THE EDINA PLANNING COMMISSION
HELD WEDNESDAY, DECEMBER 11, 1974

Staff Present: G. Luce, City Planner; T. Erickson, City Attorney; D. Schnobrich,

Mr. Luce recalled the H.R.A. and Peter Jarvis, the consultant, had appeared before ,
the Planning Commission several times in regard to possible redevelopment of the
50th and France commercial area, and a full presentation of the proposed concept
plan was made at the November 26, 1974, Planning Commission meeting.
Por. Luce referenced the 1150th and France Commercial Area Plan" booklet and noted,
three minor modifications to be included: 1. the letter from Peter Jarvis should be
dated December 3, 1974; 2. correction of a minor typographical error on page '33,
the third paragraph ("only"); and 3. the plan text should state on page 32 that the
existing overhead utilities will be underground. He presented a proposed resolution
stating the opinion of the Planning Commission on the H.R.A.'s redevelopment plan.
Discussion followed. In reply to Mr. Hughes, who felt a bottleneck would be created
between France and Halifax if 50th Street was narrowed as proposed to two moving
lanes, Mr. Jarvis presented a capacity analysis for 50th and France. He stated he
is confident the flow through this particular segment down two 13 -foot wide lanes
will be substantially improved and much smoother than it is at the present time due
to the on -street parking, left turn movements, and curb cuts on the north side of
50th Street (all of which will be eliminated and thus further reduce congestion).
The project cost, existing and planned traffic signalization, turning movements in
Edina as well as in Minneapolis, the "ring road" concept, the Red Barn site, and
proper signing to utilize the by-passes in Edina were discussed. Mr. Luce stated
the total project would cost about $3,000,000, of which $800,000 would be regained
by resale, primarily the parking ramp to the City. He clarified the existing south
side parking ramp would be purchased by the H.R.A. from the City of Edina, improved,
and then sold back to the City. Bonds would be sold to cover the remaining 2.2
million dollars, and those bonds would be paid off by the tax increment. He noted
additional funds such as state aid, community development and FAU (Federal Aid to
Urban Systems) funds are being sought to further reduce the project cost.
In reply to Mr. Hughes, Mr. Jarvis stated that while he is not optimistic that
Minneapolis will implement the ring road concept east of France Avenue, he is
optimistic about what Minneapolis will do in terms of design improvements to match
what is done in Edina; Minneapolis has, at least, indicated that the design
improvements at a minimum should be done because of the zero impact on the
Minneapolis residences and the support of the Minneapolis businessmen. Mr. Jarvis
indicated the signage and other design details will be developed in phase two of
the project.
Mr. Frank Coe, "one of the owners of the service station at 50th and Halifax proposed
to be removed", objected that he was just recently made aware of the plans for the
area and, particularly, for his business location. Mr. Luce apologized but indicated
he felt reasonable efforts had been made to inform all of the businesspeople on the
corner through direct mailings to property owners ("which Mr. Coe is not") and
through a series of meetings with the 50th and France Business and Professional

Association, the Chamber of Commerce, etc. Mr. Coe stated it is his "impression
that the building shown on the plan on 50th Street to the east of us will be built
east into Lund's parking lot, and our business is being taken to give Lund back his
parking. I don't see that our business should be taken for a new parking lot for
Lund." Mr. Vernon Belfanz of Union Oil questioned the relocation process and when
they would be contacted.
In response to Mr. Bright Dornblaser, "representing Dick Wiltz of the Citizens
Advisory Committee", Mr. Tom Erickson, the City Attorney, explained that the state
statutes creating the H.R.A. require that any modifications of the plan must go
through the same public hearing process as the original plan, requiring Planning
Commission opinion, H.R.A. approval, and City Council approval. The H.R.A. must also
conform with all zoning laws.
Following further discussion, Mr. Hughes moved the resolution of the Planning
Commission presenting its opinion of the redevelopment plan of the Housing and
Redevelopment Authority of Edina, Minnesota, entitled the 1150th and France Commercial
Area Plan", be accepted written as follows. Mr. C. Johnson seconded the motion.
All voted ave. Motion carried.
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF EDINA, MINNESOTA, PRESENTING THE OPINION OF THE
PLANNING C014MISSION ON THE REDEVELOPMENT PLAN OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF EDINA, MINNESOTA,
ENTITLED "50TH AND FRANCE COMMERCIAL AREA 'PLAN,"
DATED DECEMBER 3, 1974
WHEREAS, it has been the intent and desire of the City of Edina for many years
to improve conditions in the section of the City of Edina referred to as the 50th
and France commercial area; and
WHEREAS, the Housing and Redevelopment Authority of Edina, Minnesota (the
"Authority"), has now prepared a redevelopment plan for an urban renewal project
for the 50th and France area of Edina, Minnesota (the "Project Area"), entitled
1150th & France Commercial Area Plan," dated December 3, 1974 (the "Plan"); and
WHEREAS, the Plan has been prepared by the Authority with the cooperation and
assistance of the appropriate City departments; and
WHEREAS, the Authority has now transmitted the Plan to the Planning Commission
of the Citv of Edina for its study, and has requested the written opinion of the
Planning Commission on the Plan, all pursuant to Minnesota Statutes 462.515; and
WHEREAS, the Planning Commission has now studied and considered said Plan,
which consists of five (5) sections of text and nine (9) maps, as follows:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF
EDINA, that, having studied and considered the Plan, the Planning Commission, by
this resolution, advises the City Council, the Authority, and all interested
persons, that it is the opinion of the Planning Commission that:
1. The Plan provides an outline for the development and redevelopment of the
Project Area and is sufficiently complete to indicate the relationship of the Plan.
to the objectives of the City of Edina as to appropriate land uses within the
Project Area, and to indicate the general land uses and general standards of develop-
ment or redevelopment within the Project Area;
2. The Project Area is a deteriorated and deteriorating area within the meaning
of Minnesota Statutes 462.421, subd. 11;
3. The urban renewal project proposed by the Plan is necessary to eliminate, and
prevent the spread of, such deterioration;
4. The Project Area is subject to conditions preventing private development and
would not be made available for redevelopment without the governmental assistance
and financial aid proposed by the Plan;
5. The Plan affords maximum opportunity for redevelopment of the Project Area by
private enterprise consistent with the sound needs of the locality as a whole;
6. The objectives and purposes of the Plan conform to and are consistent with
the general land use proposals and planning objectives previously, from time to time,
established by the Planning Commission of the City of Edina for the development of
the Project Area;
7. The Plan should be approved by the Authority and the City Council of Edina,
Minnesota, and be implemented and carried out as soon as possible.
DULY ADOPTED BY THE PLANNING COMMISSION OF THE CITY OF EDINA, MINNESOTA, this
11th day of December, 1974.
