Mr, Luce indicated that consideratiou of thio request wes coEtiaued from
the regular January meeting due to the site of the property involved, He generally
explained the agenda format, The Southeast Edina Plan map was presented, and
the property location, surrounding land uses and zoning, the land use proposed in
the Southeast Edina Plan, ane? the Richfield city and school district boundaries
were indicated, Mro Luce stated that the consulting firm of Daniel, Mann, Johnson,,
and Mendenhall (DMJQ has been contracted by the Village of Edina, City of Richfield,
City of Bloomington, Hennepin County, tha StLte of Minnesota, the Netropolitan
Council, and the Metropolitan Transit Connission to do a traffic study an the
entire 1-494/Highway 100 corridor area, in which this property is included, Ue
stated that although the Southeast Edina Plan proposed regional commercial develop-
nent on the majority of this property and encourages high rise construction to
avoid storm drainage problems and to retaia as much open space as possible, the
information received to date from EAUM indicates that the lan4 uses described by
the Plan are still appropriate but the intensity and density should be substantially
curtailed because of the traffic problems,,
A Presentation by Developer,
Mr. George J. Ablah stated chat the consalting firm of Bather, Ringrose,
Wolsfeld, Inc. were contracted for this project, and briefly reviewnd their
credentials, He stated the following ground rules were established: 1n a thor3ugh
traffic study should be conducted of this area; 2. this study should then be
combined with the thOuShts of the Metropolitan Transit Commission, the Metropolitan
Planning Commission and Council, the Village, 11-A.P1, Hennepin County, etc., and a
conclusion developed for the best possible use for this property; S, the results
of the traffic study should be available is a documentod mznner; V they were

Syaare which would create and maintain the character and dignity of the residential

Mr., Dick Wolsfeld stated that in addressing the project, transportation
was divided into three major areas, as foliows: 1, what are the trip generation

analysis of the property, included in the staff report dated javuary 20, 1972, indi-
cating that signage, curb and median cuts, and the allcawable trips per acre= per
day will be limited, Also, those sites that abut the linear parkstrip should be
ancouraged to request variances perrnitt:i.ng closer const'ruccion to eliminate drives
and parking between the buildinIs and the porkstr:i.p, the multiple areas should be
