MEMORANDUM
Re: Edina Heritage Preservation Board Meeting
May 8, 1980

On Thursday, May 8th a meeting of the Edina Heritage Preservation Board
was held in the Board Room at the City Hall. Present were: Tom Martinson
and Foster Dunwiddie. Because there was no quorum,the meeting was held
as a committee of the whole and no formal minutes were taken. However,it
is the intent of this memorandum to record the discussions at the meeting.
Bill Scott and Jeff Hess attended the meeting. There was a discussion
of the publication of the "Historic Building Survey". Bill Scott outlined
the following schedule for publication of the survey:
May 5, 1980 - Assemble photographs
June 2, 1980 - Start copy and arrangement of photographs
June 16, 1980 - Complete rough draft with paste ups
June 24, 1980 - Review draft and verify production costs
July 7, 1980 - Start type setting
July 10, 1980 - Proof type set copy
July 14, 1980 - Start key lining
August 1, 1980 - Forward proofed copy to printer
August 18, 1980 - Receive completed copies of publication
Bill Scott indicated that they would like a preface to the publication.
I agreed to write the preface and have it to Bill Scott by June 9th. I
suggested to Bill Scott that it would be appropriate to either call a
special meeting on June 19th or defer our regular meeting to that night to
enable us to review the rough draft with the paste ups. Bill Scott will
talk with Harold Sand with regard to confirming that meeting subject to their
progress on the proposed schedule.
Bill Scott reiterated his request that a news story be placed'in the Edina
Sun requesting that people with historic photographs of Edina submit them to
the City for consideration and possible inclusion in the proposed survey
publication. Tom Martinson volunteered to write the news story. However,
he would like input from Harold Sand as to when and where it should be published.

Marsh Everson appeared before the Board to discuss the status of the
former St. Patrick's Church at 70th and Cahill. Mr. Everson is the owner
of this property and currently operates a Montessori School in the facility.
Mr. Everson expressed concern with regard to the future of the building and
what would be an appropriate use for the property. I indicated to Mr.
Everson that in my opinion the building and the site were of historical
significance in the City of Edina. I cited the Historic Sites Survey which
had been recently completed by our consultants. I reiterated the comments
contained in my memorandum of April 23, 1980 with regard to the structure,
its condition, and the extent of the historic fabric which remained. I
indicated to Mr. Everson that I had met with City staff following the meeting
to verify the existing zoning which is Rl. Under the terms of that zoning
a Montessori School must be an accredited course of study by the State Department
of Education to be a principle use within an R1 district. Mr. Everson indicated
that his School was under consideration by the Department of Education for
accreditation at this time and that there were ongoing discussions with the
Department with this regard. Mr. Everson also stated that Ed Bell, an architect,
is currently preparing a study for the property for development of residential
facilities on the site.
I indicated to Mr. Everson that because our Board was concerned with the
preservation of this structure and since the recommendation of our consultant had been
that we rezone it to Heritage Preservation District to ensure its preservation,
that it would be considered by our Board in the near future for possible rezoning.
I also indicated that the Board had not reached a decision to rezone the property.
In order to construct residential units on the site it will be necessary to
rezone the property to a Planned Residential District 3. Under a PRD 3
designation it would be possible to construct tweleve to sixteen units on the
site with a designation of the existing building for day-care purposes. Mr.
Everson indicated that he was not prepared to so designate the existing facility
and might prefer to convert it to residential use or office use. However he
expressed some doubt that the Planning Commission and City Council would approve
office use on this site.
I indicated to Mr. Everson that our Board was interested in saving the existing
structure and would cooperate to the fullest with both Mr. Everson and his
architect in the development of plans. I said we would welcome an opportunity
to review the plans with him informally and that if he had any questions we would
be happy to answer them for him. I suggested the rehabilitation of the St.
Patrick's Church building for other purposes should following the Secretary of
Interior's guidelines and suggested that his architect obtain a copy to be of
assistance in preparing plans for the rehabilitation of the structure. I indicated
to Mr. Everson that our primary concern was with the site and the exterior of the
building which should be maintained as a part of any proposed development.
Mr. Everson registered his objection to "yet another layer of government being
imposed on the private sector". However he indicated that he would be willing to
work with our Board insofar as the development of plans for the property were
concerned.
