Shaw STAFF PRESENT: Craig Larsen, City Planner I. APPROVAL OF THE MINUTES: February 27, 1991 Commissioner Runyan moved approval of the February 27, 1991, minutes. Commissioner Workinger seconded the motion. All voted aye; motion carried. II. NEW BUSINESS: At 7:30 p.m. Vice Chairman J. Palmer, called the meeting to order. 7:40 p.m. Chairman G. Johnson arrived. Amendment to Section 21, Ordinance 825, Floodplain Overlay District Mr. Larsen explained that the Minnesota Department of Natural Resources (DNR) is requiring cities to adopt revised floodplain management ordinances. The adoption and maintenance of an approved floodplain management ordinance is a requirement for eligibility for flood insurance. Mr. Larsen said the major difference between the existing ordinance and the proposed amendment is that standards are established for improvement within the floodfringe portion of the floodplain. He explained the floodplain is composed of the floodway and floodfringe. Activities within the floodway are severely restricted. The floodfringe is that part of the floodplain which can be altered without changing the established flood elevations. After a brief discussion Commissioner L. Johnson moved to recommend approval of the new floodplain ordinance. Commissioner Workinger seconded the motion. Chairman Johnson asked that the motion be amended to read that access should also be located above the floodplain. The amendment was accepted by Commissioners' Johnson and Workinger. All voted aye; motion carried. II. ADJOURNMENT: Commissioner Hale moved adjournment of the meeting at 8:35 p.m. Commissioner Johnson seconded the motion. All voted aye; motion carried.
