Adjournment MINUTES OF THE REGULAR MEETING OF THE EDINA HERITAGE PRESERVATION BOARD HELD TUESDAY, SEPTEMBER 23, 1980 AT 7:30 P.M. EDINA CITY HALL COUNCIL CHAMBERS Members Present: Chairman Foster Dunwiddie, Tom Martinson, Betty Paugh Staff Present: Harold Sand I. Publication of Historic Building Survey Mr. Sand advised the Board that he has received the ISBN number and the Library of Congress card catalog number. He also indicated that Mr. Scott was not planning to make a presentation to the Board at this meeting. Mr. Dunwiddie said that he has talked with Jeff Hess recently who indicated that the work was on schedule. No further action was taken by the Board. ll. Country Club District Research Project Lynn Spaeth of Heritage Preservation Associates was present to discuss the progress of the research. She presented slides from her recent trip to Kansas City, Missouri to study the Country Club neighborhood in that city. The Kansas City Country Club was developed by Nichols starting in 1907. The area was developed following the extension of a street car line similar to Edina. The neighborhood consists of period revival architectural styles similar to the Edina Country Club, however the dwellings generally have a southern influence in design. The Kansas City Country Club has a considerably different spatial character because the lots are very large, the dwellings maintain very large setbacks and the dwellings are a grand scale compared to the Edina Country Club. Lynn Spaeth also had slides of the formal gardens developed with the project and an adjacent commercial district called the Plaza that was developed in 1922. Mr. Martinson added that the Plaza is the second oldest shopping center in the United States. Lynn Spaeth said that the survey field work was 90 percent completed, the photography was 75 percent complete and the historic research was 25 percent complete. She presented copies of the survey form and completed forms with photographs. She indicated that the records in the Assessing Department do not have dates for all of the dwellings and the insurance maps are not early enough to provide any construction dates. Foster Dunwiddie commented that there may be some concern at the State Review Board about the 50 year cut-off in the National Register criteria and it may be important to establish the percentage of dwellings that were constructed more than 50 years ago. The air photos may be useful in this analysis. The Board discussed the survey forms, photography and classification of the various architectural styles. The date of the neighborhood meeting was discussed and a date during the week of November 10 or 17 was suggested with a later approval by the City Council and a hearing before the State Review Board in January or February. Other Business Foster Dunwiddie advised the Board that he was placed on the Wooddale School Use Committee. The committee visited the Lennox and Brookside Schools in St. Louis Park. The Committee was making progress on under- standing some of the potential and the problems of the re -use of the structure. The school is included as part of the proposed Country Club National Register District, Mr. Martinson indicated that he may have located another house that was designed by Architect Royal Barry Wills. The house is located at 5804 Crescent Terrace. He said that a review of the Building Department records did not indicate who was the architect. He is continuing to investigate the question by contacting the builder or former owner. IV. Next Meeting Date: October 28, 1980 V. Adjournment: Mr. Martinson moved the meeting be adjourned.
