Johnson seconded the motion. All Voted Aye. Motion Carried. 11. LOT DTVISIONS : LD -71-16 T.P.E. Corporation. _Perz_of qu_tkgt l„__Siou-Trail Addition. Mr. Luce stated this request was denied by the Planning Corwimission on April 7, 1971, and indicated that although the ordinzace allot -is a 60 day period in which the decision made could have been appealed to the Council, this appeal was not then made. The original request: has thus been returned to the Planning Commission for further consideration. He stated that the property in question is located between County Road 18 and Washington Avenue, north of Valley View Road, and is zoned Planned'Industrial District; although a portion of the property is included in Eden Prairie, the zoning and land use decisions for the site are con- trolled by the Village of Edina, Mr. Luce stated that about two years ago, T.R.E. Corporation received approval of a request to build four warehouses on the property; one building currently exists. Ile stated that the PID ordinance as written allcws certain advantages (mare lot coverage, etc,) for development of large areas of property so zoned. The division of the property as proposed, however, would reduce the amount of lot coverage allowed, and the plan previously approved would then violate several ordinances. An inadequate side yard would remain (36 feet is required and a 20 foot setback only is proposed) and the parking spaces provided would be inadequate (the proposal is for 94 spaces and approximately 130 spaces would be required if the property is divided). Mr. Hughes read the minutes of April 7, 1971, at which time the identical lot division request was considered and denied. He stated that a firm development proposal should be presented before this question can again be considered. Mr. Ronald Swanson of T.R.E. Corporation stated that the required parking spaces would not seem. necessary for this project, as the buildings will be entirely warehousing and not manufacturing. It was explained that the parking is required according to the ordinance, regardless of the presently proposed use. Mr. Swanson asked if the division would be approved if the buildings meet the required pa-rking and setbacks, and fir. Luce answered that Staff Mould have no qualified objections if the ordinance requirements are dried and variances are not necessary, however, the division as requested cannot occur with the large building mix proposed. - ID Edina Planning Commission 4- 17overiber 3, 1971 Mr, Luce clarified that because of the acreage Jircluded in, the e;risting property, more building coverage is permitted, however, if the lot is divided into smaller portions, a lesser amount of lot coveralge would be allowed and the original plan approved could not be implemented on the site. Motion Carried, III, SUBDIVISIONS: SP -71-16 Pres tk,�, A.. ,.Second AddItion. 11r, Luce stated that the proposed preliminary plat involves property east of County Road 18 (just north of the Penney's warehouse), which was recently rezoned Planned Industrial District and has had averall developme-Lat plark approval from the Council. Ile stated that --lencough the plat conforms to the approved devel- opment plans, several matters need clarification prior to final plat approval. Mr. Luce indicated that the staff woulet re-ce-mmend pre llminary plat approval provided that 100 feet on both sides of Hine Hile fte&.; is dedicated to the Village of Edina for parkland and open space, that a minor realignment of Lincoln Drive is made to conform with the remainder of Lincoln Drve to the south, and blot the appropriate sewer, water, street, and drainage ensoments are provided and agrt:ed upon by the Engineering Department. Mr. Luce stated that on November 1, 1971, the Village Council approved the establishment of the Edina Environmental Quality Cmimissien and requested the Village Attorney draft an ordinance to they. effect for second reading on November 15, 1971,, The ordinance submitted to the Plavning Commission in October was discussed, and it was agreed that it represents a favorable direction and should be incorporated in part into the ordinance drafted by the Attorney. 11r. Luce stated that he would request Planning Comission approval of the reiollsTion as a matter of record and for consideration by the Council. Follm7ing considerable discussiont it was agreed to adopt the resolution presented, incorporating several miuor changes Sugg :meted as follows: RESOUrflON WHEREAS, the Plznning,, Co -,mission lar the Village of Edina has reviewcd with the Ad 1 0 1 -A n a .Doc Enviro=eutal Cc= riitcee the proposal Co establis a E, virormental Cc= ission, and Edina Planning Conmission -3-- November 3, 1971 WHEREAS, the Planning Commission has been charged with the powers and duties related to the development and subdivision of land, including long range compre- hensive pians, and WHEREAS, the Park Board has been charged with the powers and duties related to the planning, development, and maintenance of parka, recreational and open space, and WHEREAS, the Nine Mile Creek Watershed District Board and the P-tinnehaha Creek Watershed District Board have been empowered by the State of Minnesota to review activities within their appropriate watershed districts and to make decisions concerning these activities applicable to the watershed, and XMERF.AS, in conjunction with the Village Council these authorized bodies have accomplished the preservation, conservation or acquisition for park purposes more than 1,000 acres or approximately 10 percent of the Village and that much of this land was acquired for protection of natural amenities and the enjoyment of the people of the Village of Edina, and WHEREAS, the proposal of the Ad Hoc Environmental Committee includes the creation of a new committee whose powers and duties would consist of plan reviewal as it concerns the social aspects rather than the technical aspects of the environment, and whose members would have an interest in the social environment and whose members would consult experts in the scientific and engineering field for needed information concerning the technical or scientific aspects of the environment, and that these experts are known and available to other bodies and staff of the Village of Edina, and WHEREAS, the Edina Planning Commission would value scientific and technical recommendations applicable to our environment, and, if social recoarmendations cannot be separated from technical recommendations those with social impact should be limited to architectural review and site location but not to land use or compre- hensive land use planning, NOW, THEREFORE, BE IT RESOLVED and recommended to the Edina Village Council by the Edina Village Planning Commission that an environmental commission be formed subject to the following: 1. That the commission be limited to nine environmentally conscious persons including a person knowledgeable in the field of real estate in the Village of Edina; and that two persons of this commission be employed or can otherwise demonstrate knowledge in the field of biology, errvironmental engineering, or a closely related scientific or technical field, that two members of this commission be employed or can otherwise demonstrate knowledge in the field of architecture, landscape architecture, or a related field which concerns itself with the cultural and physical envirotment; that a member of the Edina Planning Commission, and one of the Edina Park Board, be members of this commission, and 2. That the powers and duties of the proposed Environmental (duality Cormmission be limited to the scientific and technical aspects of our environment; Mr. C. Adoption of Resolution of _A�preciation for John S,. lioyj,_ Jr. Mr. Hughes moved that the Resolution of Appreciation for John S. Hoyt, Jr., be adopted by the Planning Commission as follows, Mr. Iluelster seconded the motions All Voted Aye, Motion Carried. RESOLUTION WHEREAS, DRo JOAN S. IIOYT, JR., has been a member of the Planning Commission of the Village of Edina since his appointment by the Edina Village Council, and WHEREAS, DR. JOAN S. HOYT, JR., has sewed as the School Board member of the Planning Commission of the Village of Edina since his appointment by the Edina Village Council, and has brought to the Planning, Commission the benefit of his educational experience and has given of his time and talents to the duties and responsibilities of the Planning; Commission, and 1,71JEREAS, DR. JOHN S� 110YT, JR., during; his period of service has contributed greatly to the orderly planning, growth and development of the Village of Edina, and has deservedly held the full respect and regard of his fellow members of the Commission, NOW, THEREFORE, the members of the Planning Commission of the Village of Edina an this third day of November, 1971, are privileged to express their high personal regard for DR. JOHN S. IRYYf, JR., and to extend their personal thanks to him for his devotion to the fulfillment of his duties and responsibilities as a citizen, as a School Board member, and as a member of the Planning Commission, and in so doing request that this Resolution be incorporated forever in the minutes of this Planning Commission meeting, 3. Pr_opoosed_Neighborhood Identification PropmLm. Mr,, Luce presented the "Neighborhood Identification Program8° proposed by the staff, which would attempt to create an interaction between the various neighborhoods, the Planning Commission and the planning staff, and will serve as a means to inform people of land use decisions in or adjacent to their neighborhoods prior to Planning Commission consideration. He indicated that this could help to eliminate unnecessary delay in the consideration of various planning matters, as items are often referred back to the Planning Commission by the Council because public hearings do not occur until the Council level. Mr. Luce summarized the program. Any residential neighborhood containing 50 or more residences (or the potential to grow to 50), or any commercial neighbor- hood contain:ing 10 or more businesses, will be eligible. Officers and a correspond- ing officer should be elected at a meeting held, and the neighborhood boundaries should be delineated. Mr. Luce stated that all corresponding officers will regularly receive the agendas and minutes of all Planning Corrmiission meetings, and will be notified of all rezoning, :subdivision, and variance requests made in or immediately adjacent to the neighborhoods. lie stated that by having the various neighborhoods organized and recognized by the Village, an understanding of both Village and neighborhood concerns and priorities will be facilitated and a educa- tional program will result. IIe added that the Neighborhood Identification Program will also permit access to resource speakers from both the Village and the various neighborhoods, and will enable the Planning Commission, staff, and neighborhoods to meet and interact at a more personal level. Edina Planning Commission -5- November 3, 1971 In reply to Mr. Huelster, who stated that this could serve as official recognition of a process that has generally been done in the past, Mr. Luce stated that the neighborhood organizations tend to grow old unless they are kept active in the planning process. Ile added that the program will work in conjunction with the proposed Edina Homeowner's Coalition, in that the same neighborhoods will be recognized. Mr. lluelster suggested that representatives to the Planning; Commission and Council be appointed by the various groups so a representative of the group is present at the meetings. It was suggested and agreed that Planning Commission agendas, specific in location and request, be made available for publication in the Edina Sun one week prior to the meetings Following considerable discussion, Mr. Hughes moved that the Planning Commission approve the "Neighborhood Identification Program." in concept and encourage its implementation. Mr. C. Johnson seconded tate motion. All Voted Aye. Motion Carried. 4. Edina Homeowner°s Coalition Progress Ite�ort. Mr., Robert Kasbohm, 6147 Arctic Way, Chairman of the Coalition, stated that since the October Planning Commission meeting several meetings have been held to review the position of the Coalition thus far. Ile indicated that on October 11, a volunteer organizing committee was formulated, who since then has made several drafts of the Coalition's by-laws. Mr. Kasbohm stated that the final draft of the by-laws will be finished during the following week, submitted to the neighbor- hood groups, and in turn presented to the individual homeowners. IIe indicated that by December 13, 1971, this process should be completed and the endorcement of the various neighborhoods can be received. Mr. Kasbohm stated that the first priority of the Coalition is to establish the neighborhoods endorcement of this principle and to elect a representative and alternate to the coalition, so that it becomes a representative body of the various homeowners associations. Mr. Kasbohm stated that the coalition's considerations will be much more broad than just land use, and added that it will not be a duplication of the existing; Village bodies. In reply to Mr. Luce regarding the Neighborhood Identification Program, Mr. Kasbohm stated that he would like the opportunity to take the proposal back to the coalition's organizing committee before it is implemented. It was generally agreed that if any controversial items are to be heard by the Commission before the January meeting, the Coalition will be contacted. No action taken. S. Traffic Study Resort. Mr. Lace recalled that action was taken at the October Planning Commission meeting requesting the Conn-cil contract a professional village -wide traffic study Ile presented a report prepared by Robert Dunn, Village Engineer, regarding the variolas village studies, Edina Planning Commission --6-- November 3, 1971 Mr. Dunn summarized the report, stating that on November 1, 1971, the Council authorized an agreement with the consulting firm of Dather-Ringrose- Wolsfeld, Inc., to conduct a village -wide traffic count involving 2 central loca- tions and about 150 other locations throughout Edina over a one year period. He indicated this is required every five years as a condition of Village participation in the Municipal State Aid gas tax program. He summarized also a new federal program, TOPICS (Traffic Operations Program to Improve Capacity and Safety), authorized by the Federal Aid Highway Act of 1968, in which the Village has been particlpatimg to the maximum extent possible. He indicated that although Council authorization on TOPICS to date has involved only Area 1 (that portion of the Village located north of the Crosstown Highway), an agreement with Hennepin County encompassing Study Area 3 (that portion located south of the Crosstown. Highway) has been requested, A!r. Dunn stated that the Council concluded the combination of the traffic count authorized on November 1, 1971, the TOPICS studies covering the entire Village, and an I®494 Corridor Study (being conducted by the traffic consulting firm of Daniial, Manu, Johnson, and Mendenhall in conjunction with the Village of Edina, Bloomington, Richfield, Hennepin County, the Metropolitan Council, the Metropolitan Transit Commission, and the Minnesota State Highway Department, in effect, constitutes an overall study, as recommended by the Planning Commission, In reply to several members of th Information available through the various data and, information to suggest solutions tions, and for specific access and egress that the various land case plans have been No further action taken.
