Mr, Charles Freeburg, chai-tmar, of the Edina lousiag and Redevelopment Authority
updated the Planning Commission in regar-1 to the Au�*Iiority°s establishment, organiza_
tion and subsequent activities to determine the need i�or and examine the feasibility
of a redevelopment project in the 50th �md France business district- Ile recalled the
H,R.,A, has, specifically, established goals for this a-roa in cooperation with concerned
citizens and the local businessmen, determined a need to study the area, appointed
a Citizens Advisory Committee,, determined the businessmen will have to assume some
special assessment if a projEct is undertaken, and has contracted. with Bather, Ringrose,
Wolsfeld, Inc, (BRW) to develop a docum. crtation of the problems and alternative
solutions,

Hr.: Luce explained the City Council has asked the Planninp Commission to
detail their reasons f`or denial of a request in May,, >74, to amend the zoning,
ordinance to allow temporary retail sales in the Planned Industrial PistricV He
referenced the currenv stafF report and reviewed the staff's reasons for recommending
denial ok the earlier request to ane:nd the orxi.inanceu, as follows
1„ Heavv automobile traffic will use the rcads in competition with truck
traffic, diminish5pq the integrity of the planned induntrial zone..
2.. Adequate parh&R is not required or provided by ary use in the Planned
Industrial. District, and anv on -street parklug would make it impossible
for two trucks to pass safely.
3_ Because the health safety roquirements for a warehouse differ significantly
