'HIGHLANDS..PARKe
The residents along the north boundary of Highlands Park Neve
requested permission to dredge to a depth of two or three feet the =
shallow .pond ng area in the park, property which adjoins their property.` 4
They have .also stated they will contribute $300 for this work.
Mr. French said there is no outlet for the storm ponding area and, '
according to the Village Engineer, it is riot advisable to reduce thee
water ponding area without an outlet. At the piesent,time the area
west and north of the park drains into this pond. Therefore, the
s.;
dredging would enhancethe storm�;drainage area. At this time of year
the area does not have;any water in it but is very soft, muddy ground...
Dredging would cause the area.to hold water at all times and be of
benefit to the wild life existing in that areae
Mro Giebink 'stated his belief that the area is of'no,value now
and should be either filled or dredged to be of any benefit to the,,'
park area.
Mro Stevens asked if the dredging would enlarge the ponding area
and W-. French replied that it would. Also, an island would be created
by the dredging. ktr. Stevens then asked if°it will be., possible to
dxedgethis area without breaking the °seal as was done in another part
of dirior Lake, and if the seal is broken would the pillage be respons®
ible for the cost of repairing ito Mr. French said the Village probably
would have to pay, for the repair of the seal if it is broken but that
we should be able'to test the ground now without soil borings and that a
two or three foot depth probably will not, be deep enough to break the
seal.
During the discussion the f"act was brought out that the residents
will be able; to landscape so the other people will be unable to tell
where the pTivate'property ends and park property begins and will be
hesitant to use the 15 foot park strip to gain access to the rest.of,
the park. �. Hill suggested the residents should be told that pasts
probably wiI] be erected in the course of time to mark the park boundary.`
h'tro French suggested that perhaps some low unobtrusive markers could be

placed to denote the park boundary and the pedestrian easement up to
Interlachen Circleo

this job done, and provided the seal will not be broken, we- should;
