PARK BOARD MINUTES
,TUNE 10, 1963
PRESENT: tflessrs. Stevens, Lewis, Adams, Giebink, Crinkley and Jackson.
OTHERS: Messrs. Rosland, Kojetin, Mrs. Johnson and Miss Voss.
I. Mr. Leans moved that the minutes of the April 1, 1963 Edina`
Park Board meeting be approved as written. Mr. Adams seconded
and the motion carried.
TI. BIRCEREST PARK F EE_I CE
Mr. Rosland stated that as a result of the last beard meeting
a letter was written to the Minneapolis Northfield & Southern Railway
requesting that a fence be erected along their right-of-way. A reply
was received from the railroad company that they would provide and
erect a 6.0" chain link fence In this area. The railroad company
stated that the fence would be erected 30 feet instead of 50 feet
from the center of their track. The railroad company offered to
lease this remaining 20 feet to the Park Board for the sum of $1.00
per year. It was the opinion of the board members that this Was a
' reasonable arrangements and if the Village attorney felt this lease
arrangement was possible, the Park Board should accept the proposal.
Pair. Giebink moved for recommendation to the Council that the
Village.lease the 20 Feet of the railroad right-of-way at B rchcrest
Park. h4r. Lewis seconded and the motion carried.
Pair. Rosland also reported that he had investigated the price of
erecting a fence on the property Eine of the Telford resi.donae adjoining
the park. He stated that a 60" chain link fence would cast approximately
$575. A discussion followed and it was the feeling of the board that
to erect such a fence would be setting a precedent which would be
difficult to follow. If any fencing is done9 it must be done by the.
property owner.
Mr. Lewis moved that the Paris Department should not install a
fence between the Telford property and Birchcrest Park.- tar. Crinkley
seconded and the motion carried.
III. GOLF_COURSE
A. Progress Reoort
r ft. Rosland reported that the irrigation contractor has moved in
on the site and work has begun. T D. Gustafson has been given a
15 day extension on his contract because the rebinding of the Earthwork

contract delayed the whole project 15 days. Mr.`Rosland reported
that the golf course seams to be moving fairly close to schedule;
however, a few days have been lost because of rain.- A discussion
followed on the golf course by.tho members of the Park Board as to
now types of grasses which withstand the fainter'kill which seems
so prevalent in this area.. kL-. Giebi.nk offered to discuss this
matter with several different people that are active in this field.
Mr. Stevens suggested that another golf course tour should be taken
by the boars. The time is to be chosen at a later date.
B. Club House_Reuort
Mr. Adams stated that to date three meetings have been held with
the architect. The first two meetings were very preliminary. At
the June 10th meeting some basic plans were presented for committee
d aauss ®n. fAr. Adams stated that the committee discussed these
plans and the architect is now drawing his second set of preliminary
plans for another meeting in about two weeks. far. Adams asked if
it would most the Park Board's approval if these plans be held in
committee unt-il the committee hos some concrete plans to present to
the Board. lea. Adams felt that these plans may be available for the
July meeting. The board agreed to the request by Mr. Adams.
G. Park Nasme
F.1r. Stevens stated that he has requested to the Council to defer
action on the park name so that the Park Board may make further studies.
IV. Olt M'�� JG '1XOL REPORT
Mir. Rosland presented a report on the summer activities registration
enrollment and a short pool summary as of the first week of operation.
(See attached form) Mr. Rolland stated that we are ahead In actual
• dollars over last year4s season pool tickets; and he also fully expects
to surpass the number of season pool tickets that were sold last year.
V BRCOMDALE PARK - BALL PLAYING
Mr. Rosl,and reported that there is a problems of larger boys
(13-14 year olds) playing ball at Browndale Park. The park is too
small to allow bails to be hit hard without the potential of a
broken window. It was the feeling of the Board members that pasting
a sign allowing no ball playing, to be enforced by police, was not
the solution to the problem.
After much discussion, Mr. Giebink moved that a tetter be written
to the parents in the neighborhood requesting that ball playing by
the larger children not be permitted. ' fit. Cri.nkley seconded and the
motion carried.

VI. PURCHASE QF LOT ATDIVI3 OIC & RUTLEDGE
Mr. Rosland stated that he is negotiating with 11,1r. Dahlin of
Glebe Investment who is representing the owner of Lot 2, Block 13
of Cleveland's Sub -Division of Enna Abbott Park:. The negotiated'
price of this lot is $1,375. Since this lot is in the 'over-all
plan for Division & Rutledge nark, and the price seems reasonable
it was,the feeling of the Board members it should be purchased at
this time.
Fir. Giebink`moved that Lot 2, Block 13 of Cleveland's Sub -
Division of Enna Abbott Park be purchased for $10375. Mr. Crinkley
seconded and .the motion carried..
VII. 3A2KSO d � BELWRE PARK
Mr. Rosland stated that Harrison m Brauer . Rippel are doing
some minor redesigning of this park. The original plans were made
several years go, and rpoxe land has since been purchased.` The
Water and Engineering Departments have been considering building -a
pump house on the northwest corner of the park and this would also
have to be included in the over-all development of the park.
h1r. Rosland reported that the Board should have some concrete plans
at the July Board meeting
in regards to these developmenta.
Mr. Crinkley moved that the meeting be adjourned. Mr. Lewis
seconded and the motion carried. f4eeting adjourned at 9:00 P.M.
