PARK BOARD MINUTES
SPECIAL MEETING - FEBRUARY 9F 1963
PRESENT: Messrs. Jacksonq Diercks, Greerg Lewist Stevens and Jacus.
OTHERS: Messrs. Rosland, Ko3etin, Hite, Perret, Brauer and Miss Voss.
L. PLANT'ING5
Mr. Diercks presented to the Park Board the proposed revised
planting plan. Mr. Diercks pointed out that the base bid-was
approximately $309000 worth of plantings and alternate I and alternate
2 were $99000 of plantings apiece. There was some discussion by the
Board as to the merit of the oaks and the guarantees of the various
plantings. It was suggested by 164r. Brauer that the Park; Board ask'
for a one year and a two year guarantee as well as no guarantee.
It was moved by Mr. Jacus that we advertise for bids on the
proposed base bid and alternates l and 2a submitted by Harrison
Brauer . Rippel with the one and two year guarantees. Mr. Giebink
seconded and the motion carried.
II. GOLF__COURSE BIDS
tdr. Diercks presented.the bid tabulation on the bids taken
February 89 1963. (See attached bid tabulation) J. A. Danens &
Son was the low bidder on the earthwork; C. W. Houle was low bidder
on the seeding and sodding with guarantee.
Harrison . Brauer . Rippel presented 3 alternate plans that the
Park Board could accept as to the direction they might take. The
first plan consisted of J. A. Danens 8 Son doing the complete work
with all the alternates in which the Village would absorb A deficit
of $560 over the $8259000 proposed budget.
The second alternate would be if the Village took the full
responsibility of all the alternates including the seeding and
sodding. This would leave the Village with a: proposed contingency
reserve of $38,325.60.
The alternate that Harrison . Brauer . Rippel recommended was
- the partial deletions, in which J.,A. Danens & Son would be awarded
the base bid and alternates A-1, AR2t, A-3a, A-4 and A-8 for a total
of $4129849.40. The seeding and sodding would be awarded
contract
to C. W. Houle for $459400.00; thus, with the irrigation work, the
plantings and the non-bid work, it would give the Village a total
proposed cost of $8209199.40 for the construction of its golf course.
This would give the Village a contingency reserve of $4,800.60
based on its anticipated $8259000 budget.

In compliance with the request of the Park Board at its last
meeting, Mr. Diercks called on Don Brauer to explain the peat
conditions at the golf course and what is being done to work with
it. Mr. Brauer stated the background that he and his firm have in
working with peat as an engineering soil. They have based their
decisions for the Edina Golf Course on their experience and the
studies made on peat as an engineering soil throughout the country
by other engineers and engineering firms.
1-9r. Diercks also pointed out that the Park Board is going into
the golf course with the understanding that peat can bring certain
problems. However, it is felt by the Board that all preliminary,
steps have been taken and that we have full confidence in our
architects and their decisions.
