MINUTES OF THE REGULAR MEETING OF THE EDINA HERITAGE PRESERVATION BOARD HELD MARCH 13, 1978 at 7:30 P.M. EDINA CITY HALL CONFERENCE ROOM Members Present: Foster Dunwiddie, Chairman, Tom Martinson, Maryann Herman, Paul Muche, Betty Paugh, Gordon Stuart Staff Present: Harold Sand I. Historic Survey Mr. Dunwiddie introduced Mr. William Scott, the consultant chosen to perform the survey and Mr. Jeffrey Hess, Historian, who will be working with Mr. Scott. Mr. Dunwiddie explained the Heritage Preservation Board's advisory role with the City Council and the responsibilities of the Board as defined by ordinance. Mr. Scott inquired about more specific direction the Board would like to take on the survey. Mr. Martinson said he would like to see the survey explain what is good and bad architecturally with all areas of the City. The survey should cover all time periods and point out exceptional buildings. Mr. Scott explained the different approaches that could be taken including a block by block record of the architecture present in the City. A historical tracing of the earliest buildings in the City or a survey limited by a specific time period. Mr. Dunwiddie said that the approach should be a record of significant buildings that remain from earliest times and an analysis of groups of buildings right up to the present time, pinpointing areas such as Morningside and discuss its qualities. Individual structures that should be recognized because of the architect or the particular design qualities should be covered. Mr. Martinson said he would like to provide a base of information for future historians perhaps through a series of base maps that show growth patterns in specified times. The growth patterns define districts with various architectural merit. In addition, there are a number of individually significant buildings. Mr. Hess explained that to a certain extent, the results of the survey is dependent upon the sources of information available. Old building permits, newspapers and telephone directories were discussed. Mr. Dunwiddie said that the final report that they prepare will hopefully be suitable for adoption by the City Council for planning purposes. The report should have some official status and should be useful as an educational tool. Heritage Preservation Board Minutes Page Two March 13, 1978 Mr. Dunwiddie suggested that an advisory committee composed of longtime residents like Dudley Parsons, Louis Green, Bill Duggan and Carl Marth may be helpful. Mr. Scott indicated that they have a better idea of the direction in which to proceed and they will report at the next meeting. II. Sister Cities International Mr. Sand reported that SCI has responded that Edinburgh, Scotland has recently affiliated with San Diego, California and that it may be some time before they would want to affiliate with another city. The Board considered other cities interested in the program and decided further discussion would be necessary. III. Baird House 4400 West 50th Street Mr. Dunwiddie presented a copy of the nomination to The National Register of Historic Places for the Baird House. The Board accepted the nomination for study. No further action taken. IV. Next Meeting Date: April 13,1978 at 7:30 P.M. VI. Adjournment Mr. Muche moved the meeting be adjourned. Mr. Stuart seconded the motion. All Voted Aye. Motion Carried.
