MINUTES OF THE REGULAR MEETING
TUESDAY, JANUARY 24, 1984, AT 8:00 P.M.
EDINA CITY HALL MANAGER'S CONFERENCE ROOM
MEMBERS PRESENT: Chairman Foster Dunwiddie, Gordon Stuart,
Mary Nelson, Tom Martinson, Lois Wilder and Gary Nyberg
STAFF PRESENT: Harold Sand
1. Approval of Minutes:
Gary Nyberg moved approval of the November 22, 1983, minutes.
Lois Wilder seconded, All voted aye; motion carried.
11. Election of Officers
Mr. Dunwiddie opened nominations for the position of Chairman and
Vice Chairman. Mr. Martinson moved the nomination of Foster Dunwiddie
as Chairman for another year. Gary Nyberg seconded. All voted aye;
the motion carried, Mr. Martinson nominated Gordon Stuart as Vice
Chairman. Mrs. Nelson seconded the motion. All voted aye; the motion
carried.
111. Wooddale School, 4500 IV. 50th Street
Mr. Dunwiddie reported that the Council considered Wooddale School
again on January 16, 1984. The Council received a large number of letters
from residents favoring the removal of the school and construction of a park.
The Wooddale School Committee including members of the City Council and School
Board recommended the transfer of the building to the City on August 1, 1984
and the School District would give the City $25,000 to pay for a professional study
of this site. This study would take into consideration many factors, including
traffic on West 50th Street, parking, combining Utley Park and Dwight Williams
park with the new park, the use of the property for park purposes retaining
the :.school, removing a portion of the school or removing the entire school
building. The consulting firm of BRW, Inc. was selected to perform the study.
The School District will give the City another $100,000 after reviewing the report
and deciding on the use of the property. The property is toremain in the public
domain with a reversion clause allowing the School District to acquire the property
at a later date. Mr. Dunwiddie has requested that the consultants retain the
services of a competent rehabilitation architect, Also, that the scope of the
study includes the costs of repairs of the building and the operating
costs under City ownership. The School Board opposed the Zoning of the School
as a Heritage Preservation District and the matter has been continued pending
the study. The Edina Historical Society has scheduled a grand reunion at
Wooddale School on Sunday, February 26 from 2 to 4 p.m.

Mr. Martinson moved that the Board applaud the idea of the balanced pro-
fessional study of the property and that the Board is concerned that the
consultants involved have the highest credentials in each area of concern
including preservation; that each aspect of the sudy is given full emphasis
including the restoration and the use of the school building itself. Seconded
by Gary Nyberg. All voted aye..
Mr. Martinson, Mr. Nyberg and Mr. Dunwiddie volunteered to serve on
a steering committee to work with the consultant for the study of Wooddale
School.
IV. Certification of Local Governments (CLG)
Mr. Dunwiddie said that the preliminary regulations for the CLG program
have been submitted for public 'review. .The program will give certified
governments additional review authority over national register nominations and
provides a dedicated source of grant funds available only to a CLG.
The members submitted resumes to satisfy part of the certification
process when available.
Mr. Sand said that the Board should request permission from the City
Council if they wish to proceed with the certification process. Mr. Martinson
moved to request permission to apply for certification. Mr, Stuart seconded
the motion; all voted aye.
The Board discussed possible research projects including the West Minneapolis
Heights District and the Morningside Bungaiow District identified in the historic
building survey.
V. Long Range Plans
The Board discussed future projects and plans including completion of the
Bi Centennial Markers program and the Historic Tours program. Mr. 'Punwiddie
and Mrs. Wilder will work on the markers program and try to complete the work.
Mr. Nyberg will work on the layout of the brochure for the historic tours.
VI. Other Business
Mr. Sand said that he has contacted the Department of Archives and Manu-
scripts of the Minnesota Historical Society concerning disposal of some Edina
City records, The City must retain records or give the historical society a
chance to accept the materials. Some preliminary site planning and concept
drawings for Southdale were transferred to them today. These drawings
will be retained at the Minnesota Historical Society or at the Northwest
Architectural Archives. Some City scrapbooks kept between 1959 and 1964 were
also reviewed by the Society. They are studying ways to make a copy for
local use so the original can be donated to the Society..

Mr. Martinson moved adjournment at 9:30 p.m. Mrs. Wilder
seconded the motion. All were in favor; the motion carried,
