MINUTES OF THE REGULAR MEETING
EDINA HERITAGE PRESERVATION BOARD
9W TUESDAY, SEPTEMBER 2$y 1984, AT 8:00 P.M.
EDINA CITY HALL MANAGER'S CONFERENCE ROOM
Members Present: Chairman Foster Dunwiddie, Tom Martinson,
John Childs, Mary Nelson and Lois Wilder
Staff Present: Harold Sand
1. Approval of Minutes: twir. Martinson moved approval of the May 27, 1984,
minutes. Mr. Childs seconded the motion. All voted aye.
II . Historic St. Patricks Church. 7000 Cahill Road. Permit for a freestanding sign.
Mr. Dunwiddie introduced Mr. Marsh Everson, the owner of Historic
St. Patricks Church, and the new owner of the adjacent Cahill School. Mr. Everson
is applying for a permit to erect a freestanding sign on the historic site and a
permit is required from the Heritage Preservation Board.
Mr. Sand presented copies of the site plan, sign plans and photographs.
The proposed sign will be similar to the new sign at Cornelia School The sign
will have two 4 foot by 6 foot panels. The top portion of the sign will have
permanent lettering for the Wooddale Montessori Academy and the area below will
have 5 lines for changeable letters.
The Board must consider applications for additions, new buildings or new
structures added to a site zoned Heritage Preservation District. The Board
should issue the permit if the sign, by reason of its location on the site, will not
materially impair the architectural or historic significance on the site. A
decision to deny the permit may be appealed to the Board of Appeals and Adjustments.
Mr. Childs asked what messages would be display on the sign. Mr. Everson
responded that school activities such as plays will be displayed on the sign. This
will be the only freestanding sign on the 13 plus acre site.
Mr. Dunwiddie asked about the proposed 'location of the sign stating that a
large evergreen may block views of the sign. The Board discussed the V shape
and the orientation of the sign. Mr, Sand indicated that two signs would be possible
under the sign ordinance. Mr. Everson clarified that one face of the sign will be
parallel with West 70th Street and the other sign parallel with Cahill Road. He will
check with Leroy Signs Inc. about the visibility of the sign..
Mr. Everson agreed to the request of Mr. Dunwiddie that the sign be placed
to meet or exceed the building setback from Cahill Road. Mr. Everson offered to
permit a historic identification sign on the old pipe sign standard adjacent to
Cahill Road.
Mr. Childs moved approval of the permit with the condition that the sign
is not placed closer to Cahill Road than the building. Mary Nelson seconded.
All voted aye. The motion carried.

Mr. Everson indicated they are considering a number of improvements
to the building to prepare it as a performing arts center. They intend to repaint
the wood trim brown to match the original paint and install a new shingle roof.
Ill. Wooddale School
Mr. Dunwiddie said the BRW, Inc. has been hired as a consultant to review
the condition of Wooddale School, the potential use of the site, traffic and parking
needs in the area. The study is to be completed in October. Mr. Ken Rosland,
City Manager, has indicated that any potential use of the building must be funded
on an on going self-sustaining basis such as an endownment fund. &1r. Dunwiddie
and Donna Skagerberg have been reviewing potential tenants and uses of the
building.
Mr. Dunwiddie has contacted the Edina Community Center Manager, Doug
Johnson, about the issue. Mr. Johnson indicated that the center is fully occupied
and at times they are turning potential tenants away. They do not object to the
additional competition that perservation of Wooddale School may create. The
Community Center is paying expenses if the school district use is subtracted.
Mr. Marsh Everson indicated he would rent three rooms for day care use.
There was discussion the Community Education, the Edina Seniors Center and
other community organizations may be able to utilize portions of the space.
IV. Historic Tours and Markes Update
The Historic Driving Tour of Edina was completed this summer and copies
of the brochure, tape and tape player were presented to the Edina Community
Library this August. The Edina "Sun" carried a small notice of the availability
of the tour. Mr. Sand has been working on the script for the Country Club
District Walking Tour.. Mrs. Lois Wilder reported that she i.s conti.nui.ng with
the Historic Markers program.

and the National Trust annual meeting scheduled in October.
