Next Regular Meeting Date: June 8, 1978, at 7:30 P.M. VI. Adjournment. t MINUTES OF THE REGULAR MEETING OF THE EDINA HERITAGE PRESERVATION BOARD HELD MAY 11, 1978, AT 7:30 P.M. EDINA CITY HALL CONFERENCE ROOM MEMBERS PRESENT: Foster Dunwiddie, Chairman, Gordon Stuart, Paul Mucke, Tom Martinson, -and Maryanne Herman. STAFF PRESENT: Harold Sand, Assistant Planner I. Approval of the Minutes: February 9, February 23, April 13, and March 13. Mrs. Herman moved the minutes be approved as submitted. Mr. Stuart seconded the motion. All voted aye. Motion carried. II Historic Survey. Mr. William Scott withthefirm of Setter,Leach and Lindstrom, Inc., and Mr. Jeffrey Hess, consulting historian, were present to discuss the pro- gress they have made. Mr. Hess said that he has investigated and indexed the information that is available in the following sources: Edina City Hall, the Minnesota Historical Society, the Hennepin County Government Center, the Edina Historical Society, Foster Dunwiddie's files, the Minneapolis Public Library History Section (Dorothy Burke, Librarian, helped Paul Hesterman who has indexed all Edina articles from early periodicals), and the University Willson Library and Architecture Library and the Northwest Architectural Archives. Mr. Hess said he has also had introductory interviews with Jack Liebenburg, Sam Thorpe, Jr., Carl Hansen, and Dudley Parsons. He said he plans to check with the Hennepin County Historical Society, Mark Hurd Aerial Surveys, and Paul Hesterman. A page by page survey of the Edina Crier and the Minneapolis Realty Newspaper will be done. Mr. Hess said that most of the sources he has checked do not have a large amount of information. The Edina building permits have virtually nothing prior to 1950. The most consistent information comes from the Edina Assessing Department property records; the Bicentennial Historic Markers project has also been helpful. Mr. Dunwiddie suggested the records of the Minneapolis, Northfield, and Southern Railroad.and the Twin Cities Rapid Transit Co. could be checked as a possible source of information. Mr. Scott said that after this review of sources of information avail- able, they are able to propose a format for the survey and the most pro- ductive emphasis on their activities. He said they would propose the study focus on the built environment of existing structures. as opposed to historical sites. The date is recent enough to include Southdale but eliminates essentially contemporary structures that are difficult to evaluate without bias. The emphasis would be in defining the chronological growth patterns for the city. Mr. Hess said the development patterns would be based upon a study of plats and construction dates and will provide a visual display of development. The study will provide a historical perspective on the built environment on which they can survey the city and make styl- istic judgment. Mr. Sand suggested that it would be useful for planning purposes to include buildings constructed after 1955 in some form not necessarily with the detail of the remainder of the study. Mr. Dunwiddie suggested that perhaps this can be accomplished by listing award winning buildings. Mr. Dunwiddie suggested that they contact Louis Green, Carl Marth, Bill Duggan, and Ed Ryan for oral histories. He also suggested they con- tact some of the older members of the Minnehaha Grange and they should con- tact Mr. Ringsrud about other members to contact. Mr. Sand said that Frank Cardarelle's mother has been suggested as a good source. Mr. Scott said the time framework that they would like to work with will last beyond the July dates discussed perviously. Through May.22, they would research Assessor's files, plat research, and interview people. During the second week in June, they will prepare maps. During the third week in June, they will complete the Assessing Department research. The research will.`be completed and they will'be prepared to outline the report in depth at the July 13th Heritage Preservation Board meeting. They would be prepared to present the final report at a meeting on August 10. The Board generally agreed that the format and time framework proposed was acceptable. III. Baird House. 4400 West 50th Street. Mr. Dunwiddie reported that Mr. and Mrs. Dickenson Wiltz have re- cently offered the house for sale. He indicated the reports on historic and architectural significance were available. The Board generally agreed that the structure should be considered for rezoning at the earliest possible, meeting and that Mr. and Mrs. Wiltz should be notified of the meeting. IV. Grimes House. 4200 West 44th Street. Mr. Dunwiddie said the Grimes house was also for sale. It is interesting to note the house sold for approximately $87,000.slightly over a year ago and the current asking price is approximately $140,000. He noted the historic significance was prominently displayed in the advertisement and the archi- tectural drawing by Mike Lowe was also included. The Heritage Preservation District designation does not appear to restrict the property value. f Heritage Preservation Board 5-11-78 Page 3 V. Next Meeting Date: June 8, 1978, at 7:30 p.m. VI.
