Adjournment MINUTES OF THE REGULAR MEETING EDINA HERITAGE PRESERVATION BOARD HELD TUESDAY, JUNE 22, 1982 AT 7:30 P.M. EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Chairman Foster Dunwiddie, Tom Martinson, Gary Nyberg, and Gordon Stuart STAFF PRESENT: Harold Sand 1. Approval of the Minutes: Gary Nyberg moved to defer action on the April 27, 1982 minutes. Gordon Stuart seconded the motion. All voted aye; motion carried. 11. Old St. Patricks Church. 7000 Cahill Road Harold Sand recalled that the Board recommended the zoning of the Old St. Patrick's Church HPD at the April 27th meeting. This recommendation was placed on the agenda for June 2, 1982 Community Development and Plannning Commission. However, the Commission declined to hear the case, because the owner submitted a preliminary rezoning request for PRD 3, Planned Residential District. The Commission wanted to hear both matters at the same time and consider the Board's recommendation on the PRD zoning. Mr. Marsh Everson, owner of the property, introduced Mr. John Klick, an architect with the Architecural Group. Mr. Klick presented plans of the proposed 22 unit 2 story condominium with under building parking. The structure was designed to reflect the form and exterior materials of the former church. The proposed "L" shaped dwelling is located west of the former church to preserve views around approximately a 2700 radius. The old church is labeled as an accessory amenity building easily adaptable for a number of uses. The exact use has not been programmed at this preliminary stage. A swimming pool maybe programmed depending on the market analysis. Mr. Klick said that these are preliminary plans and they do not have a specific time framework for completion of the zoning or construction of the project. Mr. Martinson said that he realized that these were preliminary plans, however, he wished to express a concern about the design. The architect should be careful in the detailing of the exterior materials to avoid the "thin" artificial appearance of many modern buildings with stucco and wood half -timbers. He suggested that they use the old church or some of the dwellings in the Country Club District as examples. After a general discussion, Mr. Martinson moved that the Board approve the preliminary development plans, recognizing that the plans were reviewed within the broad development concept. The Board further supports the concept of a land use density bonus for preserving the former church and an additional bonus for construction of a new structure that is architecturally compatible with the church. The Board requests an opportunity to review the final development plans for the PRD zoning. The HPD zoning is pursued in a normal time framework and not tied to the PRD zoning. The proposed plans represent 100 percent development and additional structures are not premitted if the old church is removed or destroyed. Gordon Stuart seconded the motion. All voted aye. Country Club District Foster Dunwiddie said that the Country Club District was entered in the National Register of Historic Places on April 26, 1982. The City has not received official notification. The Board generally agreed that the anouncement should be taken to the City Council with attendance by the HPB. A press release can be issued after the Council Meeting. IV. Other Business A. The Minnesota Society of Landscape Architects requested suggestions for a state inventory of outstanding outdoor spaces created by the hand of man. Mr. Martinson suggested that the Minnehaha Creek Mill Pond should be considered and offered to write a letter to the MSLA. The Board generally agreed. B. The Board received a report entitled "A History of the Country Club District: The Forerunner to Modern Suburbanization in Minneapolis" by Karla Busdicker, 4512 Wooddale Ave. S. .The report was prepared for a class in the History Department at the University of Minnesota. The Board acknowledged receipt of the report and commended Miss Busdicker on her efforts. C. Edina Expo 183. The Expo will be held April 16 and 17, 1983 at the Edina Community Center. The Board will consider a display. V. Next Regular Meeting: July 27, 1982 at 7:30 P.M. VI. Adjournment: Mr. Marstinson moved for adjournment of the meeting; Mr. Nyberg seconded the motion.
