should be continued until the advisory
committee is established and the proposes[ traffic study is completed. Mr. Luce
recommended that the matte_ by tabled to permit furt4er .study at the staff level
and Council action at a later date.
Mro Luce stated that 42 signatures have beea received on a petition requesting
additional egress -be provided from northern Paarkwood Knolls, as the traffic is
excessive on View Land and Schaeffer road and will become worse when the area is
developed to the north. IIe stated that several proposals are prere-,.tlq being
considered by the staff, and added that any coauaection of roads would be serving
the neighborhood only, as people will use the area for access and egress only and
there would be no through traffic. He noted that there are no collector streets in
the area presently, and this should be considered,,
Dr„ Lloyd Pearson of 5700 View Lane stated. that the traffic has greatly
increased over the last eight yearn, as basically, the reside-ntial streeta are being
used for collectors was access to Vernon Avenue and eventually to the Crosstown
Highway. Ile presented an aerial photograph with overlays to illustrat'.e the problem
and explained the patterns that exist and the potential traffic patterns that will
result following the completion of Walnut Ridge Park and the residential areas to the
northwest. Ike presented four possible solutions to the situatiou, as follows: 1.
Londonderry could be connected to County Road 13, however, although this would help
with future traffic, it would not provide: much relief to the existing situation;
2. Londonderry could be connected to Walnut Drive, which would require a small bridge
or culvert, and permit the residents to the north to get to the southern collectors;
3. the northern lots to be platted should have access to County Poad 18 or the traffic
pattern existing will be worsened; and 4� several resideatial s•,: eets could be closed
however this would not create a pe:.manent solution. Ila: stated that the situation
should be studied by the staff, as the traffic flaw existing is poor and unsafe.
Following further diseussion, 'Mr, Hughes moved rh:at the matter be continued
for further study by staff in conjunction with the proposed professional traffic
study. Mr. C. Johnson seconded the motion. All Voted Aye, Mo -ion Curried.
3. Adoption of Resolution for Edina Environmentz iCorina-�ssiono
Mr. Luce recalled the meeting, held with the environmental committee
regarding the possibility of establishing; an environmental qualivv commission. He
read a proposed resolution to that effect (ora file in the Planning office) drafted
by the staff in response to that discussion, and indicated that the resolution
reflects the concern expressed that the proposed commission will be a duplication
of duties presently charged to various Village and State boards, and also that the
commission will provide only social and not technical recommendations,,
Mr. C. Johnson stated that limiting the members to a percentage of experts
in various fields relating to the environment is not feasible,, as the co=,ission
is proposed to be made of nine members. It was agreed that in all instances;, the

fields. Mr. Hughey suggested that the proposed resolution be discussed with Mr.
John Telfer and the original committee, and also, that one member os the Environ
mental Quality Commission proposed should also be a member of the Edina Homeowner's
Coalition,

Mr. Luce clarified that the Commission could become a duplication of the
duties of various other Village and State boards and should thus be limited to the
technical aspects of planning and technical, not social, recommendations, Mr, C.
Johnson stated that he is on the Ad lioc Committee who proposed the commission and
added that their views are similar to those of the staff, as they propose appoint-
ment of the members, selected from experts in various fields, by the Village
Council,
Following additional discussion, the Planning, Commission generally agreed
that the resolution should be presented to Mr. John Telfer for his comments,
revised, and returned at the next regular meeting .for further consideration,
