EDINA HERITAGE PRESERVATION BOARD HELD
FEBRUARY 14, 1980 AT 7:30 P.M.
EDINA CITY HALL CONFERENCE ROOM

I. Minnesota Historical Society Grants:
Mr. Sand advised the Board that the two grant applications
submitted to the Minnesota Historical Society have been approved. The State
portion of the grant will be forewarded with a letter of approval. The Federal
portion of the grant will be issued upon documentation of expenses.
Mr. Sand indicated that the Country Club District Research
project was funded with $1250 from the state, $2,500 from the Federal Government
and a required local share of $1,250 for a total of $5,000. This amount was
reduced from the grant application total of $9,500. The grant review committee
felt that the costs can be reduced somewhat b;t donated labor from members of the
board and residents. Mr. Sand said that he has received an inquiry about
internships from Columbia University, Graduate School of Architecture and Planning.
He indicated that the internship program may work very well with the Country
Club Research project.
Mr. Martinson said that Columbia University has an excellent
preservation program and it would be desirable to attract an intern for the
project. He added that the Period Revival style is a "leading edge" issue
within the preservation movement and that this may help attract an intern. The
Board generally agreed that Columbi University should be approached for a
summer intern.
Mr. Sand said that the grant application for the publication
of the Historic Building Survey was also approved with the full budget proposed.
The state portion of the grant is $2,920 the Federal portion is $5,8410 and
the local share is $2,920 for a total of $11,680. Mr. Sand noted that the
next item on the agenda was an interview of consultants for this project.
II. Interview of Consultants for Publication of the Historic Building Survey:
A. John Low
Mr.. Low introduced Himself and presented copies of his resume
including recent involvement in historic preservation projects. He presented

a number of drawings, brochures and origi.onal art work that he has prepared on
previous projects. With regard to the Edina proposal, Mr. Low indicated that the
September 13, 1979 .Letter was essentially correct except it should be increased
approximately 6% due to inflation. Mr. Low indicated that he would be responsible
for the artwork and that included the cover graphics and interior sketches of
buildings and typical details. The estimate for composition includes key
lining and typesetting by offset c ompositers. The estimate for reproduction
of photos includes work by Agner's Photo Service or Pro -Color. The estimate
for printing is based upon an estimate from Meyer's printing.
Mr. Low indicated that his proposal was based upon a book
with approximately 80 pages that is similar to the Duluth History book. The
book would have a two color cover and two color title pages for each section.
The book would be divided into the general history section, the architectural
interpretation section, the individual sites section, the districts section and
maps, appendixes and bibliographies. The - estimate was based on at least one
photograph of each site with a total of 60 photographs using the existing
photographs of the original report and other sources such as the Edina Historical
Society.
Maryann. Herman asked about the time framework for publication.
Mr. Dunwiddie said that the grant has a one year time framework.
Mr. Dunwiddie requested that Mr. Low prepare a revised proposal
with updated estimates, addressed to the Heritage Preservation Board.
B. Setter, Leach and Lindstrom, Inc.
Mr. William Scott, Mr. Greg Fern and Mr. Jeff Hess were
present representing the firm for this proposal. Mr. Scott indicated that the
publication of the Historic Building Survey is not measly a printing the existing
report but it requires adapting a formal report into a readable book that can
ben appreciated by persons in the community. Mr. Hess will be responsible for
the editing and re -writing the text and the collection of additional photographs
that are deemed necessary. Mr. Fern has an extensive background in graphics and
printing and he will be responsible for assembly of the text and photographs
into a well packaged book.
Mr. Fern reviewed his background and presented several
examples of his work. He explained that the proposal was based upon an assumed
publication of a 6 by 9 inch, perfect bound book that is 160.to 200 pages in
length with 100, 3 by 5 inch photographs. The book would have a 4 color
cover with a roll coating finish and black and white text. The typesetting

will be accomplished with their in-house Wang word processing equipment using
tapes from the existing report. Mr. Fern said that the price estimates were
made in September 1979 and may have to be revised. The printing for 100 copies
was estimated at $3400, the typesetting at $1800, the roll -coated cover $100.
An additional 500 copies was estimated at $680. The estimate for Mr. Hess'
time with additional research and editing was $2000. The estimate for Mr.
Scott's time for composition and art work was $2700.
Mr. Scott indicated it is important that they are familiar
with the material and the city.
Mr. Hess emphasized that this is not simply a streamlining
of the existing report. They are turning the report into a public record of
wider circulation. The photos have to be researched and prepared. The text
must be edited and coordinated with the photos. He has arranged to have
Mary Ann Nord, editor for the Minnesota Historical Society, edit the book.
Mr. Dunwiddie asked about the quality of the existing photos
from the report. Mr. Fern indicated that they will review the photos and provide
new photos if necessary.
Mr. Dunwiddie asked if the September prices will be adequate to
provide a first rate publication. Mr. Fern said they were. The prices would
have to be bid and if problems occur the Board would be advised and alternatives
presented.
Mr. Dunwiddie asked about.the time schedule they propose. Mr.
Fern estimated 5 to 6 months depending on photos and editing.
Mr. Dunwiddie thanked the firm for presenting their proposal.
No further action was taken.
III. Erickson House. 4246 Scott Terrace:
Mr.. Sand reported that the Erickson House was included.in the
"Historic Building Survey" as a rare unaltered example of the Mission Revival
style that is recommended for nomination to the National Register of Historic
places. The property has been two tax parcels since the annexation of Morningside
and the house is located on the north 2 of the original 100 by 200 foot lot.
The house has been sold without the south 2 of the lot and another individual
wishes to construct a dwelling on the south 2. The proposed construction
requires a lot width variance and a front yard setback variance which will be

considered by the Edina Board of Appeals and Adjustments February 21, 1980.
Mr.Sand indicated that he has contacted the Minnesota Historical
Society concerning this matter. Mr. Charles Nelson of the State Historic
Preservation office indicated that it would be desirable to maintain the same
setback from Scott Terrace. The Erickson house is probably not elligible for
the National Register but maybe appropriate for local designation.
Mr. Sand indicated that building plans have not been submitted
however the proponent has indicated one potential plan is an ordinary one story
rambler and the other plan is a somewhat higher solar design house. The Board
reviewed the site plan and concluded that it would be desirable to make the
new dwelling as compatible with the existing dwelling if the south 12 half of
the lot is a buildable lot.
Mr. Martinson moved that the Heritage Preservation Board
recommend the following conditions if the proposed variances are granted:
1. The house plan is inverted to place the living quarters
on the east end and the garage on the west end of the
dwelling.
2. The setback from Scott Terrace is equal to or larger
than the setback of the enclosed portion of the
Erickson'house.
3. The single story conventional rambler plans are
required rather than the higher solar plans.
Mr. Stuart seconded the motion. All voted aye, the motion carried.
IV. Announcements:
A. Mr. Dunwiddie said that Mr. Scott will present the
Historic Building Survey of Edina to the City Council on Saturday, February
16, 1980 at 9:30 a.m. Members of the Board are encouraged to attend.
B. Mr. Sand said that the city clerk has advised him that
Paul Mucke has resigned. Mr. Martinson moved that a resolution thanking Mr.
Mucke is adopted. Mr. Stuart seconded the motion. All voted aye. Motion
carried. Mr. Sand stated that a vacancy exists and asked for recommendations.
C. Tax Reform Act of 1976. Mr. Dunwiddie said that the
tax reform act is due to expire in 1981. The act provides important tax

advantages for restored historic commercial buildings. Mr. Dunwiddie suggested
that it would be helpful if the members could individually support the extension
of this act. Bill Frenzel is on the appropriations committee.
D. All volunteers awards.
Mr. Dunwiddie said that he received an invitation for all
members of the Board and their spouts to attend the awards banquet and John
Phillip Sousa Band Concert at the Hotel de France, Thursday, April 17. Tickets
are $30.00 per couple.
E. Wooddale School.
Mr. Sand advised that there has been some discussion about
tearing down the Wooddale School in connection with the school closing discussion.
The Board expressed concern about this prospect because the school is part of
the proposed Country Club Historic District. No further action was taken.
V. Next Meeting Date: March 13, 1980 at 7:30 p.m.
VI. Adjournment:
Mr. Martinson moved adjournment. Mrs. Herman seconded the
motion. All voted aye; the motion carried.

RESOLUTION OF APPRECIATION
WHEREAS, MR. PAUL MUCKS was appointed a charter member of the
Edina Heritage Preservation Board; and
WHEREAS, MR. MUCKE served in good stead on the Board from January
1, 1976 to his resignation January 1, 1980; and
WHEREAS, MR. MUCKS has contributed significant advice and valuable
services toward the regular course of business of the Board;
NOW, THEREFORE, be it resolved by the Heritage Preservation Board
of the City of Edina that MR. MUCKE be applauded for his services in
contribution to improvement of the Historical resources and the quality
of life in the City of Edina.
