HomeMy WebLinkAbout2013.07.16 MinutesMINUTES COMMUNITY HEALTH COMMITTEE MAYOR'S CONFERENCE ROOM JULY 16, 2013 AT 6:30 P.M. CALL TO ORDER The meeting was called to order at 6:41 by Chair Doscotch. II. ROLL CALL Answering roll call members were Kumar Belani, Kristin Connor, Matt Doscotch, Alison Pence, Janet Johnson, Mary Jo Kingston, Nadia Martyn, Helen Risser, Joel Stegner and Staff Liaison Laurene Draper. III. APPROVAL OF MEETING AGENDA Member Belani approved the motion. The motion was seconded by Member Stegner. All voted aye. N. ADOPTION OF CONSENT AGENDA There were some proposed changes to the minutes from the June meeting. Member Martyn approved the motion to amend the June Meeting Minutes. Member Johnson seconded the motion. All voted aye. V. COMMUNITY COMMENT No comments at this time. VI. REPORTS/RECOMMENDATIONS 2013 work plan — Member Pence spoke to Mary Brindle from the City Council regarding the health policy language that was amended at the June meeting. Brindle was pleased with the work being done by the Committee. Brindle indicated that she did not know what the next steps were on their end. Brindle's suggestion was that in the Innovations section the word "schools" be added. Last page: additional question: Does it (proposal, project or decision) support individual community health efforts? Physical, social OR (not and) mental wellbeing. Advisory communication document will be used as the as coversheet to the document. It will cover the recommendations to mission, vision, health consideration questions. The City council be asked to adopt this document. Chair Doscotch read the memo he authored asking the City to incorporate CHC changes. This ensures the City's decision making supports the mission statement. State agencies are also adding health policies which could be added to this memo. Document was approved with amendments — Member Belani approved the motion and Member Stegner seconded the motion. The document should be completed by July 24, 2013. There was a discussion of the working matrix. Youth Group was discussed by Chair Doscotch and Member Martyn. Alcohol/Tobacco/Drug use — they identified two major gaps — 1) The huge increase from 91h to 12`h grade in cigarette and alcohol use. Recommendation was to talk to chemical health coordinators at school and work with school district. They could be shown the state statistics. Drug coordinator from school should attend the CHC meeting to give an update. 2) Nutritional obesity — there is a significant gap between free/reduced lunch and those that don't receive it. Focus is on lower income population. Work with Bloomington Health Department, SHIP AND WIC to discuss healthy choices. Work with school district. In the Maternal and Child Health section, they were not confident numbers are right. Bloomington showed drop in numbers. Eighty three percent of women received prenatal care in 2010, 71 % in 2012. One area of concentration could be to capture the maternal area — immunizations can be discussed before birth. Member Stegner had a discussion with SHIP regarding immunizations — the goal is to get children immunized by age 3. There is a pilot but not in this geographic area. Focus on school readiness. SHIP can fund immunizations — a resource the city can use. Health in Edina is relatively good but it can be improved in areas. Mental illness was put in with social/emotional wellbeing. Member Connor raised a concern about prescription drug overuse and sharing. Statistical measures are available in the 2013 report. It is hard to capture 12`h grade population when it comes to tobacco since many students are over 18. Member Stegner said it would be helpful to indicate why a section was not an area of concentration when working on the matrix. The challenge was how to segment all the "stuff." City code allows subcommittees of 3 or less that can meet outside of this forum. Subcommittees are 1) youth and general health and 2) senior 65 and up. Member Connor indicated an interest in working with the senior group with Members Pence and Johnson. Living Streets Overview Mark Nolan — City Transportation Planning and Jennifer Janovy The Situation Today.... The city is responsible for 487 lane miles of roadway. The cost to maintain is $5 to $9 per year. The city will likely replace 120 lane miles over the next decade. Between 2009 and 2012 the city received an average of 96 resident requests to look into traffic safety issues. Edina has the largest percentage of residents over age 65 in the metro. Twenty five percent of Edina residents are under 18 years old. Storm water runoff from paved surfaces contributes to pollution in local waters. The City is responsible for 671,620 lineal feet of storm sewer. Costs are predicted to increase more than 30% due to state and federal watershed restrictions. Living Streets goal is to balance the needs of motorists, bicyclists, pedestrians, and transit riders. Transportation utilizing all modes is equally safe and accessible. Living Streets is forming an advisory commission. Mark asked for a member of the CHC to volunteer for the Living Streets committee. The goal is to complete the Living Streets plan in 2014. Living Streets will tie in well with CHC Policies. Contact Mark Nolan with questions. Back to Sub Committee work — It is good to focus on a limited number of things. Areas are nutrition and physical activity and behavioral health. There are obvious problems that can be gotten "right on to". Nutritional and Physical Activity — among adult population 50% are obese or overweight. This is driving up health care costs. Most people don't understand where their weight is compared to the ideal. Doctors/patients can focus on this. It isn't talked about as much as other things. Get people to know what their BMI is and talk to their physician about it. If BMI is out of line, set a goal. Obesity has been identified as a disease. Member Belani suggested BMI checking like cholesterol checking. It was suggested by Member Stegner that a website for community health could have a BMI calculator. People need to understand what the consequence may be (i.e. diabetes), etc. There could be links on the website to other information/services. Provide information to the degree the committee can to the community. Put statistics on the website. Information of this type may already be available through Bloomington Public Health accessible by a link. Nutrition classes could be available given by Bloomington dietician. Edina's Health Department is working on a blog and a newsletter. Education is needed for the community — they likely don't know about Bloomington Public Health and the services it provides. Senior Group — Members Pence and Johnson. They are focusing on nutrition, physical activities, diabetes, and mental/social wellbeing. Ruth Tripp has invited the committee to a SHIP meeting on Tuesday, July 23 from 2 to 4 pm at the Edina Library Meeting Room. They are looking for insight and input on their next SHIP plan. Other meetings are in Bloomington July 22 from 2:30-4:30 at Fire Station 1 and in Richfield on Thursday July 25 from 3 -5, Augsburg Library Meeting room. Staff Liaison Draper will e-mail meeting dates and locations to the Committee. The question was brought up of how many people are connected to the Edina Senior Center. There are about 10,000 seniors in Edina. How many does the Senior Center serve? VII. CORRESPONDENCE AND PETITIONS None. VIII. CHAIR AND COMMITTEE MEMBER COMMENTS Chair Doscotch asked that committee members think about the 2014 work plan that needs to be submitted in September. Is group actively working to implement these things? Member Stegner asked would a specific survey get the information needed? Is more information needed? IX. STAFF COMMENTS The Human Services Funding Task Force would like one member of the CHC to participate. Voluntary — not required. They will need to know by August 30. Task force with gather for meetings October 2, 16, 30 and November 4. Edina Schools is interested in grant partnership for a SHIP grant. It would like to partner with the City. Staff Liaison Draper let them know the group will be interested but has not heard back from them. Bush Foundation Innovation Grant impacts the senior population. Staff Liaison Draper will forward information to Senior Subcommittee. The Health Department Newsletter draft was passed to the group for review. This particular newsletter is geared toward the food service industry and will also be on the City website. The hope is to expand to other areas. Between now and next meeting, for 2014, work on ways to refine information (fill in) and also some individual tasks. August 20 meeting is at the Senior Center. 6:30 pm. Will there be a televised meeting? It is typically in October. Is usually a presentation not a working meeting. It is not conducive to doing real work. X. ADJOURNMENT Member Martyn approved the motion and Member Johnson seconded the motion for the meeting to be adjourned at 8:32 p.m.
