I. APPROVAL OF THE MINUTES;
Mrs. Helen McClelland moved for approval of the
August 28, 1985 meeting minutes. Mr. Phil Sked seconded the
motion. All were in favor. The motion carried.
II. NEW BUSINESS;
Review of Accessory Use Regulations.
Mr. Larsen informed the Commission the City Council
recommended review and comment on the accessory use
regulations. Changes to the Zoning and Antenna Ordinances
must originate at the Planning Commission. Mr. Larsen
stated that staff divided the ordinances into 3 area's;
structures, vehicles and miscellaneous. To aide the
discussion Mr. Larsen used a graphic which depicted a
typical zoning ordinance minimum sized lot of 75 feet in
width and 120 feet in depth. The principal dwelling and
accessory garage maintain a 20% lot coverage.
A discussion ensued with comments on the following
items:
Mr. Larsen told the Commission the City has received
complaints in regard to skateboard ramps. Mr. Larsen
explained many of the complaints concerned a ramp
constructed on Wooddale and 70th Street that measured 16
feet wide, 34 feet long and 8 feet high. Mr. Larsen said
this is one item the City has little control over and is
only controlled by accessory structure setback requirements.
No change was made to the recommended 50 foot setback.
Mr. Larsen asked the Commission for their opinion on
the proposed change regarding playhouses, treehouses or
forts. Mr. Larsen stated staff would like the regulation to
read; "not in the front yard". The Commission agreed.
Mr. Larsen directed the Commission's attention to the
Nuisance Ordinance section on vehicles. Mr. Larsen
explained the new ordinance allows any number of vehicles
on the driveway as long as they maintain a setback of 15
feet from the curb. Recreational vehicles, boats, snow
mobiles etc., are legal uses if they are stored in the
garage or one may be stored on the driveway maintaining the
required 15 foot setback from the street and the 5 foot
sideyard setback. If there is a need to vary from the
ordinance there is a variance process. Mrs. McClelland
asked Mr. Larsen if there was a time limit on the variance
if a variance is granted. Mr. Larsen stated there is no
time limit attached to the variance because the Committee
took the position that as long as you own the vehicle the
variance is in effect.
The Commission focused their attention on the options
for recreational vehicles. The Commission agreed on the
following option:
Status Quo, i.e. in garage or on driveway within 15
feet of curb. Variance is needed for any other location
The Commission agreed with the ordinance on vehicles as
written, but would like to see vehicles stored in the rear
yard when appropriate..
The Commission stated they do not want wood piles in
the frontyard. Wood piles are to be located in the side or
rear yard with setback requirements stipulated by the fire
department and Mr. Larsen.
Mrs. McClelland requested that compost piles be limited
to the rear yard. The Commission members agreed with Mrs.
McClelland.
III. ADJOURNMENT
Mr. Runyan moved for adjournment of the meeting at 8:45
p.m. Mr. Sked seconded the motion. All were in favor. The
motion carried.
