Adjournment MINUTES OF THE REGULAR MEETING EDINA HERITAGE PRESERVATION BOARD HELD TUESDAY, MAY 24, 1983- AT 8:00 P,M, EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Chairman Foster Dunwi-ddie, Tom Martinson, Frank Thorpe, Lois Wilder, Gary Nyberg, Gordon Stuart and ,John Childs. STAFF PRESENT: Harold Sand I. Approval of Minutes: Gary Nyberg moved approval of the March 22, 1983 minutes, Frank Thorpe seconded the motion. All voted aye.. Motion carried, II. Self Guided Tours of Edina Mr Dunwiddie reported that arrangements were made with Brown Institute to produce the tapes for the tours using student announcers.. The Institute sub- mitted a tape with six students auditioning a portion of the script. Two students were selected to work on the project and a recording of the Historic Edina Driving Tour was prepared and submitted. The Board reviewed the tape and was generally pleased with the voice quality and the production. However, some technical problems were noted including pronunciation of proper nouns and the unusual tone used to mark the segments of the tour. Mr Dunwiddie presented a revised script that clarified some directions in the tour and added some additional information. The tape will. be available for loan at the Edina Library with tape players, a map and brochure about the tour. Frank Thorpe suggested that the book History and Architecture of Edina, Minnesota should be available with the tour. The Board generally agreed that another recording should be produced using the revised script. Harold Sand suggested that the Board could produce a video tape history tour using the cable television public access channel. Ill. West 50th Street Construction Project: Mr. Dunwiddie recalled that this matter was discussed at the March meeting. The Board agreed to assist the City Engineer with an application for a roadway width variance that will be considered by the Minnesota Department of Transportation. The variance will permit the City to use Municipal State-Ai.d funds to reconstruct W. 50th Street at the present width of 40 feet rather than 52 feet according to current standards. The street is a minor arterial with a traffic volume of 17,000 vehicles per day.The variance will permit the retention of a row of mature boulevard trees and prevent the encroachment on the Edina Country Club District and the George Baird House, two districts that are listed on the National Register of Historic Places. The Board reviewed the criteria for variances and concluded that the project should qualify under environmental impact and effect on adjacent properties. The Board reviewed the staff draft of reasons for granting the variance. Mr. Dunwiddie suggested that it would be helpful to attach a letter from Russell Fridley,State Historic Preservation Officer, supporting the variance. Mr. Dunwiddie offered to appear at the hearing to present the case. Tom Martinson moved to go on record to commend the City Council for seeking the variance and not widen the street or remove the trees at any cost. Lois Wilder seconded the motion. All voted aye. Motion Carried. IV. Carson House, 6001 Pine Grove Road: Harold Sand said that the Carson's are considering a number of options for the preservation of the site and the interior and exterior of the dwelling. One of the options is a donation to the National Trust for Historic Preservation. Holly Fiala of the Chicago office of the National Trust indicated that they are probably not Edina Heritage Preservation Board May 24, 1983 Minutes Page 2 interested in assuming another maintenance obligation at a time of restricted budgets and the site does not have the appropriate public access 'for a National Trust property. The Carson's are also considering donation of an easement to the Minnesota Preservation Alliance. Another possibility is donation of the property to the City with Heritage Preservation District zoning, Foster Dunwiddie recalled the scenic easement that was donated for the Grimes House. Foster Dunwiddie and Tom Martinson agreed to meet with Dr. Carson about the property. V. Local Certified Governments Program: Foster Dunwiddie reported that Harold Sand and he attended a workshop sponsored by the Minnesota Historical Society concerning new regulations for disbursement of Federal historic preservation funding. Local Heritage Preservation Commissions that have been certified by the State Historic Preservation Office will be given exclusive rights to a portion of the federal funding. The local commissions will assume some National Register application review responsibilities. The preliminary regulations indicate Edina would qualify for certification. I Vi. Other Business A. St. Patrick's Church, 7000 Cahill Rd. The owner of the property requests permission to trim or cut down a large Boxelder tree in the south-east corner of the property. The City Forester has reviewed the condition of the tree and concluded that it was healthy and would not have to be removed. The owner is willing to trim the tree or remove it according to the decision of the HPB. The Board generally agreed that the tree should be trimmed and not removed. B. Historical Organization Meeting: Harold Sand said that Gordon Stuart and he attended the meeting held the previous Saturday. Video tapes of the sessions may be available for the Board's use. C. American Urban Guides: The book History and Architecture of Edina, Minnesota was listed and reviewed in "American Urban Guides" by ,John Fondersmith. D. National RegisterRegulations: The City has received preliminary regulations for review of nominations to the National Register of Historic Places. Vit. Next Meeting Date: The Board agreed to cancel the summer meetings and schedule the next meeting September 27, 1983 at 8:00 p.m. VIII.
