HomeMy WebLinkAbout1982 10-27 Planning Commission Meeting Minutes RegularMINUTES OF THE REGULAR MEETING OF THE EDINA COMMUNITY DEVELOPMENT AND PLANNING COMMISSION HELD ON WEDNESDAY, OCTOBER 27, 1982, AT 7:30 P.M. MEMBERS PRESENT: Chairman Bill Lewis, James Bentley, Len Fernelius, Del Johnson, Gordon Johnson, Helen McClelland, Mary McDonald, David Runyan John Palmer and Leonard Ring MEMBERS ABSENT: John Skagerberg STAFF PRESENT: Gordon Hughes, City Planner Craig Larsen, Comprehensive Planner Fran Hoffman, City Engineer Linda Eisen, Secretary 1. APPROVAL OF THE MINUTES: Community Development and Planning Commission Minutes of September 29, 1982. Len Fernelius moved for approval and Helen McClelland seconded the motion. All voted aye: the motion carried. 11. OLD BUSINESS: Z-82-3 Leo M. Evans R-1 Single Family Residence District to R-2 Two Family Residence District S-82-3 Evans Subdivision, Generally located south of Vernon Avenue east of Olinger Road and north of Merold Drive. Gordon Hughes explained that the proposal to place seven R-2 lots abutting Vernon Avenue and fourteen single family dwelling lots had been brought before City Council on Monday, October 18. That proposal included the extension of Wycliffe Road onto Vernon Avenue. City Council referred to Planning Commission and asked that the Wycliffe extension and the density be restudied. Del Johnson questioned the Council's position and Craig Larsen, the Staff member who attended the October 18th A-leetina, reported that of the four Council members present; one was interested in either cul-de-sacing or looping Wycliffe Road to eliminate it's extension, two were in favor of the road continuing though and one had no comment. Mr. Larsen also expressed that one of the members mentioned the density of the plan and two thought the number of lots would not present a problem. David Runyan wondered if this plan presented any area problems and Mr. Hughes reconfirmed the recommendation for one less lot on the westerly side. Mr. Runyan also inquired of the purpose for extending Wycliffe. Mr. Huohes stated that the Staff believes all planned roads should be exte::ded if possible for .emergency -vehicle access and to, create better distribution of traffic. Mrs. McClelland questioned if the lots in possible need of variances had been corrected on this revised plan. Mr. Hughes answered yes, with some minor lot line adjustments. Community Development and Planning Commission Minutes of the October 27, 1982 Meeting Page two James Bentley noted that there were streets in Edina presently blocked off from traffic. He felt this was contradictory to Mr. Hughes' previous statement. Mr. Hughes used the example of Lynmar Lane and explained that people were using Lynmar for a shortcut to avoid stop lights, therefore, it was blocked off. Mr. Bentley suggested the possibility of chaining off a street. Mr. Hughes informed that Wycliffe Road should not be left as a dead end but should be cul-de-saced. Upon Mary McDonald's request, it was noted that Wycliffe Road is snowplowed alone with all of Edina's streets. Roger Clemence, Leo Evan's architect, suggested that the Wycliffe dead end be left as is except for some grading since the cul-de-sac on the other side was somewhat higher. He also stated that the westerly lots were of sufficient size. He suggested that the new roadways be labeled "Vernon Drive", "Vernon Court" and "Vernon Circle" to avoid the problem of people looking for a "Wycliffe Court" in the wrong area. Mr. Larry Fischer, 5705 Wycliffe Road, offered his sincere compliment to Mr. Clemence for his reasonable compromise. Del Johnson stated his beliefs that Wycliffe should be extended. He felt it necessary for the distribution of traffic. John Palmer agreed with Mr. Johnson and the Staff. Mrs. McClelland also offered her approval commentingthat the extension was only logical. Len Fernelius felt the same. Mr. Larry Fischer argued that although that would leave Olinger and Tracy with a substantial amount of traffic, these roads were better equiped to handle that heavier traffic, whereas Wycliffe was not. Audry Clay, 5716 Wycliffe Road, explained that her house was located across from the Church and described the traffic generated by the Church. With the extra traffic coming from Wycliffe, it would present a real safety problem due to the blind intersections. Upon Gordon Johnson's request, Fran Hoffman estimated 300 new trips per day with the new development. With the extension of Wycliffe approximately. 250 of those trips would be directly to Vernon Ave. He went on to say he felt the traffic would be of no great impact on the neighborhood. Roger Clemence used the graphic to point out some examples of roads departing• from the main streets and looping back out to service only small . neighborhoods. Janet Fischer, 5705 Wycliffe Road, spoke further of the hill on Merold Drive. Often in the winter time people would slide through the stop sign at the bottom of the hill. She was also concerned about the blind corners. She argued that the property value would be 1owered if Wycliffe extended through. Community Development and Planning Commission Minutes of the October 27, 1982, Meeting Page three Mary Manning, 5617 Wycliffe Road, informed the Commission that originally the plan was to extend Wycliffe Road but the builders at that time approached Mr. Evans on the subject and were not allowed to build the street through his land. Since that time the neighborhood has developed and is now a completely different aspect with the Church and School. She felt the road should not be extended. Gene Rasschaert, 5629 Wycliffe Road, presented the point that it appeared as if the Commission was acting on the best interest of the people of the neighborhood. Although appreciated, this was not necessary he felt. They were generally happy with the neighbhood just as it is. Del Johnson replied that they must also consider the well being of those not in attendance even though Mr. Rasschaert argued that the interested parties were those present at the meeting voicing their own opinions. Charles Clay, 5617 Wycliffe Road, belived that Wycliffe would be used for a short cut if it was extended. Gordon Johnson disagreed. Larry Fischer appealed to the Commission to consider more closely the requests of the neighbors present. He suggested that only the neighbors could give an actua' report of the traffic in the area. Dennis Wegner, 5705 Olinger Road, pointed out that he had been opposing the rezoning proposal for 15 months and the Wycliffe neighbors had brought their objections forth more recently. He also opposed the extension. James Bentley moved for approval of the revised plan which illustrated a cul-de-sac street plan without the extension of Wycliffe. Leonard Ring seconded the motion. A roll call was taken. All ayes with the exception of Helen McClelland, Del Johnson, Len Fernelius and John Palmer. The motion carried. This proposal will be heard before City Council on Monday, Novemberl. III. NEW BUSINESS: S-82-4 Mikulay's Addition, Block 1 Replat. Lots 5, 6 & 7, Block 1, Mikulay's Addition, Lots 1 & 7, Block 1, Kesler's Hilltop. Generally located east of Wilryan and north of Crosstown Highway. Mr. Hughes reported that the proposed subdivision was a combination of several existing lots, a portion of vacated city street and excess right of way from State Highway 100. The proponent had agreed to replat the parcels in order to clear up the legal discriptions that result from the combination of parcels. This would not contribute to the problems the lot has at the present. Mr. Hughes recommended approval on behalf of the Staff. Helen McClelland felt that one of the lots in consideration was a neck lot. Mr. Hughes pointed out that it was already a neck lot with or without the subdivision. Community Development and Planning Commission Minutes of the October 27, 1982, Meeting Page four Approval of the subdivision of Lots 1 and 2, Block 1 was moved by Del Johnson and John Palmer seconded the motion. All ayes with the exception of Helen McClelland due to disapproval of the neck lot. The motion carried. LD -82-7 Lot 3, Block 6, Braemar Hills 9th Addition Mr. Hughes explained that the proponent requested a party wall division of an existing double bungalow. Separate sewer and water connections- are in place. Gordon Johnson moved for approval of the part wall division and Helen McClelland seconded the motion. A111 approved; the motion carried. LD -82-8 Lots 1, 2, Block 1, Oak Ponds of Interlachen. Generally located west of Blake Road and north of Fox Meadow Lane. Proponent has withdrawn the request. LD -82-9 Lot 7, Block 1, Lake Edina Village Replat. Generally located south of West Shore Drive and west of Poppy Lane. Mr. Hughes informed that the proponent was requesting a party wall lot division of an existing double bungalow. Separate utility services provided for each unit. Helen McClelland questioned if an easement would be involved due to the fact that one of the driveways overlapped onto the other lot. Mr. Hughes replied that since the Staff and Commission have allowed for room for the driveways, the actual location of those driveways would be handled between the property owners. James Bentley moved for approval of the party wall lot division and Len Fernelius seconded the motion. All in favor; the motion carried. IV. ADJOURNMENT: Gordon Johnson moved for adjournment of the meeting and John Palmer seconded the motion. All in favor; the motion carried. The meeting was adjourned at 8:30 P.M.
