A motion to approve the Planning Commission minutes dated February 7, 1973, as
submitted was made by Mr. C. Johnson and seconded by Mr. Hughes. All voted aye. Motion
carried.
II. COMPREHENSIVE PLANS:
Western Edina Plan Amendment,
Kir,, Luce noted the Western Edina Plan sh(ris a diago-nal line through the tract of
land south of Fabri—Tek and north of the Edina West condominiums on County Road 18; he
haE, as Lamed this means this site is transitional and could be either industrial or
multip'-,.e residential. lie recalled that although the Plarraing Co=ission, at the january
meetine, instructed the staff to prepare an mendment to the Western Edina Plan for this
site tG allow an industrial land use only, approval of the amendment was postponed in
Februa-ry at the request of D.arrel, A. Parr, the option holder.
Yr,� Loren Galpin with Development Concept Corporation and Air, Jack Anderson,
represcating Darrel A. Farr Development Company, presented slides and discussed a mu7.ti—
ple verus industrial land use for the property in question, Mr. Galpin compared
schema-ica of industrial developments and of a multiple condominiwa development at 11.1
units Far acre, and stated multiple residential development is more appropriate on this
site t-t,.an industrial because it would better preserve and tatilize the hill and land,

. Luce recalled that the South Edina Ilan was continue=d at the February
meetin;_; pending a review of the proposed road system. by the Village Enginear.
17r. Robert Dann, the Village Engineer, presented a written report and reviewed
hie cox eats, comments by the Hennepin County Department of Public Works, and the
recommndations of the 494/1.00 Corridor Task Force and the Daniel, ?Mann, Johnson, and
Mendenisall (DMJM) traffic study. He recommended: 1. that 76th Street be retained on

laum north of 76th Street be extended easterly or northeasterly to York Avenue rather
than aoutherly to 76th Street; and 3. that theportion of Parklawn south of 76th Street

Kr. Don Brauer presented slides and a model built on an aerial photo to illus-
truce �. hat the building will look like in relation to the Surrounding development. He
revievie:d the area and function of the pond, the topography, vegetation, and existing
zoning, and pointed out the street improvements made and planned at the intersection
of 66th and France, already appreciably reducing traffic accidents. 'ite building will
be 2 -shaped. Two points of access are planned on France Avenue (Lae: estimated 1/4 to 1/3
of the trips from this project will use these two entrances), and one access point
will be provided on West 66th Street near the existing median cut (2/3 to 3/4 of the
trips will use that access, or about 3% of the existing traffic on West 66th Street).
Aar. Lloyd Bergquist stated 148 units will be sold (48 one -bedroom (1,000 square
feet),, .50 two-bedroom (1,600 square feet), and 50 three-bedroom units (2,000 square feet))
and L-vo units will be used for the management,, The units -will sell for $35,000 to
$75,000„ He described the various amenities to be prodded, the parking layout, build-
ing exterior, and typical floor plans.

Blake -Schaefer Plan.
Er. Luce announced that residents of the neighborhoods invosued have asked the
Village not to pursue a Blake-Schaeferr plan, No action was taken.

Lr, Luce reported a great deal of research was done by the planning interna
regarding the possibility of locating an armory in Edina. He sumaarired his report,
descri ad briefly the type of facility required, and noted that although. the federal
goverment finances 75 percent of the building, the municip-ality merit provide the
land (pproximately five acres)

'Revised Schedule of
Luce referred to a memorandum addressed to the Village Council and Village
Manager dated February 28, 1973, and enplained that a revised schedule -for Plauning
Commis!'lion and Environmental Quality Commission meetings would reduce the time necessary
for approval of certain developments by as much as cne to seven weeks (in effect, both
ComIssions would then meet before the first Council meeting (Monday) of the mcnth).
He briefly explained the existing Council, Planning Commission, and Environmental
Quality Commission schedules, rezoning and subdivision procedures, and the method
of setting public hearing dates, publication, and notification.
Following discussion, the Planning Commission agreed to revise their =eetins
schedule so that Planning Commission meetings will be regularly held the Wednesday
before the first Monday of every month,, The Euvironmental Quality Commission will
meet the previous Monday,
