MINUTES OF THE REGULAR MEETING OF THE
EDINA HERITAGE PRESERVATION BOARD
HELD OCTOBER 28, 1980, AT 8:00 P.M.
EDINA CITY HALL CONFERENCE ROOM
MEMBERS PRESENT: FosterDunwiddie Chairman, Betty Paugh, Tom

1. Approval of Minutes: September 23, 1980
Mr. Martinson remarked that the new type style improved the legibility
and appearance of the Minutes. The Administration should be commended for
the improvement. Mrs. Paugh moved approval of the Minutes. Mr. Martinson
seconded the motion. All voted aye; the motion carried.
II. Country Club Survey, Report by Lynn Spaeth:
Ms. Spaeth presented a color keyed plat of the Country Club illustrating
the dates of construction of dwellings. The categories were 1924-26, 1927-30,
1931-35, 1936-40 and post 1941. She checked the construction dates with the
Assessing Department --records, the Register of Titles at the Hennepin County
12'overnment CeWer and with the Sanborn Insurance Maps. She a!sc presented
a list of the number of dwellings constructed each year and the number of dwel-
lings constructed by style designation and by year.
Ms. Spaeth.reported that there is no National Standard Classification
System for Historic Rivival Styles and that previous studies tend to vary
according to regional differences. The style designations she used were dev-
eloped from literature and classifications used during the developemeht of the
disirict.
Ms. Spaeth said that she has contacted Linda McClelland with the Nat-
ional Register in Washington to discuss the requirements for nomination and
any questions they may have about the district. The Staff in Washington is
not well versed in the Country club movement but there are two districts
within the Kansas City Country Club District that are on the National Register.
She said that the officials in Washington thought the entire district would be
eliggible because the planning and land use controls were conceived and imple-
mented at one time, the area was developed in a random pattern rather than an
incremental pattern and because a majority of the dwellings were constructed
before the 50 year minimum age criteria.
In response to Mr. Sand, Ms. Spaeth explained that individual structures
within the district will be designated pivotal, complementary and intrusions.
The intrusions are the 5 contemporary dwellings. The pivotal structures will
include the pre -1931 dwellings, the model homes, very good examples of various
styles and Wooddale School. All other structures will be classified complementary.

Mr. Dunwiddie commented that it would be helpful if the call number
and location of the references in the bibliography were included.
Mr. Martinson said that it was interesting to note that there are a
number of important people that lived in the district. Ms. Spaeth indicated
this is another fact that could be included in the report.
Ms. Spaeth said that the report is essentially complete, however she
is waiting for delivery of copies of the (100+) 5 x 7 inch photographs that
will be submitted to the National Register. Copies of the report and other
materials will be delivered on November 7, 1980.
Mr. Sand commented that a neighborhood meeting is scheduled November
20, 1980, at 8:00 p.m, in the City Council Chambers. A mailed notice of the
hearing will be sent November 6 or 7. Mr. Dunwiddie asked for an article in
the Edina Sun Newspaper to further publicize. The Board discussed the
desirability of representation of the Minnesota Historical Society at the meeting.
The hearing before the City Council was tentatively set for December 1, 1980.
111. Other Business:
Mr. Dunwiddie reported that the Wooddale Schoc'. -se Committee dec:2=Z:
that a community -wide survey should be conducted to determine community
attitudes.
Mr. Dunwiddie said that a separate Community Center Committee was
formed. He was invited to sit on the Committee, however, he was unable to
volunteer because of the number of other commitments he has. The Committee
was discussing the re -use of Edina East Upper Division.
Mr. Dunwiddie reported the Edina Mills Kiosk was recently vandalized
and two panels will be replaced. He has requested a street light be placed
in the park to reduce the problem.
Mr. Sand reported that Mr. Scott has stated the publication of the His-
toric Building Survey was on schedule and the finished books would be delivered
at the end of November.
IV. Next Meeting Date:
The Board decided to cancel the regularly scheduled November 25, 1980,
meeting. The Special Country Club Neighborhood Meeting on November 20, 1980,
at 8:00 p.m. will substitute for the regular meeting.
V. Adjournment:
Mr. Martinson moved to adjourn. Mrs. Paugh seconded the motion.
All voted aye; the motion carried.
