APRIL 5, 1967 Mr. Hite presented the proposal for 312 units in 8 buildings to be located on the southwest corner of W. 72nd Street and T.H. 100, just north of Edina Interchange Center. He noted that in 1962 or 63, the Commission had considered an R-3 request on this same property. The recommendation at that time was not to use the property, for multiple uses, but rather for office and industrial uses. The Village has received no further requests on the property until now. Mr. Donald 0. Nordblom of Johnson and Nordbloom Architects, presented a site plan of the proposed 312 units. He stated that multiple use was a good one in the area because many of the people employed in office and industrial areas were looking for housing.close to their occupations. He indicated that each building would have 39 units and that the breakdown was 2 three bedroom units; 96 two bedroom units and 192 one bedroom units. Parking, except for guests, would be under ground. Mr. Hite stated that the land use plan,for this area did not contemplate multiple dwellings, one reason being that there was insufficient sanitary sewer capacity. He suggested that the Commission accept the proposal for additional study and review. Mr. Lewis moved that the Commission accept the Johnson Bros. proposal for further study. Mr. Nugent seconded the motion. All Voted Aye. Motion Carried. PLANNING COMMISSION MAY 3, 1967 Mr. Hite presented his staff report outlining the history of the zoning and land use planning in the area of the petitioner's property and the existence of a sanitary sewer capacity problem. He recommended that action on the proposal be deferred until a new analysis of the sewer capacity situation had been completed. He said that this analysis would not be compled for about a year. Mr. Nordbloom, architect for the petitioner, and Mr. Frederick Johnson, owner of the pnoperty, both stated that the property had been purchased with the,thought that it could be developed for multiple family residences. Mr. Nordbloom suggested that perhaps the number of proposed units could be reduced by 25% to meet the sewer capacity problem. Mr. Johnson suggested that perhaps the sanitary sewer pipes could be enlarged sufficiently to handle the additional sewage flow. Mr. Johnson further stated that they were not interested in developing the property for any other purpose and that the Village would be much better off from a tax standpoint with apartment development. Mr. Huelster moved that further consideration of the request be deferred until such time as the sewer capacity problem was. settled. Mr.,Beegle seconded the motion. B Z-67-3 Johnson Bros. Page -2 Mr. Griswold said that his primary concern was that the petitioner's property was not combined for planning purposes with the other vacant parcels in the area. He said, that he would be much more receptive to the idea if someone could present an overall development plan for all of the area in question. Mr. Todd called for a vote on the matter. Mr. Huelster's motion carried unanimously. VILLAGE COUNCIL. MAY 15, 1967 Mr. Hite advised that Planning Commission had denied the request of Johnson Bros. for rezoning the S.W. corner of West 72nd Street and T.H. 100 from R-1 Residential District to R-4 Residential District. He recommended confirmation of action of the Planning Commission that the request be denied until a new analysis of the sanitary sewer capacity situation had been completed in approximately one'year.
