L ELM] �' r COUN z--7-68 50th and France: STATRMNTS OF OBJECTIVES AND POLICIES 'Khe objectives herein presented, form a very generalized frame of reference for future decisions in the 50th and France area. Policies logically follow and are a means to achieve the objectives. Policies are statements of what should be done to achieve, for example, the objective to minimize land use conflicts. The intent of tais report is to provide a starting point which is indicative of the direction we are going to take. You may disagree with many of these policies and objectives or you may feel teat some aspects have been overlooked. Through discussion, it is our hope that we can arrive at a set of policies that reflect the needs of the 50th and Prance area. Objective 1 There are three Alternatives which must here be considered: (.a) To intensify, expand, and diversify business activity. (b) To maintain present levels of commercial activity. (c) To diminish the commercial function of the 50th and France area. Policies: Obiective (a) (a) Convenience retail functions should be improved. (b) Specialty stores should be encouraged. (c) Commercial recfeaticnal facilities should be expanded. (d) Office and apartment developments should be encouraged. (e) Obsolete structures should be demolished or revitalized. Policies: Oiective (n) (a) Efforts should be made to correct existing p;roblaips through s�-reet and parking impro�vemenrs only. Policies: Ob ective (c) (a) Additional commercial activity should be discouraged. (b) Street and parking improvements should not be made. Barton Aschman Associates feel there 3s some basis for increasing the intensif-y and vitality of the area since there is apparently a market sufficie_rt in size and of such character to support business expansion. (b) The infiltration of comner.cial traffic into residential areas should be minimized. Narrative Policy (a) would entail the util.izat:ion of transitional uses and landscaping to minimize the trisual and anui.sance impact of commercialization on single family areas. Policy (b) might invol=ve the use of traffic di.verters, special intersection design, cul-de-sacs, etc. ©b active 3 To minimize vehicular and pedestrian conflicts and to improve traffic flows. Policies (a) Vehicular entrances onto ard exits from 50th Street and France Avenue should be eliminated, wherc practical, except at public roadways. (b) Hazardous and inefficient turning Movements should be prohibited throughout the center. (c) Areas principally dedicate6 to pedestrian movement should be separated from tho e uti?i.zed by vehicles. (d) Pedestrian ways should link.: the center together w8.ere feasible. (e) Maneuvering anus for Loading and unloading should be separate from those utilized for traffic and pedestrian movement. (f) A ring route should be constructed to relieve vehicular congestion on 50th Street and Fran.ze Avenue. All access to par".ing areas should be from this aewr ring route. It appears doubtful that a coordinated private effort to improve parking facilities would yield any tangible results. There are some serious space losses in the present parking arrangement which cpn probably only be avoided through public ownership. Policy (c) may suggest the eventual use of parking ramps to satisfy increased parking needs and policy (d) suggests an arrangement of parking based on trip purpose. Object ve 5 To provide an attractive, safe and convenient shopping environment and to improve the image of the area. Policies (f) f1h Structural im7ro»fei«ents sY:ould be encouraged to reflect a more inviting and vital character. Attractive, coordinated, Emd appropriate landscaping should be encouraged throughout the center. Appropriate and coc�rdinatcd street and area lighting fixtures should be required. Signs should be rigidly controlled. Efforts should be expended to knit the area into a unified and complementary complex through the use of plantings, arcades, decorative paving, benches, pedestrial walkways, etc. Loading facilitiec should be properly located and screened to minimize their disorderly and unci fitly ap earance.
